DCA (DanChurchAid) is a Danish humanitarian, non-government and non-profit organisation working in Bangladesh since 1971. DCA (DanChurchAid) is a faith-based, non-missionary organization. We work for the poor, vulnerable and socially excluded communities and believe in life before death.
The DCA Bangladesh invites applications from qualified and competent Bangladeshi candidates for the position of Localisation and Partnership Coordinator for Rohingya Response Programme.
Overall purposes of the role:
As a signatory to the Grand Bargain, and to the Charter4Change, DCA has been instrumental globally in influencing and advocating for localisation to become a key priority in the Grand Bargain 2.0. In Bangladesh, DCA is fully committed to the localisation agenda by not only transferring more responsibility, resources, and ownership to local actors but also ensuring that local actors are able to lead in the response. We believe that equal participation in decision making at all levels should be at the forefront of our work alongside the shifting of power to local and national partners.
In Bangladesh DCA currently works with five local partners. Through our two-year localisation roadmap and our new five-year country programme (2021-25) we plan to reduce plans to increase the quality and participation of our partnerships and majorly increase the percentage amount of funding towards local and national actors.
The Localisation and Partnerships Coordinator will be in charge of this process. They will lead on all parts of the localisation roadmap and will ensure robust internal and external consultations for all decisions, support DCA to identify partners and the support they need, ensure that current and new partners are integrated into our existing programme teams and will create and implement a two-way communication channel not only with our own partners but with local and national actors in the response.
Responsibilities:
Purpse and Oversee:
- Supervise the work of the Localisation Officer
- Oversee the implementation of the DCA localisation roadmap
- Ensure that partnership corporation agreements, project documents, and budgets are developed by partners adhering to DCA guidelines with good quality and in a timely manner
- Design a coordination system which ensures relevant departments within DCA provide appropriate technical support and mentoring to partners within the following fields; programmes, finance, procurement, MEAL, donor regulations, and HR.
- Work with DCA MEAL team to ensure that all partners have MEAL systems in place and report regularly
- Work with DCA Local Engagement Functional Team (LEFT) to ensure that DCA partnership and local leadership principles are well reflected in the work
- Create good and equal management and coordination systems for any future DCA and local/national partner consortia.
Engagement & Communicate:
- Support the localisation officer to conduct thorough partnership assessments of current and new potential partners ensuring that they are in-line with DCA guidelines
- Support Programme members in identifying new partners and providing support in assessing their suitability and possible risk in engaging with the partner.
- Manage and maintain positive relations with DCA partners and other local and national actors
- Develop and maintain positive relations with sectors leads and NGOP, ensuring that local and national actors are included in coordination mechanisms
- Ensure regular roundtables with local and national NGOs to discuss the problems and barriers they face, support to create action plans to reduce/remove barriers
- Provide regular reports on DCA local and national partners to Head of Programme and Country Director.
Delivery Process:
- Ensure that partner mapping is carried out thoroughly and inclusively and kept up to date.
- Conduct analysis of capacity strengthening needs and gaps from the perspective of local organisation whilst ensuring an equal power dynamic between partner organisations and DCA and that capacity building is a two-way process
- Ensure internal partners and external local actors to be involved in coordination mechanisms through support to local actors and advocacy to duty bears in coordination mechanisms
- Support partners to develop country programme strategies
- Support partners to develop joint proposals and budgets with DCA
- Oversee development and implementation of annual capacity building and support timetable
- Any other tasks as assigned by line manager.
Professional skills and qualifications needed in the position
DCA is looking for an outgoing and dynamic individual who believes in the value of localisation and equal partnerships.
- Minimum three years Localisation/Partnership support work experience in Rohingya response and an understanding of the challenges that local and national NGO actors face as well as a firm commitment and belief in the principle of working with partners.
- Minimum two years management experience in relevant field
- Experience in grant management and project cycle management particularly in procedures and requirements.
- Experience in conducting risk assessments, partner assessments and due diligence processes.
- Very good relation management abilities. Ability to relate to people at all levels internally and externally.
- Excellent English report writing skills
- Good computer skills, especially Excel, Word, and Power point
- Proven track record of proposal and budget development and management
- Previous experience working on gender and women’s rights is preferred
- Prior work with female led CSOs is an advantage
- Excellent English, Bangla and Rohingya spoken language skills
- Excellent English written skills
