Overall purposes of the role:
DCA (DanChurchAid) is a Danish humanitarian, non-government and non-profit organisation working in Bangladesh since 1971. DCA (DanChurchAid) is a faith-based, non-missionary organization. We work for the poor, vulnerable and socially excluded communities and believe in life before death.
The MEAL Coordinator will be a part of the Monitoring, Evaluation, Accountability and Learning (MEAL) team, which monitors and advises on the quality of DCA’s Programmes for Rohingya Refugees and host communities. MEAL works closely with DCA’s Programme teams to ensure that we are accountable for the work we do and deliver quality programmes appropriate to the needs of the people we aim to support.
S/he will serve as a focal point and liaison for implementing MEAL systems and processes, carrying out monitoring activities and preparing reports, and systematically integrating accountability and learning into the programme management cycle to inform programme development and improvement. S/he will also conduct field visits and provide technical support to DCA’s partner organizations to strengthen their MEAL systems.
Responsibilities:
Monitoring and Evaluation
- Develop and strengthen planning, monitoring and evaluation procedures and systems in close coordination with the DCA programme team.
- Support programme teams in monitoring the quality of activities (using checklists, community feedback, and other monitoring tools).
- Support the design and roll-out of the MEAL strategy for the programme, including log frame design and budgeting for M&E in close consultation with project staff and partners and in accordance with donor guidelines.
- Generate and implement M&E tools for needs assessments, baseline studies, and programme implementation needs and coordinate assessment activities, post-distribution monitoring, and other monitoring activities.
- Support programme teams with data collection processes.
- Collect, consolidate and analyse programme data, and produce weekly and monthly reports.
- Coordinate and support partner organisations with the development of baselines and assessments as well as effective data management.
- Conduct field monitoring visits to monitor overall progress on achievement of results and provide suggestions/feedback to programme team based on findings.
- Support with designing, coordinating, and conducting final project evaluations.
- Train and support programme staff in planning for and implementing monitoring and evaluation, including data collection methodologies and tools as well as data management, analysis, and use.
- Where required, provide training and coaching for partners’ staff in data collection and analysis.
- Support conducting partners joint monitoring visits as required.
Reporting
- Support the programme team in developing high quality project/programme reports for donors and other stakeholders.
- Provide technical support to Management for analysis of datasets, assessments, donor reports, and other processes using advanced quantitative and qualitative methods.
- Support the use of digital data collection through mobile phones/tablets.
- Review partners’ reports in order to ensure the quality of data and information.
- Development, reviewing and updating the MEAL plan for every project.
- Develop and operationalize the Indicator Progress Tracking Table (IPTT) according to the log frame/framework.
- Support the preparation of different reports such as 4W, 5W and ONA as required.
Learning
- Support the implementation, dissemination and use of assessments and monitoring data in programme development, adjustment, or review.
- Contribute to organisational learning through supporting specific analysis, best practices, lessons learned, and reports.
- Assist partners in improving learning and sharing mechanisms in their projects.
- Regular field visits and capture learning and share with programme team and management.
Personnel Management
- Supervise and manage the MEAL Team through mentoring, dialogue and capacity development.
- Plan and prioritize tasks in the team and assure balanced workloads.
- Conduct Annual Employment Development Reviews of staff under direct line management.
- Take part in the recruitment of MEAL staff as well as the termination of contracts.
- Ensure proper induction of new employees in collaboration with Human Resources and other colleagues.
Other
- Support the grants team in preparing the log frame or result framework during the project or programme development.
- Prepare indicator compendium considering different interventions (i.e. Education, GBV, Protection, Livelihood, DRR, CC, Localization)
- Donor communication regarding the MEAL issues as required
- Perform any other tasks as requested by the Line Manager
- Comply with DCA policies and practice with respect to PSEA, child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Professional skills and qualifications needed in the position
- Bachelor’s Degree in Statistics, Social Sciences, Development Studies, Project Management or another relevant field required. Master’s Degree preferred.
- A minimum of four years of professional experience in monitoring and evaluation, preferably with INGOs and at least 2 years of experience on team management.
- Experience in Open Data Kit (ODK)/Kobo software and other data collection software.
- Experience in Accountability mechanism (e.g. development and operationalize the accountability for the rightsholders.
- Experience in proposal writing especially Log frame of framework development
- Strong skills in excel and other data management software.
- Demonstrated ability in community mobilisation and community-level dialogue.
- Proficiency in quantitative and qualitative analysis and report writing.
- Strong interpersonal skills.
- Self-motivation, creativity and an ability to perform without close supervision.
- Proficiency in spoken and written English is required.
- Knowledge of Chittagonian is an advantage.
