Camp Coordination and Camp Management Officer (CFRM)

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened an area office in Cox’s Bazar, and a main office in Dhaka.

POSITION PROFILE

The CCCM Officer will be responsible for managing the CFRM desk in a refugee camp, by overseeing and ensuring the systematic receipt, processing of and response to community complaints according to the tools and systems established in the common feedback platform. S/he will guide the CFRM Assistant and report to the Camp Manager. S/he will work in close collaboration with DRC’s Protection team and implement DRC’s Code of Conduct Reporting Mechanism to ensure accountability to the affected population across DRC’s programs.

DUTIES & RESPONSIBILITIES

General Tasks

  • Ensure that all members of the refugee community, including the most vulnerable, is aware of and has access to the CFRM six days a week through static and mobile desks.
  • Accurately register beneficiary complaints and feedback, provide beneficiaries with verified information and refer their complaints and feedback to the appropriate service providers.
  • Work closely with the CFRM Assistant to ensure that each referred complaint is followed up and that beneficiaries receive responses.
  • Any other tasks requested by the line manager.

Information Provision

  • Share accurate information with beneficiaries about camp services according to requests for information.
  • Proactively engage with other humanitarian actors to ensure that all information provided to beneficiaries at the CFRM desks are updated and comprehensive.
  • Facilitate information sessions with beneficiaries to raise awareness of DRC’s CFRM, beneficiary rights to the handling of their personal data, and build trust in DRC’s SMS programming.
  • Ensure that information is provided in a gender- and culturally sensitive manner that encourages beneficiaries to share questions and concerns with DRC.
  • Prepare weekly and monthly reports on the CFRM.

Handling Feedback and Complaints

  • Provide a safe space for beneficiaries of all ages, genders and abilities to give feedback, complaints, request information or assistance.
  • Accurately and systematically register, process and respond to beneficiary complaints in an impartial manner, while prioritizing cases flagged by Protection actors.
  • Ensure that case data is regularly uploaded and updated in the CFP system.
  • Refer cases to other humanitarian actors and track follow-up for each case in accordance with DRC’s CFRM SOP.
  • Support CFRM trends analysis, immediately flag CFRM issues that require higher-level advocacy to the line manager and identify ways to improve the accessibility of DRC’s CFRM to beneficiaries.
  • Adhere to camp-level referral pathways to safely refer Protection cases to the appropriate camp actor while preserving the beneficiary’s confidentiality.
  • Ensure that beneficiaries know about their rights and are providing informed consent prior to registering and referring complaints to other humanitarian actors.
  • In coordination with the Camp Manager, the I-MEAL team and the CFRM Assistant, provide accurate data for quarterly trends analyses and monthly reports to the Camp Coordination Project Manager.

Safety Responsibilities

  • As a staff of DRC Bangladesh, you are expected to comply with all global and location-specific safety rules, policies, and procedures. You are expected to report safety incidents, near-misses and other relevant information to the safety team as shall be briefed during onboarding. Failure to adhere to these is a disciplinary offence while it may also leave you, your colleagues and DRC Bangladesh, at risk.

SKILLS AND EXPERIENCES

  • 2 years of professional work experience in the humanitarian field with a solid understanding of refugee camp dynamics.
  • Excellent analytical and communication skills.
  • Strong interpersonal skills and demonstrated ability to establish effective working relations with camp-based volunteers and other humanitarian actors.
  • Able to organize information and process large amounts of data in a systematic manner.
  • Robust understanding of data protection, confidentiality, and humanitarian principles.
  • Able to work under pressure with minimal supervision within a culturally diverse team.

EDUCATIONAL QUALIFICATIONS

  • University or graduate degree in Social Sciences, Communications, Business, Education or Administration.
  • CCCM training desirable.

LANGUAGES  

  • Fluent in spoken English with strong writing skills in English.
  • Fluent in spoken and written Bengali.
  • Fluent in Chittagonian (Required).
