DCA (DanChurchAid) is a Danish humanitarian, non-government and non-profit organisation working in Bangladesh since 1971. DCA (DanChurchAid) is a faith-based, non-missionary organization. We work for the poor, vulnerable and socially excluded communities and believe in life before death.
The DCA Bangladesh invites applications from qualified and competent Bangladeshi candidates for the position of Localisation and Partnership officer for Rohingya Response Programme.
Overall purposes of the role:
As a signatory to the Grand Bargain, and to the Charter4Change, DCA has been instrumental globally in influencing and advocating for localisation to become a key priority in the Grand Bargain 2.0. In Bangladesh, DCA is fully committed to the localisation agenda by not only transferring more responsibility, resources, and ownership to local actors but also ensuring that local actors are able to lead in the response. We believe that equal participation in decision making at all levels should be at the forefront of our work alongside the shifting of power to local and national partners.
In Bangladesh DCA currently works with five local partners. Through our two-year localisation roadmap and our new five-year country programme (2021-25) we plan to increase the quality and participation of our partnerships and majorly increase the percentage amount of funding towards local and national actors.
The Localisation and Partnerships Officer will support this process. They will support the implementation of the localisation roadmap, conduct robust internal and external consultations for all partner/local decisions, support DCA to identify partners and the support they need, ensure a two-way communication channel with local and national actors, and support new partners to be integrated into our existing programme teams.
Responsibilities:
Purpse and Oversee:
- Support implementation of DCA’s Localization Roadmap taking on key roles of partner mapping and research
- Support the facilitation of partner project inception and end of project meetings/workshops
- Monitor work of partners and provide/assign additional support where necessary
- Work with partners to develop partnership corporation agreements, project documents, and budgets are developed by partners adhering to DCA guidelines with good quality and in a timely manner
- Create good and equal management and coordination systems for any future DCA and local/national partner consortia
Engagement & Communicate:
- Manage and maintain positive partner relations
- Conduct regular roundtables with local and national NGOs to discuss the problems and barriers they face, support to create action plans to reduce/remove barriers
- Conduct regular meetings with partners and provide regular reports to line manager
- Develop and maintain positive relations with sectors leads and NGOP, ensuring that local and national actors are included in coordination mechanisms
- Creation of a structured centralised database that includes all partnership assessments and risk assessments to inform management decisions.
- Support partners in reviewing their processes and policies as their request.
- Train and induct all partner staff on DCA Code of Conduct, PSEA, Child safeguarding and other relevant policies
- Support partners in reviewing their processes and policies as their request.
- Ensure that we have clear lines of communication, feedback and complaints mechanism for partners.
- Ensure that partners are fully aware of what DCA is and does and provides space for two dialogues for partners to share values, vision, strategies and aspirations.
Delivery Process:
- Conduct thorough partner mapping ensuring that it is inclusive of relevant local and national actors, female led CSOs and informal community groups, including Rohingya groups
- Conduct analysis of capacity strengthening needs and gaps from the perspective of local organisation whilst ensuring an equal power dynamic between partner organisations and DCA and that capacity building is a two-way process.
- Work with internal partners and external local actors to address barriers to them being involved in coordination mechanisms through support to local and national actors and advocacy to duty bears in coordination mechanisms
- Support partners to develop country programme strategies
- Support partners to develop joint proposals and budgets with DCA for new proposals
- Oversee development and implementation of annual capacity building and support timetable
- Any other tasks as assigned by line manager.
Professional skills and qualifications needed in the position
DCA is looking for an outgoing and dynamic individual who believes in the value of localisation and equal partnerships.
- Minimum one year Localisation/Partnership support work experience in Rohingya response and an understanding of the challenges that local and national NGO actors face as well as a firm commitment and belief in the principle of working with partners.
- Experience in grant management and project cycle management particularly in procedures and requirements.
- Experience in conducting risk assessments, partner assessments and due diligence processes would be a bonus
- System thinking: The ability to ensure that business processes are linked together to come up with a structured overall system and process.
- Very good relation management abilities. Ability to relate to people at all levels internally and externally.
- Excellent English report writing skills.
- Good computer skills, especially Excel, Word, and Access (or other database software).
- Previous experience working on gender and women’s rights is preferred
- Prior work with female led CSOs is an advantage.
- Excellent English, Bangla and Rohingya spoken language skills.
- Excellent English written skills.
