            Role Purpose: The technical Advisor -Health & Nutrition (H&N) is  responsible for providing technical leadership and strategic direction for  Concern Worldwide Bangladesh’s health and nutrition programming. The role  ensures high-quality technical support for ongoing projects and contributes to  the development of new programmes. It also involves strengthening integration  with national health systems, capacity building, and advocacy. 
                 
              This role works closely with programme teams in Dhaka and Cox’s  Bazar, as well as Concern’s Strategy, Advocacy, and Learning (SAL) Unit in  Dublin. The Advisor will collaborate with government bodies, donors, and  technical networks to enhance programme quality and impact. 
            Main duties &  responsibilities:  
            Technical Programme Support & Programme Implementation   
            
              - Lead/support the  implementation of Concern Health & Nutrition strategy 
 
              - Provide technical guidance to integrate nutrition and health into broader  development and emergency responses.
 
              - Ensure alignment with national policies and international best practices  (e.g., WHO, Sphere Standards).
 
              - Conduct regular technical reviews of programme implementation and provide  capacity-building support to teams and partners, including project visits. 
 
              - Participate as a member of Concern’s Emergency Response Team, providing  technical expertise during emergency responses related to nutrition and health  crises.
 
              - Support the development of preparedness plans for health and nutrition  emergencies.
 
              - Provide technical review of field and donor reports and ensure  appropriate and high quality.
 
             
            Programme Design and Business Development  
            
              - Support  contextual analysis, proposal development, project design, project  implementation, monitoring and evaluation for H&N programs. 
 
              - Lead the design of health and nutrition components in new proposals and  funding applications that draw on needs assessment and learning from past  programs.
 
              - Supporting the  identification and pursuit of new funding opportunities  
 
              - Work with teams to ensure programme strategies reflect evidence-based, cost-effective  approaches.
 
             
            Learning, Knowledge Management & Advocacy  
            
              - Develop and  document best practices and lessons learned to improve programme effectiveness.
 
              - Lead policy  advocacy efforts related to health financing, nutrition integration, and social  protection.
 
              - Coordinate and support advocacy strategies for H&N topics in close  working relationship with the technical advisor advocacy. Strengthen the technical capacity of  staff and partners through training, mentoring, and guidance.
 
              - Develop and  update technical guidelines, training materials, and programme tools.
 
              - Promote  cross-learning within Concern and between partners.
 
              - Work with the  MEAL team to develop standardized tools and approaches for H&N programing.
 
             
            External Representation and Networking 
            
              - Engage with government agencies (MoHFW, DGHS, DGFP/CCHPU/IPHN, NNS,  MoLGRDC, BNNC, LGIs), development partners, funders, and the private sector to  strengthen collaboration in urban and rural health and nutrition services,  ensuring alignment with Concern’s advocacy strategy.
 
              - Represent Concern in key national platforms (e.g. CSA SUN, Health and  Nutrition Cluster) and oversee MOUs with key stakeholders (IPHN, NNS, BNNC). 
 
              - Build and maintain networks with health and nutrition institutions,  universities, and donors at national and regional levels.
 
              - Strengthen partnerships with stakeholders to enhance Concern’s impact in  health and nutrition programming.
 
              - Work with program team to ensure production of necessary materials  including situation reports, facts sheets, briefing notes to disseminate  information internally and externally.
 
             
            Accountability  
            In line with Concern’s commitments under the Core Humanitarian Standard  (CHS):  
            
              - actively       promote meaningful community participation and consultation at all stages       of the project cycle (planning, implementation, M&E); 
 
              - work       with relevant colleagues  to ensure       that the Complaints and Response Mechanism (CRM) is functional and       accessible, that feedback and complaints are welcomed and addressed; 
 
              - Work       with relevant colleagues to ensure       that information about CRM, safeguarding and expected staff       behaviour is disseminated among programme participants and       communities.
 
             
            Key  requirements: 
            
              - MBBS degree with a Master of Public Health or related health or nutrition  discipline.
 
              - At least 4 years of experience in the area of community based health and  nutrition program planning, management, implementation, monitoring and capacity  building with at least 1 years of working experience at senior technical role  in INGOs, bilateral/multilateral agencies or think tanks.  
 
              - Proven experience of providing technical support for large primary health  care and nutrition projects in urban and rural areas.
 
              - Proven experience of working with high level stakeholders including  government ministries and donors.
 
              - Proven experience of policy advocacy with very high level policy  stakeholders, including writing Policy Briefs.
 
              - With clear understanding of Bangladesh government health and family  planning system and experience of working in health system strengthening  and capacity building project in partnership  with NGOs and government departments, local government institutions
 
              - Technical knowledge and skill to provide guidance to field staff primary  health care and nutrition service delivery. 
 
              - Experience of working in MNCH and health project/programmes, including  partnership and consortium projects, preferred
 
              - Proven record of the skills and experience required to strengthen local  capacity in MNCH skills, including teaching, mentoring and coaching.
