Role Purpose:

Programme implementation oversight focusing on Nutrition and Food Security components of PRM funded SuBaSh consortium programme including planning, initiation, quality service delivery, monitoring and evaluation, reporting, procurement management, budget management, partnership management, and coordination with partners, consortium, sectors and local authorities.
Main duties & responsibilities:

Programme Development and Implementation

  • Lead / Contribute program design and proposal development processes in response to donor funding opportunities. 
  • Provide technical oversight and guidance for implementation of activities, ensuring high-quality progamming that incorporates relevant best practice.
  • Coordinate the elaboration of work-plans, the implementation of field activities and monitor progress towards programme objectives as per agreed timeframes.
  • Continuously assess programme’s context, assumptions and changes in the working environment to ensure that the programme focus, strategies and activities remain relevant and propose adjustments when needed.
  • Coordinate programmestart up activities including inception meetings, recruitment, procurement plan and local authorities permissions.
  • Ensure capacity building of programme team and partner staff for quality programme implementation, of the Nutrition and Food Security components and associated approaches
  • Support the development and adaption of context specific modules, IEC materials for training and capacity building of programme staff and programme participants
  • Oversee establishment of training centres in the proposed locations (camps / host), training and relevant skill development activities and likewise support local partner
  • Coordinate timely procurement and distribution of programme materials to target beneficiaries, for timely programme implementation as per agreed programme design
  • Undertake and ensure regular field visits offering for on the job support and coaching to the programme team and partner staff to maintain high quality and accountability to programme participants.

Budget Management

  • Ensure that Concern Worldwide administrative and financial policies and procedures are understood and followed by all programme staff and volunteers.
  • Ensure that the programme budget and expenditure plans are in place for all activities and monitored regularly with programme team, logistics and finance teams.
  • Keep tracking budget expenditure plan and utilization of implementing partners, provide necessary feedbacks 
  • Be proactive against unusual transactions; variations from established procedures or any practices which do not demonstrate transparency and accountability.
  • Budget holder with expenditure authorization responsibility according to delegation of authority and Concern Worldwide financial policy and procedures, and donor compliance guidelines.

Coordination

  •  Coordinate and maintain strong working relationship with governement offices, consortium partners and implementing partners, relevant sectors and UN agencies for mutual support and smooth implementation.
  • Liaison with government bodies and Concern government liaison team to seek approval for programme implementation, such as FD6 / FD7 process, RRRC approval and CiC requests / recommendations for need assessments
  • Represent Concern at consortium coordination meetings such as the programme implementation committee (PIC) and other working groupsSupport effective coordination, collaboration and networking across the wider humanitarian community in the Rohingya Response through Nutrition, Food Security, others relevant sectors
  • Work closely with other Concern programme teams to ensure integration of programmes, for synergy and greater impact.

Human Resource Management

  • Support HR department to ensure timely recruitment of high quality programme staff.
  • Monitor staff performance and ensure timely performance development reviews.
  • Ensure staff welfare, safety and security in liaison with HR.
  • Ensure an enabling, friendly, collaborative and professional working culture within the programme team, and adherence to Concern policies and procedures.

Monitoring and Evaluation

  • Coordinate the planning and implementation of monitoring and evaluation initiatives including  ensuring monitoring of programme activities during implementation through regular programme visit / cross monitoring visit  
  • Work with MEAL to ensure that there is programme M&E system in place with regular systematic activity review for tracking programme progress against targets.
  • Ensure that the programme maintains an updated beneficiary database to track key Programme outputs against set targets.
  • Organize regular progress meetings with programme and partner staff to review progress of programme deliverables against targets as stipulated in the logframe, disseminate lessons learnt and adjust plans when needed.
  • Ensuresurveys, evaluations and learning documentation of programme achievements with the support of MEAL team

Reporting

  • Consolidate and submit high quality programme reports within agreed timeframe and formats as agreed in the consortium.
  • Work with MEAL team to maintain a database of activity reports and supporting documents and tools according to the detailed implementation plan and logframe
  • Coordinate and ensure that programme reports are analyzed and learning generated is disseminated to inform program and advocacy actions and/or decisions.
  • Ensure that the best practices, case studies and success stories are well captured, following compliance and accountability guidelines.

Other roles

  • Promote and ensure compliance with the requirements of Concern’s HR policies, concern’s Code of Conduct and its associated policies to ensure protection to programme participants.
  • Perform other duties assigned by the Director Cox’sBazar programme.

Accountability
In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • Actively promote meaningful community participation and consultation at all stages of   the project cycle (planning, implementation, M&E);
  • Work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.

Key requirements:

  • Bachelors and Masters degree in Nutrition / Agriculture
  • 5 years of work experience in Nutrition / Food Security / livelihoods
  • Experience in managing project / programme budget for at least 02 years is required
  • At least 02 years of experience working in Rohingya Response is required
  • At least intermediate level of expertise in Word, Excel and Powerpoint is required (certificate)
  • Experience to work with implementing partner and cosortium is desirable.
  • Certification of project management will added value.
