Job Context

Center for Rural Service Society (CRSS)is a Non-Governmental Organization based in Barishal, Bangladesh.  It deals with a Child-focused Community Development Project named ‘PROCHESTA’- (A project for empowering disadvantaged women and protecting children through community action) throughout Bhola Sadar Upazila (Sub-district) under the Bhola District in financial support of Kindernothilfe-Germany (KNH-Germany). This organization aims to ensure facilitation support and providing services to the children and women who come from a poor and underprivileged background that they are well protected with availing ample opportunity for their survival, growth, and development. The post “Project Officer” is the most vital and potential post of this project. CRSS is going to hire 2 Project Officers under this project immediately. 

Job Responsibilities

Project Officer is the most important post of CRSS-PROCHESTA with great importance related to the implementation and monitoring part of the project. S/he will have to work 6 days a week throughout the aforesaid 4 working Unions of the project. S/he will work under the direct guidance and control of the Project Manager.  The Project officer shall be posted at the Upazila level and he/she shall reside in the same area for smooth implementation of the project through performing his/her duties:

  • Develop a five years plan for the total activities following the project proposal in consultation with the Project Manager aiming at the accomplishment of the total activities within the tenure of the project as per the Project activities plan and schedule.
  • Extend help to the Project Manager to obtain necessary permission/consent from the Local Government authority and develop MOU with the local authority concerned, if needed.
  • Develop a clear annual project implementation plan and strategies (align to the strategies mentioned in the project) in consultation with the Project Manager to implement all the activities of the project making a clear plan including the nature of activities, date, how those will be implemented and what sort of support will be required in terms of supply, money and other facilities.
  • Prepare a monthly action plan and monthly report in consultation with the concerned Community Facilitator(s), Child Protection Officer, and Project Manager. The monthly plan should be consistent with the annual project plan and gnat chart
  • Ensure field level effective management and implementation of the activities like New Self Help Group (SHG) formation, and its operation, CLA formation, Establishment of Federation following the guidelines, organizing training, activities of advocacy and lobbying, setting up Child-Friendly Spaces with targeted children and its continuous operation, etc.
  • Ensure backup support continuously for the Community Facilitators, Community Volunteers, and SHG leaders to improve their level of facilitation capacity and performance.
  • Provide support to the Community Facilitators, Cluster Level Association (CLA), establish Federation and keep those federations operative following the guidelines as described in the Manual.
  • Keep on supervising and monitoring the project activities visiting the field including SHGs and keep the Project Manager well informed about the effectiveness and challenges with suggestions on resolving the challenges and quality improvement of project implementation tasks.
  • Act as an official representative of the CRSS-PROCHESTA project to the stakeholders at the field level and try to upkeep the values of the project/organization in all spheres of project/intervention.
  • Submit project activities quantitative and qualitative reports monthly, quarterly, and annually. The report should be annexed with an issue-based case study and photograph.

Educational Requirements

  • University degree in Sociology, Psychology, Statistics, Management, Social Studies.

 Experience Requirements

  • 4-5 Years

  • Fluency in English (speaking/reading/writing) and any further local languages which may be needed.
  • Use computer using Microsoft Word, Microsoft Excel, Microsoft Powerpoint operating system for documentation, reporting, and presentation. 
  • High conviction and understanding of the importance of child protection.
  • Demonstrated ability to manage, motivate, mentor, and direct staff while creating a positive team environment.
  • Pay field and local government office visit regularly driving motorcycle by own.
  • Android phone to be used for communication and photography on project-related activities.
  • Commitment to the values, missions, aims, and policies of CRSS-KNH
  • Driving Motorcycle with Valid License
  • Willing to stay in the field office area.
