Terms of Reference (ToR) for “Capacity Building and Incubation on Green, Resilient and Inclusive Development” for sustainability of SONGO project

As of 1 January 2021, ICCO and Cordaid have joined forces on Equitable access to humanitarian assistance, Sustainable livelihoods, Equitable access to quality health care, education and justice including peace. Cordaid (former ICCO Cooperation) is an internationally operating value-based emergency relief and development organization, working in and on fragility. We stand with those who are hit hardest by poverty and conflict. We support them in their struggle to move beyond survival and to fully participate in equitable and resilient societies.

Cordaid is playing the lead role to implement EU funded “Sustained Opportunities for Nutrition Governance (SONGO) project” to improve maternal and child nutrition in Kurigram and Gaibandha districts. The SONGO project is 5 years duration with 4 inter-linked outcomes; (1) establishing upazila nutrition governance, (2) improving maternal and child health, nutrition practices (3) improving WASH practices (4) enhancing availability and access to safe and nutritious food.

Background:

Green Resilient and Inclusive Development has become a prime driving force towards sustainable development across the world. The economy of Bangladesh is now on a pick which has been moving towards nearly hitting the target for becoming a middle-income economy and for attaining so, the development of business sectors is unavoidable. The booming business sectors have been resulting in a massive depletion of natural resources, greenhouse gas erosion, and toxic waste disposal, which further can cause uncontrolled degradation of air, soil, and water.

The priority area “Green Resilient and Inclusive Development” reflects a transformative approach to the existing economic model, through a stronger focus on the environmental sustainability, promote circular economic, green entrepreneurship development and climate change considerations. It mainly targets the SMEs and overall environmental footprint, with the aim to reduce greenhouse gas emissions, promote circular economic, create green jobs, green entrepreneurship development and reduce the environmental impact in the SMEs business throughout the sustainable production and consumption patterns in Bangladesh, by encouraging public and private initiatives.

To achieve this, green enterprise development and promotion are necessary across the SME value chains to reduce environmental impact, promote the circular economic, green jobs, green entrepreneurship development and expansion the market.

PURPOSE OF THE CONSULTANCY

Cordaid SONGO project has been actively working with the different private sectors, startups and the growing enterprises in the project locations for long term sustainability of the interventions, developing the inclusive business, create income and employment and sustainable market through the green inclusive development reflects a transformative approach to the existing economic /enterprise model.

To achieve the above, SONGO would like to examine the existing green inclusive works and identify the solid scopes and incubation of green inclusive development initiatives throughout the enterprise promotion works and capacity building to the SONGO staffs on green inclusive development   

Scope of work:

  • Identify the knowledge and skill gap and provide 03 days capacity building training to the SONGO staff on green inclusive development particularly focus on entrepreneurship with special focus to green entrepreneurship development, green jobs, circular economic etc.
  • Review the existing SONGO entrepreneurship models and identify the major gap and opportunities towards the green entrepreneurship development/ green inclusive development
  • At least 05 green entrepreneurship models identify and support for incubation at the ground level of SONGO areas
  • Capture and document the most emerging green entrepreneurship models of SONGO and it disseminate at national level through organizing the workshop, seminar etc.
  • Provide coaching and mentoring support to SONGO field team on an overall business development for NSA, FBA, WASH entrepreneurs and identified emerging green entrepreneurship models at the ground level of SONGO project.
  • Spend total 30 days from February to August, 2022 in field (Gaibandha & Kurigram) and Dhaka level activities-approximately 80% time need to give field for consolidation of the business model,  
  • Assist in developing a new concept for upcoming call for proposals and private sector funding

EXPECTED DELIVERABLES 

  • An inception report and a retro plan including the systemic process
  • Submission of report on knowledge gap, training curriculum and deliver the 03 days training on green resilient and inclusive development/green entrepreneurship development
  • Submission the identified most emerging green entrepreneurship models (at least 05 models)
  • Submission the knowledge documents of green entrepreneurship models of SONGO
  • Submission the knowledge dissemination report on green entrepreneurship models
  • Work plan on 5 days every 02 months (2days travel and 3 days field) at field for establishing the business model for next 5 months
  • Submission on follow up plan and deliverables for each of follow up action

REQUIRED EXPERIENCE OF CONSULTING Firm/Individual(S) 

  • Master’s or equivalent degree in Business Administration, Marketing, Management, or related field
  • Applicant(s) must have a solid and proven track record on similar kind of assignments
  • Solid experiences on capacity building and mentoring on green entrepreneurship and green resilient and inclusive development
  • Minimum ten years’ experience on green resilient and inclusive development focusing on green entrepreneurship, green jobs, circular economy etc.

SUBMISSION OF PROPOSAL

Interested consultant(s)/consulting firms must submit the technical and financial proposals.
The proposal should include:

Technical Proposal:

  • CV of the individual or team members
  • Introduction letter including a brief overview of the assignment as understood by the bidder
  • Methodological outline or technical proposal for delivery in detail
  • Preliminary detailed itemized work plan – including timeframes for submissions of all deliverables. A smart work plan for possible work that can be performed in the current COVID-19 pandemic environment is also desirable as contingency.
  • Include the reference on similar kind of assignments in the Bangladesh context
  • Annexes: if Any documents, such as work samples, or other information, which the consultant feels will assist proposal review team in evaluating the proposal 
  • Formal evidence or proof of registered status of consultancy firm, TIN, VAT certificate etc.

Financial proposal

  • Detailed itemized budget and price justification including VAT/TAX calculation.
  • Only per day honorarium need to mentioned in the proposal. SONGO will pay the actual travel cost, food cost, accommodation cost and other associate cost.

  • Methodological outline: 10 %
  • Background of the organization/individual: 15%
  • Team composition: 15%
  • Prior experience of working on the similar kind of assignment: 15%
  • Budget: 30%
