Overall purposes of the role:

The HR Manager is responsible for all administrative and legal issues for the Programme ensuring that DCA is compliant with all statutory requirements. Develop and implement Human Resources strategies and initiatives aligned with DCA’s overall strategy. Ensure that all Human Resources related policies are in place, disseminated, fully implemented, and respected by all staff. Support the Country Director and Head of Support Services and all teams in Bangladesh to address any HR issues/ challenges that may arise from time to time.

Regardless of the content of this job description the employee is expected to participate in any task necessary for the organization always delegated by the manager.The HR Manager plays an active role in coordinating with the other sectors in the DCA Bangladesh Country Office, to ensure a joint, proportionate, and effective response.

Job Responsibilities:

  • Lead and ensure all staff are fully informed and comply with DCA’s HR, policies and Code of Conduct and support management’s efforts in handling any issues related with non-compliance.
  • Manage the hiring process for national and international staff in coordination with the Country Director, Head of Support Services and HQ as appropriate.
  • Track and respond to staff requests regarding benefits and compensation, insurance and any other HR related inquiries.
  • Contribute to the culture of excellence, continuous improvement and performance optimization in the mission.
  • Work closely with the Security & Access Manager and the Medical Coordinator to ensure workplace health and safety compliance for all staff.
  • Lead Management’s staff engagement efforts and ensure all teams are well resourced and motivated to minimize employee turnover and boost staff retention in the Programme.
  • Interfacing with HR in HQ insurance companies, pension plan providers and local administration/ tax offices, being aware of local labor laws to ensure DCA’s compliance with all statutory requirements.
  • Maintaining an effective working relationship with other members of the Programme.
  • Develop and continuously improve DCA’s country induction process, researching and developing capacity building plans for all national staff.
  • Ensuring all new staff complete all mandatory trainings and records of such are filed properly.
  • Work closely with national HR staff, Finance and Logistics Department to ensure all international and internal movements are properly managed and communicated (visas, flight tickets, per diem when necessary, dates of arrival/ departure etc.).
  • Maintain, update and ensure all staff records are filed properly and fully comply with DCA’s internal policy and GDPR.

Professional and technical competencies

  • Minimum 5 years of working experience in Human Resources department in Managerial position.
  • Bachelor’s Degree in relevant subject is required and master’s degree is preferred, or extensive experience in a similar position Any professional HR certification in Bangladesh will be added value.
  • Proven staff management and team building skills.
  • Self-motivated with a positive and professional approach to management.
  • Fluent in written and spoken English and report writing skills.
  • Working knowledge of Bangladesh Labour Act (BLA)
  • Proven sense of professional discretion, integrity, and ability to manage complex HR situations diplomatically and to effective resolution.
  • Excellent management, interpersonal and negotiation skills, and a demonstrated ability to promote harmonious/cohesive teamwork, in a cross-cultural context.
