Senior Finance Manager, Cox’s Bazar
Location: Cox’s Bazar Reports to: TBC
Nature of Job: Full time Level: Senior level position

I. Job Context:

As of 1 January 2021, ICCO and Cordaid have joined forces on Equitable access to humanitarian assistance, Sustainable livelihoods, Equitable access to quality health care, education and justice including peach. Cordaid (former ICCO Cooperation) is an internationally operating value-based emergency relief and development organization, working in and on fragility. We stand with those who are hit hardest by poverty and conflict. We support them in their struggle to move beyond survival and to fully participate in equitable and resilient societies.

Since August 2017, Cordaid has been in the field providing emergency and livelihood support to both the Host and the Rohingya communities. Our early attempt to provide essential services to the Rohingyas and Host communities included fresh food distribution through vouchers,  WASH kit distribution, WASH infrastructure development, ‘Women’s Income Generation Support, and Alternative Livelihoods support.  Currently, we are implementing the World Food Programme (WFP) supported projects-

  • Technical and Vocational Education and Training (TVET) Skills Development activities to Develop FDMNs’ portable skills to work in different cash for work opportunities as skilled laborer,
  • Nutrition based activities Increase nutritional outcome of the of the most vulnerable households through behavioral change communication initiatives.
  • Solid Waste Management - Circular Food Assistance to Contribute to solid waste management and its environmental impact in the camps by engaging FDMNs volunteers in collecting and up-cycling WFP generated food waste through a related business model.
  • Saline Agriculture project to introduce halophyte, blue economy and high valued crop cultivation for alternative income generating activities as well as livelihoods development.
  • Disaster Risk Reduction (DRR) project to strengthen the resilience of the Rohingya population through community infrastructure development and asset creation. Specifically the project will work to (1) mitigate disaster risks, improve accessibility and livelihood through the construction of schemes and (2) enhance access to food and non-food items for FDMNs through cash for work activities

In addition, we are also implementing GIZ funded livelihoods project to improve livelihoods status to the host community through SMEs support and entrepreneurship development in Teknaf upazila of Cox’s Bazar district.

Senior Finance Manager will ensure that the Cordaid Bangladesh Cox’s Bazar office and programme including the various projects are financially managed in accordance to the relevant donor and Cordaid internal rules and regulations and Bangladesh legal statutes.

Senior Finance Manager carries out the various accounting functions required in order to provide accurate and timely information to donors, Country, Global and Regional Office, field management and field teams on the financial status of Cordaid’s Cox’s Bazar. In addition, she/he will be also responsible to ensure integrity and safeguarding policy of the Cordaid.

II. Responsibilities and Tasks:

Responsibility # 1: Financial accounting and reporting

  • Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with Generally Accepted Accounting Principles (GAAP)
  • Develop, implement, and ensure compliance with internal financial and accounting policies and procedures
  • Establish and maintain a programme wide financial management system
  • Manage the day-to-day accounting functions of the projects including, but not limited to:
    • Reconciling / verifying bank and cash amounts on a regular basis.
    • Ensuring payments are made in a timely fashion.
    • Detailing expenditure through monthly expense sheets for all cash accounts.
    • Preparing the monthly cash needs forecast for the programme and the Cox's bazar offices, ensuring that money is transferred between locations in a timely manner and that daily cash needs are met.
    • Preparing the monthly financial accounts.
    • Supporting field bases in financial matters, as required.
    • Contribute to the financial management of signed donor grants.
    • Monitoring and ensuring the proper planning of financial and other resources.
  • Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, credit control, and petty cash
  • Monitoring Cox's bazar Office spending on an on-going (monthly) basis and review monthly results and implement monthly variance reporting
  • Ensure that Cordaid Finance and Procurement Procedures are followed in the Country/Cox’s Office as part of internal control monitoring  and manage the acquisition of capital assets and ensure that assets are properly recorded, amortized, and disposed of as appropriate
  • Leads the process of successful audits (project specific; external, internal, ISO, etc.)
  • Ensure that all statutory requirements of the organization are met including amongst others Income Tax, Goods and Services Tax, Employer Tax, VAT etc
  • Prepare all supporting information for the annual audit and liaise with the Country & Global Office’s (GO) and the external auditors as necessary
  • Prepare for, manage and support internal and external field financial audits, providing all information required by local legislation, donors, GO or other bodies.
  • Manage the cash flow and prepare cash flow forecasts in accordance with policy
  • Oversee the bookkeeping function including maintenance of the general ledger, accounts payable, accounts receivable and payroll
  • Develop and implement policies and procedures to ensure that personnel and financial information is secure and stored in compliance with current legislation
  • Assist the Global Office and Regional Office with financial reporting as required at Board meeting and the Annual General Meetings and provide management information to Regional / Country / Programme / Project Managers
  • Develop a network of financial consultants, and auditors in Bangladesh to support these tasks.
  • Keep abreast of changes in financial regulations and legislation.

Responsibility # 2: Payroll preparation and administration

  • Oversee all payroll functions to ensure that employees are paid in a timely and accurate manner
  • Process and submit statutory and benefits remittances on time
  • Issue annual payroll reports

Responsibility # 3: Project management accounting

  • Supervise, improve and monitor cost allocation systems of general costs towards programs / projects and document and maintain complete and accurate supporting information for all financial transactions
  • Monitoring project spending on an on-going (monthly) basis and review monthly results and implement monthly variance reporting with analysis
  • Maintain financial records for each project in a manner that facilitates management reports
  • Ensure that accurate and timely financial statements are prepared in accordance with contract agreements with funders
  • Provide accurate and timely reporting on the financial activity of individual projects
  • Visit and monitor the partner's financial records and reports relating to projects and guide if need.

Responsibility # 4: Risk management

  • Monitor risk management policies and procedures to ensure that program and organizational risks are minimized
  • Maximize income where possible and appropriate
  • Negotiate with Bank for financial services as required and appropriate

III. Working Conditions:

  • Working days from Sunday to Thursday with 40 hours per week.
  • Any other tasks assigned by the supervisor from time to time.
  • Have to follow CORDAID HR, Admin and Finance related policy.

V. Key Qualifications:

  • Master Degree or MBA in Finance or related field (Accounting, Management…etc.)
  • Minimum 5 years of experience with INGO in overseeing multi-sectors including Accounting, Procurement, Audit and Finance in similar positions.
  • Experience in dealing with multi-stakeholder programs and strong stakeholder management in a multicultural setting
  • Experience in successful implementation of a wide range of responsibilities in a prior financial services position in humanitarian context
  • Knowledge of Bangladesh financial and tax regulations
  • Broad financial management skills to direct financial planning, accounting, internal control
  • Proven integrity and good character especially in the stewardship of resources, transparency and accountability
  • Strong verbal and written communication skills in English and Bangla
  • Working knowledge of accounting and/or financial management software, and MS Office applications.
  • Strong commitment to team management approach, including good managerial, leadership, supervisory, interpersonal and negotiating skills
  • Proven capacity to interact and negotiate with international partners, government officials, and corporate partners.
  • Have a very high level of personal and professional integrity and trustworthiness
