The DCA Bangladesh invites applications from qualified and competent Bangladeshi candidates for the position of Prevention Assistant for Rohingya Response Programme.

Overall purposes of the role:

With the supervision of the MEAL Coordinator and as a team member of DCA’s Bangladesh-MEAL team, the Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible for all planning monitoring, documentation, learning and research activities, both qualitative and quantitative, for programme and projects in Rohingya Refugee and host communities.

This position is crucial to the management and implementation of programmes by providing a strong evidence base and continual learning to improve monitoring of programmes, ensuring that lessons learnt are built into improved programme delivery.

S/he will work closely with DCA’s Programme teams to ensure that we are accountable for the work we do and deliver quality programmes appropriate to the needs of the people we aim to support.

The MEAL Officer will support programme design by developing MEAL frameworks and MEAL plans, tracking progress against programme-wide monitoring indicators, and collecting and drafting information relevant to improving the evidence base for the design of programmes.

Responsibilities:

Monitoring and Evaluation

  • Ensure that monitoring incorporates and consider aspects at output, process, context, and outcome levels for assigned projects and that appropriate data collection and reporting tools are developed and used.
  • Prepare survey questionnaire deploy in KOBO, lead data collection, analysis and prepare draft report and submit to MEAL Coordinator/Project Managers for finalization.
  • Synthesize and analyse M&E quantitative and qualitative data received monthly.
  • Conduct effective monitoring through planned and impromptu field visits and utilization of field monitors and report the findings.
  • Ensure a master beneficiary database is developed for each assigned project and is updated regularly.
  • With the close support from MEAL Coordinator, ensure a master indicator database is developed for all assigned projects and is updated regularly.
  • Prepare monthly MEAL plans and corresponding reports covering work completed for the period under review and ensuring that key performance indicators are captured.
  • Design, conduct and report on post distribution/ implementation/ monitoring/end to end verification surveys as required by projects.
  • Through consult with MEAL Coordinator determine research needs, develop ToRs, follow-up consultants and research teams; undertaking capacity building activities for staff and other stakeholders with a view to improve monitoring and documentation of programs.
  • Support the use of digital data collection through mobile phones/tablets.
  • Where required, provide training and coaching for partners’ staff in data collection and analysis.
  • With the close support of MEAL Coordinator, develop and strengthen planning, monitoring and evaluation procedures and systems.
  • Support MEAL Coordinator for design and roll-out of the MEAL strategy for the programme, including log frame design and budgeting for MEAL accordance with donor guidelines.
  • Support to assign programme teams in monitoring the quality of activities (using checklists, community feedback, and other monitoring tools).
  • Conduct field monitoring visits to monitor overall progress on achievement of results and provide suggestions/feedback to programme team based on findings

Reporting

  • Update the Monthly indicator progress tracker and monthly activity tracking sheet.
  • Update monthly report as per the requirement of donors (e.g ONA, 4Ws, 5Ws) and DCA internal reporting system.
  • Support Project Managers in preparation of donor reporting by providing information coming from monitoring findings and data collected from field staff in a timely manner.
  • Ensure that projects have a system to track information produced to help report to donors and the management.
  • Assist the team in developing a responsive, functional, and appropriate feed backing mechanism which can improve current project implementation and guide future programming.

Learning

  • Gathered learning through specific analysis, best practices, lessons learned, and reports.
  • Capture the challenges of the project and the way of overcoming in regular basis.
  • Assist program personnel in improving learning and sharing mechanisms in their projects.

Additional Tasks

  • Perform any other tasks as requested by the Line Manager.
  • Comply with DCA policies and practice with respect to PSEA, child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
    Professional skills and qualifications needed in the position
  • Bachelor’s Degree in Statistics, Social Sciences, Development Studies, Project Management, or another relevant field required. Master’s Degree preferred.
  • A minimum of 3 years of professional experience preferably with INGOs in monitoring, evaluation, accountability and learning e.g. log frame development, indicator tracking, donor reporting, PDM, Accountability report etc.
  • Experience in Open Data Kit (ODK) (Survey CTO/Kobo) and other relevant data collection software.
  • Strong skills in excel and other data management software.
  • Demonstrated ability in community mobilisation and community-level dialogue.
  • Proficiency in quantitative and qualitative analysis.
  • Strong interpersonal skills.
  • Self-motivation, creativity, and an ability to perform without close supervision.
  • Proficiency in spoken and written English is required.
  • Knowledge of Chittagonian is an advantage.
