This amendment serves to solicit concept papers for the second round of APS funding. Counterpart is no longer accepting concepts under the first window for Issue Area 1: Environmental Pollution.

Issue Area 2: Unplanned Urbanization

The deadline for submitting a concept paper under Issue Area 2 is: January 31, 2021.

Under Issue Area 2, CPI/PAR intends to award funds to a consortium of organizations seeking to address
unplanned urbanization issues in their community
through advocacy interventions.

Bangladesh is densely populated, which has compounded as people migrate into urban centers such as Dhaka, to look for employment in various industries, including garment production, bricks, medical supplies, and plastics. However, this influx of people has led to uneven or no development in city centers to manage the increased demand on services, known as unplanned urbanization. Unplanned urbanization includes not just the development of unplanned land, but the includes unplanned housing, services, environmental management, and transportation. Unplanned urbanization in Bangladesh often results from a lack of coordination between local and national level government authorities, a lack of proper urban planning policies, and a lack of accountability on behalf of the government for the issues stemming from the urbanization. The negative effects of this urbanization lead to poor service provision, increased pollution, burdens on the health care system, and a whole host of social inequities. Without proper infrastructure, the health of Bangladeshi urban areas are at risk, impacting citizens’ mental and physical health. Therefore, it is critical for civil society to consider issues at the local, regional, and national level by linking actors on multiple levels for effective advocacy efforts to enact policy reform.

CPI/PAR seeks concept papers that seek to address unplanned urbanization in Khulna, Barisal, Rajshahi, and/or Dhaka. Applicants are encouraged to address only one district but may propose to collaborate with efforts underway in other districts that are facing similar issues and may culminate in a national level intervention as appropriate. Emphasis will be placed on applicants that incorporate the following parameters in their concept papers:

  • Proposed Consortiums that are able to address local level issues, policies and practices but also able to address national-level policy or legislative-level interventions;
  • Consortiums include at least two NGOs that represent marginalized populations; and
  • Propose creative methods for networking and building strong multi-stakeholder issue-based alliances.

A. Estimated Funding Level

Under this APS, each grant will be estimated at approximately $ 298,333 for a period of up to twenty-four (24) months. CPI/PAR may choose to fully fund or incrementally fund the selected application(s). CPI/PAR expects to award one (1) agreement per organization in the consortium under each proposal. The number of awards and amount of available funding is subject to change.

B. Anticipated Start Date of this Award and Performance Period

CPI/PAR anticipates the start date upon award of December 15, 2020 with a performance period of up to twenty-four (24) months for the first award issued under this APS.

Under this APS, the Issue Area 1 grant(s) will be estimated at approximately $ 298,333 for a period of up to twenty-four (24) months. The Issue Area 2 grant(s) will be estimated at approximately $200,000 for a period of up to twenty-four (24) months. CPI/PAR may choose to fully fund or incrementally fund the selected application(s). CPI/PAR expects to award one (1) agreement per organization in the consortium under each proposal. The number of awards and amount of available funding is subject to change.

C. Anticipated Start Date of this Award and Performance Period

CPI/PAR anticipates the start date upon award of the award within 3 months of Concept Note submission to CPI/PAR, with a performance period of up to twenty-four (24) months for the first award issued under this APS.

Under Section IV – Application and Submission Information, replace the entirety of clause “ 3- Supporting Information with:

Page 1: Budget presentation: Proposed total estimated cost; Brief cost breakdown by category (e.g., salaries, travel, etc.); proposed optional amount of the applicant’s financial as well as in-kind participation if applicable; proposed amount of prospective or existing partner(s) financial as well as in-kind participation if applicable; proposed duration of the activity; and
Page 2: Capacity statement: brief description of applicant’s, as well as all prospective or existing partner(s’) previous work or experience which is relevant to their expected role on the project.

CPI/PAR will contact selected applicants to request a full proposal based on the information provided in the concept paper.

All other areas of the Annual Program Statement issued 09/28/2020 shall remain the same.
