General Protection Officer (Case Management)

The Danish Refugee Council (DRC), one of the world’s leading NGOs, with a focus on responding to displacement, have been registered in Bangladesh since 2013. In 2017, in response to the Rohingya influx, DRC launched an integrated program of support to the government in site management, shelter/NFI and protection. In 2018, DRC started implementing aid projects in support of the host communities most affected by the influx of refugees. As a key part of this, DRC opened a main office in Cox’s Bazar, and a support/liaison office in Dhaka.

POSITION PROFILE

The Protection Officer’s primary function is to ensure quality implementation of general protection case management, in synergy with the overall DRC protection programme in Bangladesh. He/She is responsible to manage cases with technical support from the Protection Team Leader, together with the Protection Manager, and daily supervision from the Protection Team Leader.

The officer is responsible to develop/strengthen relationships with other agencies, governance structures, and across DRC’s programme, at the field level, in close collaboration with the Protection Team Leader. The Protection Officer with support from the PTL, is responsible for ensuring that the work of the team is compliant with donors and DRC reporting and accountability policy and procedures.

DUTIES & RESPONSIBILITIES

  • Assess individual protection issues identified during daily activities and make appropriate referrals for services to humanitarian or other actors as per the referral pathway or best practices.
  • Identify cases in need of urgent response, guided by DRC’s case management and IPA SOPs, and directly follow-up/accompany affected individuals to services providers when needed to ensure access to services.
  • Train and support field level protection volunteers to identify and assist affected person of concerns.
  • Work with supervisor to create weekly work-plans and prioritization of tasks, including through weekly case management meetings.
  • Ensure targets are met under the approved work plans timely.
  • Ensure proper documentation and secure storage of any protection data collected (hard and soft copies).
  • Feed into the donor reporting through sharing relevant challenges, trends, best practices, etc. with the TL while maintaining valid means of verification. Foster and maintain excellent working relationships with all stakeholders and participate in daily coordination with humanitarian and all other local and international actors.
  • Liaise closely with protection actors in the field and other humanitarian partners to ensure an understanding of the overall issues and effective collaboration amongst partners; an understanding that shall be used to guide weekly work plans.
  • Work closely with other DRC staff, particularly protection monitoring, CBP, GBV, and CP, to ensure synergy across programmes and to mainstream protection across DRC’s interventions.
  • Coordinate and follow up with Protection service providers in the field.
  • Coordinate with site management and service providers of other sector to facilitate referrals in accordance with the referral pathway.
  • Represent DRC in any relevant field based thematic meetings with stakeholders and otherwise as needed.
  • Follow up all DRC / DDG Procedures for Security, Finance, Logistics, HR and Administration
  • Uphold DRC’s international code of conduct.
  • Any other tasks as may be assigned from time to time.

SKILLS AND EXPERIENCES

  • At least two years Previous experience working with vulnerable communities or refugees in general protection case management.
  • Experience of working with International/local non-governmental organization or UN.
  • Communication skills in Chittagonian and Rohingya.
  • Ability to communicate in verbal and written English and Bangla.
  • Basic reporting knowledge.
  • Willingness and ability to work in field environment, including in all weather conditions.
  • Good organizational skills and capacity to work independently and as part of a dynamic team.
  • A good command on Microsoft Outlook, Excel, Word, PowerPoint, Kobo and other basic software.

EDUCATIONAL QUALIFICATIONS

  • Minimum University degree in social sciences, such as Social Work, Anthropology, Psychology, Development Studies, law, or relevant disciplines.
  • Master’s degree in relevant discipline is preferable.

LANGUAGES  

  • English (Fluent in writing and speaking).
  • Bengali (Fluent in writing and speaking).
  • Chittagonian (Desired).
