Background of CWFD

Concerned Women for Family Development (CWFD) originally named Concerned Women for Family Planning (CWFP) is a non-profit, voluntary organization run by the women of Bangladesh for the women of Bangladesh. The organization started its voluntary activities in 1974, registered with the Directorate of Social Welfare in 1975, and a formal small-scale family planning service delivery program started in January 1976. It was registered with NGO Affairs Bureau in 1981.

CWFD is a woman-led organization with the membership of 21 women from different strata of life. The organizational policy is set and major decisions are made by the Governing Body (GB) elected every two years from among the general members. The Executive Director appointed by the GB manages all the projects and organizational activities through managers of different projects and their staff.

The project activities started with only 5 female staff to cover an area of Dhaka City with 50,000 people. Family planning information was disseminated through face-to-face communication, woman to woman approach, and non-clinical services were provided at the doorstep.

Initially, CWFP had a single-focus program of family planning. Over time, the organization realized that mere improvement of health status through family planning would not sustain a significant change in women’s life in Bangladesh. Accordingly, CWFD expanded the project activities to cover a larger population in Dhaka and other areas of Bangladesh and initiated new programs for women, men, children, and adolescents encompassing primary health care, life skill development, creating economic opportunity, and empowering women against social injustice, nutrition education, health product marketing, investigate the issues of the large adolescent population, arrange family life education, gender training, and knowledge on sexual reproductive health and rights (SRHR), water  sanitation. Perspective and Purpose

  • CWFD has been supporting people of Rohingya communities especially adolescents and youths on different issues like SRHR, menstrual hygiene management, mental health, overcoming the traumatic situation, etc. A group of CWFD’s Alapon Helpline Counsellors provides this support for all days except Govt. vacation days. Difference between Bengali and Rohingya languages and pronunciation styles, it’s felt difficult to provide proper counseling support to the Rohingya target groups. CWFD, in this regard, is intended to hire a consultant/firm for the following purposes:
  • Enhance Rohingya language and pronunciation understanding skills of counselors;
  • Enhance conversation skills of counselors with the Rohingya community.
  • Resulting in improved services by counselors to the Rohingya community.

Scope of work

Major Tasks:

The selected consultant/firm will perform the following activities (not limited to but will not be varied widely):

  • Discussion and communication with the Head of Adolescent & Youth, Psychosocial Manager regarding the training (Requirements, methodology, schedule, feedback, etc.)
  • Submit inception report with a training plan not limited to but including methodology and schedule.
  • Develop a training manual.
  • Facilitate Rohingya language basic training for five days in September 2022 and refreshers training in October 2022.
  • Enhance the understanding and conversion skills of counselors in the Rohingya dialect.
  • Pre & Post-Test to evaluate performance.
  • Submit two training completion reports (for basic and refreshers).

Deliverables

  • Accomplishing one basic training and one refreshers training.
  • Two training completion reports (for basic and refreshers).

Duration of the Assignment

This consultancy period will be for five days (Tentative dates are 11-15.09.2022) for the basic training and three days for the refreshers training (Tentative dates are 11-13.10.22).

Location and Arrangements

  • Both of those residential training will be organized in Cox’s Bazar.
  • Number of trainees will be 08 Bangladeshi Counsellors (Native language-Bengali and the other language skill is English).

Communications

The consultant will keep regular communication with the Head of Adolescent and Youth Programme, Psychosocial Manager, Admin Manager, Finance Manager of CWFD, and assigned representatives of UNFPA.

Supervisory Arrangements

The Consultant will work under the supervision of the Head of the A&Y Programme, CWFD. National consultant-A&Y and other relevant colleagues of the A&Y unit. UNFPA will provide technical guidance as and when required.

Work Modality

The consultant will work in person for the whole period of training. However, discussions, preparing training plans/schedules/materials, etc. can be done in person or remotely. S/He will have to arrange his/her own laptop for working and a good internet connection and mobile for communication.

Travel

The consultant will not be paid for any TA/DA/DSA/Per diem for any field travel. S/he will be expected to make travel arrangements to collect required documents (if any), conduct meetings, undertake detailed discussions, and arrive at the training venue.

Required expertise, qualifications, and competencies, including language requirements

Educational Qualification:

  • At least Bachelor's degree in arts, communication, gender studies, social science, or any other relevant discipline.

Knowledge, Skills, and Experience:

  • Have clear understanding, knowledge, and conversational skills in Bengali, English, Chittagonian, and Rohingya languages.
  • Experience as a language trainer having mastery of the Rohingya Language and Chittagonian dialects.
  • Experience in working for development organizations e.g., NGOs, and UN Agencies is an asset.
  • High creativity, innovativeness, facilitating skills, and ability to keep participants attentive and participating.

  • Demonstrates openness to change and ability to manage complexities.
  • Knowledge of adolescent and youth issues relevant to sexual and reproductive health and rights, gender, and gender-based violence.

Logistics and other supports

  • The consultant/firm will be responsible for arranging his/her own computer and other working aid/equipment. S/he will be working remotely the whole consultation period and therefore should have good access to the internet and modern communication methods.
  • CWFD will provide relevant documents and information (if any).
  • CWFD will arrange a venue with a projector and screen, snacks, lunch, and training materials (Note books, pen, markers, white papers, poster papers, VIPP card, drinking water, etc.).

Evaluation Method and Criteria

The award of the contract will be made to the individual consultant upon analysis/evaluation of proposals and determined based on the followings.

  • Candidates obtaining a minimum 70% mark out of 70 in technical evaluation and based on the following criteria will be considered eligible for financial evaluation. The financial proposal will carry 30 points.

Criteria-01:  Educational Qualification
                          - Max Point 10
Criteria-02:  Professional experience in conducting/facilitating training. Experience in such works for NGO / INGO / UN Agencies etc. is highly appreciable.
                          - Max Point 20
Criteria-03:  Methodology, quality control, work plan, creativity/innovativeness, team formation, familiarity with development programs/issues as well as ability to communicate with dignity and sensitivity with vulnerable                      populations
                          - Max Point 20
Criteria-04:  Fluency in English (written and spoken), Bengali and strong knowledge of Rohingya language, pronunciation, and conversation (Consultant or team members/firm)
                          - Max Point 20.

NB: Financial proposal can be negotiated with the consultants qualified for technical proposal to fit within the budget if cross the budget limit.

Technical and Financial Proposal

Interested candidates/firms will submit the following documents/information to demonstrate their qualifications and suitability to perform the assignment:

  • Updated CV indicating all experience for similar assignments, as well as the contact details (home/office address, email and telephone / mobile number) of the candidate and key team members.
  • CV of Lead Consultant and key team members should include at least two (2) professional references.
  • Technical proposal: Maximum four pages on the assigned task including the understanding of the TOR, specifying the methodology and schedule to conduct the assignment, quality control, tentative work plan, candidate’s qualifications and relevant experiences of similar works, existing facilities to perform the assignment, capacity and experience of using relevant software/tools, etc.
  • Financial proposal: The financial proposal shall specify each section / relevant costs including the professional fees of the consultant for this assignment.
  • Copy of a recent contract to be submitted as evidence of daily fees offered to the candidate for a similar assignment by another agency (preferably by any Development organizations)
  • Evidence of previous training works also should be attached with the technical and financial proposal.
  • Methodology of the technical proposal and budget of the financial proposal must be mentioned separately for two different slots (for basic and refreshers).

Payment Modalities

  • No additional payment other than contracted will be provided.
  • The payment milestones for every slot is as follows:
  • 30% after submission of the inception report.
  • 30% will be paid after completion of the training and submission of the report for basic training and the rest 40% will be paid after completion of the refreshers training.
  • Payment will be made through AC Payee Cheque only.
  • Tax and VAT will be deducted at source as per Government rules and regulations.

Cancellation/ Termination of the Assignment

  • The agreement will be furnished for two slots at once. The consultant will not be allowed to cancel this assignment after signing and must complete at least the 1st phase. However, s/he can cancel the agreement with prior notice of one month for the 2nd phase.
  • CWFD preserves the right to cancel the agreement anytime for any or both slots in case of any breaches of the organization’s or UNFPA’s policies, poor quality of deliveries, or for other issues/reasons.

Other relevant information or special conditions, if any

  • Any changes in the ToR or the work plan, if required, will be subject to consultation between CWFD and the individual consultants.
  • Consultant will give updates each week during the assignment or whenever needed by CWFD.
  • Should be edited for any number until finalization though we expect three revisions will be enough to finalize. And so professional quality touch is expected from the very beginning.

Note: The consultant who does not meet the above-mentioned eligibility criteria shall not be considered for further evaluation. Necessary documents must be submitted to substantiate the above eligibility criteria. However, the organization reserves the right to accept or reject any proposal or cancel this RFP / TOR.

Interested consultants are requested to submit technical and financial proposals in separate files. Only short-listed consultants will be called for an interview. However, the organization reserves the right to accept or reject any proposal.
