“Developing Video Documentary on Livelihoods of Returnee Women Migrants”

Overall objectives of assignment
The overall objective of this ToR is to Develop Video Documentary on the livelihoods of returnee migrant women under Empowerment of Returnee Women Migrants through Women’s Voice and Leadership (WVL) – Bangladesh Project and producing a series of video clips in addition to a full documentary to highlight returnee women migrants’ success stories as change makers in their families and communities.
Justification
The video clips and documentary will be used as virtual communication material to maximize the success and visibility of Women Empowerment through Empowerment of Returnee Women Migrants (ERWM) Programme.
Technical and Financial Proposal submission date
The Technical and Financial Proposals should be sent in PDF format through email by 10 February 2024 within 5:00 pm.

Organization Background:

The Centre for Women and Children Studies (CWCS) is a research-based organization working on women and children issues for advocacy with policy planners since its inception in April 1994. It is one of the pioneering organizations in the country and has conducted more than 20 research studies and also implemented about 33 projects on various issues related to women and children. The vision of the Centre is the inclusion of women and children in policy agenda to ensure equality in socio-economic, legal and political spheres leading to distributive justice. The mission is to develop pro-women and child-friendly policy and strategies in Bangladesh and act as an advocacy group to lobby with the policy planners and decision makers for its implementation in a meaningful way.
 
Program Background:

The program entitled “Empowerment of Returnee Women Migrants (ERWM)” being implemented by CWCS is focusing to enhance empowerment of returnee women migrants in Keraniganj and Nawabganj upazilas of Dhaka district. It also works with the potential women migrants through awareness raising on safe migration pathways by going door-to-door with leaflets, posters and stickers.

Major goals of the Programme are:

  • Empowering returnee women migrants by group formation, leadership training, psychosocial counselling and income generating activities.
  • Door-to-door awareness campaign on safe migration and awareness raising for potential women migrants.
  • Motivation and knowledge sharing on safe migration with Union Parishad Chairmen and Members.
  • Forming an Alliance for Women Migrant Voices (AWMV) with all women right’s organizations on women migration issues.
  • Formulating of a Policy brief on returnee women migrant’s situation and way forward.

Scope of Work:

The consultant firm/ any organization working on Video production will work in close coordination with the program team of CWCS and is expected to undertake the following tasks:

  • Review program documents, program outputs, CWCS’s profile and visit to the working areas of this program;
  • Prepare and submit an inception report with detail methodology;
  • Develop script and share with CWCS team, incorporate comments and finalize the script based on comments and feedbacks;
  • Video shooting and editing;
  • Incorporate background music;
  • Develop and share draft video clips and full documentary with CWCS team;
  • Prepare final video clips and documentary in Bangla with narrative, translation and subtitle in English.
  • Competent women to be selected for voice over to be finalised by CWCS team;
  • Location will be in project areas of Keraniganj and Nawabganj upazilas of Dhaka district;
  • Submission of the video clips and full documentary in Web MPEG-4 and DVD format. Mpeg-4 format should include different quality versions i.e. HD, FHD, 4k, 8k, 10k etc.
Length of documentary Final video documentary will be 15-20 minutes and 4 video clips of 1-2 mins
Language & Subtitles The language of documentary will be in Bangla with English subtitles
Target audience
The primary target audience are policy planners, civil society organizations, partners and donors

Key deliverables:

  • Inception report within one week with detail methodology, content, travel plan etc.
  • Submission of final Bangla script with English subtitles
  • Submission of draft video clips and full documentary
  • Submission of final video clips and full documentary in user-friendly formats which can be used by grassroots level organizations and community people (Web and mobile version, etc. in CD)
  • Submission of all raw materials (master copy) collected during the video filming which can be used for future production initiated by CWCS.

Start date: 15 February 2024
End date: 15 March 2024

Remuneration of the assignment/organization/firm

CWCS will pay remuneration to the consultant firm/ any organization working on Video production to timely and satisfactory completion of the contracted work through following instalments. All payments will be made through account payee cheques. VAT and Tax will be deducted from the payment as per government circular. Given below the payment of the installments and deliverables:

Financial proposal

All costs should be quoted in BDT. The budget should be broken down in details as per convenient format. It should be submitted separately. Financial proposal will be opened when the technical proposal is finally selected.

General Terms and Conditions:

Either party can terminate this agreement with a written notice within 15 (fifteen) days from the date of signing this agreement. CWCS reserves the right to unilaterally terminate the contract if:

  • The consultant firm/ any organization working on Video production cannot fulfill any clause in the Terms of Reference (ToR).
  • The consultant firm/ any organization working on Video production cannot submit the video clips and documentary within the specified time.
  • Any document, information or data entrusted to or produced by the consultant firm/ any organization working on Video production in connection with this assignment shall be strictly confidential and cannot be used by the consultant firm for any other purpose without the written consent of CWCS and MJF authority. This provision shall remain valid even after the completion of this assignment.
  • In the event of a major natural disaster or major civil or political unrest, this agreement may be renegotiated and jointly revised between the two parties recognizing any consequent change in the implementation.

Copyright and Ownership of Assignment:

CWCS reserves the copyright of all information, findings and the final documents produced through this process.

General Clause:

  • All documents prepared during the assignment will be treated as CWCS property.
  • Assignment should not be sub-contracted to anyone.
  • If any additional time is required to complete the contract, over and above the previously agreed to, without changing deliverable and technical specification, then it has to be agreed by CWCS before 10 days ending of Consultancy period. Request for Extension should be submitted with proper justification.
  • If required any change by CWCS, it should be rationalized in written with required cost or time, or any part of the work under the contract, equitable adjustment in the contract price, delivery schedule, or both will be amended in writing.
  • The consultant team/ any organization working on Video production will be responsible for all costs including taxes, subsistence, transport and accommodation.
  • Submissions which do not meet all the basic requirements will not be reviewed.

Penalty Clause:

  • If the agreed deadline and /or deliverables are not adhered to by the consultant firm, financial penalties will be imposed upon the consultant team/ any organization working on Video production in terms of payment. This is specified as follows:
  • In case of delayed submission of the deliverables up to one-month delay, 30% of the contract amount will be deducted.
  • Delay of more than one month, will result in the cancelation of the contract and forfeit of the remaining 50% of the contract value.
  • Confidentiality of all aspects of the assignment should be assured by the consultant team/ any organization working on Video production at all times.  

Disclaimer:

CWCS reserves the right to accept or reject any or all proposals/application without assigning any reason whatsoever.

Discloser of information:

It is understood and agreed that the consultant firm/ any organization working on Video production shall, during and after the effective period of the contract, treat as confidential and not disclose, unless authorized in writing by CWCS, any information obtained in the assignment of the performance of the contract. Information will be made available for the consultant firm on a need-to-know basis.

Safeguarding / Protection Policy:
The consultant firm/ any organization working on Video production shall comply with the MJF’s Policy on Safeguarding and Child Protection Policy. Any violation/ deviation in complying with MJF’s Policy on Children Protection and Vulnerable Adults will not only result in termination of the agreement but also MJF will initiate appropriate action in order to make good the damages/ losses caused due to noncompliance of MJF’s Safeguarding Policy.
