Hiring a Consultant to develop a Strategic Plan for Concerned Women for Family Development (CWFD) for the period of 2020-2024.

Background of CWFD:

Concerned Women for Family Development (CWFD) originally named as Concerned Women for Family Planning (CWFP) is a non-profit, voluntary organization run by the women of Bangladesh for the women of Bangladesh. The organization started its voluntary activities in 1974, registered with Directorate of Social Welfare in 1975 with community based family planning service delivery program started in January 1976. It was registered with NGO Affairs Bureau in the year 1981.   

CWFD is women led organization with the membership of 21 women from different strata of life. Organizational policy is set and major decisions are made by Governing Body (GB) elected every two years from among the general members. Executive Director, appointed by the GB manages all the projects and organizational activities through managers of different projects and their staff.

The project activities started with only 5 female staff to cover an area of Dhaka City with 50,000 people. Family planning information was disseminated through face to face communication, woman to woman approach and non-clinical services were provided at the door step.

Initially, CWFP had a single focus program of family planning. Over the time, the organization realized that mere improvement of health status through family planning would not sustain a significant change in women’s life in Bangladesh. Accordingly, CWFD expanded the project activities to cover larger population in Dhaka and other areas of Bangladesh and initiated new programs for women, men, children and adolescents encompassing primary health care, life skill development, creating economic opportunity and empower women against social  injustice, nutrition education, health product marketing, investigate the issues of the large adolescent population, arrange family life education, gender training and knowledge on sexual reproductive health and rights (SRHR), water & sanitation.

Purpose of consultancy:

The purpose of this consultancy is to develop a strategic plan for CWFD for the period of 2020 to 2024. The consultant will have to work closely with CWFD’s Executive Director, senior management and Governing Body Members for developing strategic plan through conducting strategic planning workshop by incorporating advice of the Executive Director of CWFD and expertise of UNFPA Bangladesh.

Scope of work:

Under the overall guidance of the Executive Director of CWFD.

Therefore, this consultancy has several distinct but interrelated components which are as follows: 

  • Strategic Plan Conception Workshop: A one day consultation workshop will be held with different stakeholders including GB members, Executive Director, Directors, senior managers and beneficiaries.
  • Strategic Plan Development Workshop: It will be 3 days residential workshop to conduct and draft the strategic plan. Participants from Governing Body, senior and mid-level management and field staff will be in the workshop. Members from development partners will also be present.
  • Finalization of the Strategic Plan: Prepare final draft of the plan and share with relevant stakeholders for their comments and feedback. Upon receiving comments and feedback the consultant will finalize the strategic plan.
  • Dissemination of the Final Strategic Plan: A dissemination seminar will be organized with different stakeholders including government and local government representatives, beneficiaries, development partners, partner NGOs and beneficiaries.

Outputs:

  • Conducting strategic planning inception workshop.
  • Conducting residential strategic planning workshop.
  • Finalise the strategic plan for CWFD for 2020-2024.
  • Conducting dissemination seminar on strategic plan.
  • Brief report detailing the process that was followed in conducting the workshop and final strategic plan.

Duration and working schedule:

The Consultant will be recruited for a total of twenty one (21) working days. The table below provides the detailed schedule of the work:

Place of workshop and food accommodation and transportation for the residential workshop

3 days residential Strategic planning development workshop will be held outside of Dhaka. Food and accommodation for the consultant will be arranged in the training venue by CWFD.
Consultant will arrange transportation for traveling to the training venue and getting back from the venue. CWFD will reimburse transportation cost for the consultant as per entitlement of the Directors of CWFD. The transportation bill should be submitted with the final report.

Supervisory arrangements:

The Consultant will work under the overall guidance of the Executive Director of CWFD and Technical support from respective officials of UNFPA Bangladesh.

Expected travel:

The consultant will not be paid for any travel within Dhaka nor will any pick up or drop facility be provided for any travel in Dhaka.  S/he will be expected to make arrangements for travel to collect the require document(s), conduct meetings and/or undertake detailed discussions. 

Required expertise, qualifications and competencies, including language requirements:

  • Post-graduate degree in Development Studies/ Gender/ Sociology/Anthropology, Public Health and/or a related Social Sciences subject.
  • Minimum of 5-10 years of experience on organizing and conducting strategic planning workshop.
  • Proven excellent communication and facilitation skills, including in multi-cultural settings.
  • Highly motivated and committed to the values of transparency and integrity.
  • Familiarity with supporting humanitarian programmes and interventions will be a plus point.
  • Fluency in written and spoken Bangla and English.

 

Some documents on the evidence of facilitating workshops on strategic planning should be submitted with the application (Hard Copies or Soft Copies).

Inputs / services to be provided by CWFD (e.g support services, office space, equipment), if applicable:

The consultant will be responsible for arranging his/her own computer and other working aid/equipment.   

Other relevant information or special conditions, if any:

  1. Any changes in the ToR or the work plan, if required, will be subject to consultation between CWFD and the individual consultant.
  2. If CWFD provides any organizational documents/reports/books or any part for developing the Strategic Plan, cannot be sold, used, or reproduced in any manner without the prior written approval of CWFD.
  3. All soft copies of the presentations for the training will be provided to CWFD.
  4. CWFD will make necessary photocopy of the materials and hand outs for the training.
  5. No additional payment will be provided other than what is contracted.
  6. The payment procedures are as follows:
  • 20% upon the delivery of the workshop schedule  
  • 30% upon Conducting Strategic planning development conception workshop, Conducting Strategic planning development workshop subsequent to its evaluation, by the CWFD
  • 50% upon preparing draft plan for Strategic planning  in English, Finalise the Strategic Plan, Conducting dissemination seminar and Final report approved by the CWFD
  • Payment will be made through AC Payee Cheque
  • Tax and VAT will be deducted as per Government rules and regulation

Proposal submission:

Interested consultants are requested to submit their technical proposal and proposed budget which should contain training contents, training methodology, work plan and Consultant profile.
