Introduction
Cordaid is an internationally operating value-based emergency relief and development organization, working in and on fragility. Description
HR strategy
Assists in developing and translating the strategic Human Resources plan of Country Office and ensures implementation of the plan.
Policies and procedures
Coordinate and execute the terms of employment for  existing and new staff.
Recruitment: develop recruitment plan and coordinate and execute the recruitment process and generates offer letters and contracts.
Ensures background and reference checks are completed. 
Staff orientation: Orients new employees to the organization, arranges logistics for working and a proper workplace and serves as focal point for HR related questions
Coordinates the process of annual performance cycle and timely communicates to management about the process, evaluation forms and deadline.
Ensures timely issuance of offer letters, contract renewals, end of contract letters, exit interviews, clearance certificates and final settlements.
Coordinates training and development and a learning culture. Coordinates staff care including health and safety.
Advice
Advises and coaches management in the execution of HRM policies and procedures including optimizing the quality and quantity of staffing and adherence to Cordaid’s values. Informs staff on HR administrative matters and answers questions related to this subject.
Internal organization
Ensures strategic personnel planning; maintains a database of budgeted positions viz-a-viz current status, number of vacant positions and timely ensures suitable human resources.
Promote a diverse and inclusive staff culture. Advise recruiting managers on how to diversity staff.     
Administrative compliance and support
Follow up on the implementation of the Labour Law and tax requirements.
Provides pay roll changes and ensures monthly pay slips to all staff.
Performing file audits to ensure that all required employee documentation is collected and maintained.
Performs payroll and benefits audits and recommends correction actions.
Prepares contracts and letters to (prospective) employees. Prepares and maintains (new) employee files and records of probation and performance reviews, grievances and disciplinary action.
Administrative controls of human resource through Management information systems(MIS) for the organization.
Oversees the completion and implementation of compensation and benefit documentation.
Integrity
Supports in the implementation and adherence to the Code of Conduct and Integrity Policy. Ensures management and staff are working according to the Cordaid Code of Conduct and Integrity Policy, and any other relevant policies as they apply, and initiates appropriate action in case of misconduct.
Prepare for and assists the chair of misconduct hearings and disciplinary action.
Knowledge sharing & learning 
Shares HR knowledge, stays abreast with labor market developments and learns about new HR techniques and methods.

Any other duties assigned by the manager.

Knowledge, Skills, and Experiences

  • Minimum Bachelor’s Degree or advanced professional training in human resources management, organizational development, business or public administration or other relevant subject;
  • Minimum of five years’ relevant working experience human resources and organizational development in international NGO environment;
  • Proven track record of implementing human resources policies and plans;
  • Strong organizer of one’s own work, setting the right priorities;
  • Behavioral values and skills: accountability, diversity & inclusion, sustainability, respect, diplomatic, flexibility, creativity, innovative, result-oriented, collaboration;
  • Excellent English and Bangla writing and communication skills;
  • Computer literacy with MS word, MS Excel, PowerPoint;
  • Good knowledge about the local context, country labor law, tax regulations.
