Hiring a Consultant to conduct 23 batches training to NNPC and Child Marriage Prevention Committee at Upazila and District level

Background of CWFD:

Concerned Women for Family Development (CWFD), is a non-political, non-profit, voluntary national level organization run by women of Bangladesh for the women of Bangladesh having its own office at House # 16 & 18, Road # 1, Block # E, Bonosree, Rampura, Dhaka 1219.

Initially, CWFD had a single focus program of family planning. Over the time, the organization realized that mere improvement of health status through family planning would not sustain a significant change in women’s life in Bangladesh. Accordingly, CWFD expanded its project activities to cover larger population in Dhaka and other areas of Bangladesh and initiated new programs for women, men, children and adolescents encompassing primary health care, life skill development, creating economic opportunity and empower women.

Project Overview:

Concerned Women for Family Development (CWFD) is implementing a project titled “Global Programme to End Child Marriage (GPECM)”technical and financial supported by UNFPA in Bangladesh to ensure adolescent’s childhood free from the risk of marriage; experience healthier, safer and more empowered life transitions while in control of their own destinies, including making choices about their education, sexuality, relationships, marriage, and childbearing.

Project Location and target

This is three years duration project will be implementing in two metropolitan cities Dhaka and Chattagram and three districts named Bogura, Jamalpur and Patuakhali. The project officially started from 1st January 2021 and will end 31st December 2023.

  • Primary target of this project is 10-19 years adolescents’ girls irrespective of their marital, social and religion status.
  • Boys, men of respective girl’s family
  • Families (extended family members), communities, traditional and religious leaders, and other influencers of the respective community

Project implementing strategy

  • Create and expand opportunities for the empowerment of adolescent girls 
  • Promote a supportive and gender equal environment
  • Strengthen governance to prevent child marriage
  • Enhance sustainability and impact of child marriage programmes
  • Build partnerships to leverage additional resources and co-investments on preventing and responding to child marriage in GP areas

Background and brief of the activity

Developing training session plan as well as conducting training on the session for District and Upazila level Committees of NNPC and Child Marriage Prevention Committee on Child Marriage Restraint Act (CMRA), Rules of CMRA and NAPECM implementation.

The consultant is expected to develop 1day training session on CMRA, Rules and NAPECM implementation for District and Upazila level committee members as well as their roles and responsibilities. Geographical situation, committee member’s capacity and need also to be analysed by the consultant to ensure the effectiveness of the training. The consultant is also expected to share the draft training session with CWFD. 

Scope of work:

Specific Activity:

  • Develop training module and session plan for District and Upazila level committees of NNPC and Child Marriage Prevention Committee on Child Marriage Restraint Act (CMRA), Rules of CMRA-17 and National Action Plan on Early and Child Marriage (NAPECM) implementation.
  • Provide 1 day training to committee members. A total no. of 23 batches committee members (consists of 25 persons for each batch) will receive training on the developed training module.

Location:

Total 20 Upazila & 3 Districts
Jamalpur:  5 Upazila (Jamalpur Sadar, Melanda, Shorishabari, Mothergonj and Bokshigonj)
Bogura: All 12 Upazila
Patuakhali : 3 Upazila (Golachipa, Dumki and Kolapara)
Districts: Jamalpur, Bogura and Patuakhali

Outputs:

  • Finalize comprehensive 1 day training module for each group on CMRA-17, CMRA rules and NAPECM implementation for District and Upazila level committee members of NNPC and Child Marriage Prevention Committee (CMPC).
  • Provide 1 day training to 23 batches committee members on the developed training module.

Outcome:

  • A total no. of 575 committee members from NNPC and CMPC will be trained and equipped with knowledge on CMRA-17, rules of CMRA-17 and NAPECM.
  • They will enhance their skills and capacity along with their roles and responsibilities to end/prevent/stop early and child marriage at their respective jurisdictions.
  • A final report of the training containing recommendations.

Duration and working schedule:

The Consultant will be recruited for a total of sixty three (63) working days. The table below provides the detailed schedule of the work:

Required expertise, qualifications and competencies, including language requirements:

  • Post-graduate degree in Development Studies, Education, Gender, Sociology/Anthropology, and/or a related Social Sciences subject;
  • At least 7 years relevant experience in the development sector with specific experience in providing training.
  • Familiarity with standards and requirements of the UN will be an asset;
  • Good organizational skills, including time management and ability to meet deadlines;
  • Fluency in written and spoken English;

Some documents on the evidence of training and training report should be submitted with the application ( Soft Copies).

Inputs / services to be provided by CWFD (e.g support services, office space, equipment), if applicable:

  • Consultant will be responsible for arranging his/her own computer and other working aid/equipment. 
  • CWFD will not provide any transport/vehicle support to the consultant for his/her traveling purpose to inside or outside Dhaka.
  • CWFD will not provide any accommodation support but will assist to find out a suitable accommodation for her/himself at working areas through district team members.

  1. Any changes in the ToR or the work plan, if required, will be subject to consultation between CWFD and the individual consultant.
  2. Draft soft copy of the training module will be shared by the consultant with CWFD management for further review before finalize it.
  3. No additional payment will be provided other than what is contracted.
  4. District team members of relevant district will organize the training i.e. venue booking, training materials and ensure food for the participants, inform/invite training participants for training etc.
  5. Consultant responsibilities are proving training to the committee members and reporting   
  6. The payment procedures are as follows:
    • 20% payment will be made after  signing the agreement   
    • 60% Payment will be made after completion of all 23 batches training   
    • Rest 20% payment will be made after providing the final report
    • All payment will be made through AC Payee Cheque and Tax and VAT will be deducted as per Government rules and regulation

Proposal submission:

Interested consultants are requested to submit technical proposal and proposed budget which should contain work plan and Consultant profile. The proposal should be sent soft copies to the Executive Director, Concerned Women for Family Development (CWFD), House No. 16 & 18, Road – 1, Block – E, Banasree, Rampura, Dhaka by May 18, 2021 (end of business hour) through following email and probable interview date will be 25 May, 2021.
