Title of the Position: MEAL Specialist-MIS
Number of Position: One (01)
Type of Contract:  Fixed Term Contract up to December 2024.
Monthly Gross Salary range: BDT 62,000/-

Job Purpose:

The MEAL Specialist-MIS will ensure the establishment and implementation of an effective and efficient system to monitor the progress, impacts and successes of project activities and performance at all levels. Under the direction of the MEAL Advisor, the MEAL Specialist-MIS will work with the Programmes, Monitoring/Evaluation and Operations teams, as well as other relevant internal and external stakeholders, to ensure Concern Worldwide programmes maintain high standards of accountability to our beneficiaries in line with Concern Worldwide and international humanitarian standards. The MEAL Specialist-MIS will ensure the establishment and implementation of an effective and efficient system to monitor progress, impacts and successes of project activities and performance at all levels. This position is responsible for the quality of the MEAL work, ensuring that it captures the impact, outcomes, outputs and activities of the project and to ensure MIS support is adequately provided to the project on information database, best practices, tools, and processes. MEAL Specialist-MIS Manager ensures all programs and projects have suitable information management systems, and regularly reviews, maintains, and updates the Program Indicator Dashboard (PID) and other dashboards into the systems. This position will also be responsible for designing and implementing information management system that will ensure information necessary for updating the overall MEAL /MIS system is in place.

Main duties & responsibilities:

F Appropriate Set-up/Roll out of MIS System:

  • To ensure adequate support is provided to planning and implementation of the Management Information system functions of this project; including leading on beneficiary information collection and protection, accountability to beneficiaries, availability and use of appropriate reporting tools in the field, and reporting against the project indicators, as per the agreement with the donor.
  • Support adaptation of activity work plans and implementation according to the project design
  • Plan, develop and implement beneficiaries database, reporting tools and templates and the information management system for the project
  • Manage and Implement MIS System and Provide training on MIS system to the project team as needed
  • Perform data quality checks to ensure data integrity and reliability, and track assessments, reviews and evaluations, including through data collection, data entry and data analysis
  • Support in developing the monitoring and evaluation and learning plans, and lead the various surveys, study, formative research and system required for the project
  • Review and address the needs of project team related to information management, data processing and utilization
  • Coordinate programme staff’s routine activity and output/outcome monitoring data collection
  • Regularly analyse MEAL data and share with MEAL Advisor and feed back to programme team, project colleagues immediately on issues that need immediate attention
  • Analysing and compiling data from project areas to measure the progress and impact of projects’ activities (including dada management, analysis and documentation) and provide feedback to the project colleagues on overall progress towards results and alignment.
  • Regular visit projects area to strengthen the MEAL element of the project and support the MEAL Advisor use of findings
  • Assist MEAL Advisor in donor reporting and other tasks required for the project monitoring, evaluation, accountability and learning
  • Support colleagues to ensure achievements of the project are identified, promoted and shared both within programme and also within Concern Worldwide, Bangladesh
  • Ensure a friendly collaborative working culture within the team, actively sharing information and knowledge to enable the team to ensure effective learning and sharing across the organisation
  • Any other tasks as specified by the MEAL Advisor

MIS System design and learning:

  • Contribute to the process of implementing quality programme by ensuring that the CHS standard of accountability is conceptualized and effectively implemented throughout the organization, and at Cox’s Bazar
  • Provide support to the project staff and partners to ensure that they are regularly reporting the outputs and outcomes on beneficiaries through the agreed MIS process
  • Collect, collate and process information and perform data quality and consistency control
  • Produce summary statistics and prepared dashboard
  • Manage and Implement MIS System and provide training on MIS system
  • Establish web-based MEAL system (ONA, KOBO and DDG) using tablet and SMART Phone and established online monitoring system
  • Conversant with DDG/other application as mobile base application in different program component.
  • Conceptualise and produce content such as articles, case studies, factsheets, research briefs, and digital content for internal and external use
  • Ensure the documentation of the project begins at the very inception of the project to capture effectively the process and results.
  • To ensure the effective collection, storage, analysis and sharing of information and exchanging of experiences, including management of web-based Management Information system

Ensure MEAL findings and Reporting:

  • Prepare MEAL report regularly that captures outputs, outcomes and process of the project and recommends the points that need revision, attention or more examination.
  • Work closely with the team to ensure DQA/RDAC that quality reports are prepared and shared with the relevant bodies on time.
  • Ensure Joint Monitoring visit with partner and consortium team member
  • Frequent visits to fields for monitoring programme activities to ensure quality benchmarking standards.
  • Organize internal reviews, lessons learned workshops and practical recommendations and develop KML mechanisms and process
  • Design and maintain MEAL database and implementation of MIS/Database and procedures
  • Perform data quality check to ensure data integrity and reliability Maintaining a dataset (assessments, reviews, evaluations, through data collection, data entry and data analysis)
  • Ensure and implement beneficiary’s record and mapping for the project and managing multiple data sets and reporting
  • Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration
  • Ensure 4W, Monthly, Quarterly, Mid-Year, Annually and donor reporting Programme progress report preparation and Produce summary statistics and prepared dashboard.
  • Analysing and compiling data from project areas to measure the progress and impact of projects’ IP activities, including indicators

Coordination and communication:

  • Participate in different level coordination with other stakeholders supporting similar initiatives and highlighting concern works as well as picking best practices for adoption with concern programming.
  • Support the MEAL Advisor to idenidentifyropriate beneficiaries and ensure database for better communication and monthly, Quaterly and annual reporting
  • Establish and support programme external and internal communication (Sectors, UN donor and PMs, APMs and Nutrition Advisors) needs as required

Research & Evaluation:

  • Design and implement different organizational Research activities
  • Participate in Needs Assessment, specifically in data collection, processing/collation and data exploration.
  • Develop an online system to carry out issue-based research, baseline surveys, midterm reviews, special study and end-line evaluation. 
  • Lead and supervise the field team for any special study (satisfaction survey, DQA and Quality assurance and Accountability survey etc.)
  • Analyse research findings, Produce summary statistics and Disseminate research findings at the different sharing meeting

Accountability: 

  • In line with Concern’s commitments under the Core Humanitarian Standard (CHS)
  • Training and module development of Accountability and Community Engagement
  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E); 
  • Work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; 
  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities

Key Requirements:

  • Strong understanding of research methodologies and the nature of evidence which will influence key decision makers in the area
  • Competent in qualitative and quantitative research and statistical analysis, including the use of statistical analysis software such as SPSS, MS Access, or digital Programming
  • Competent in database management, including programmes such as ACCESS
  • Experience with and understanding of Digital Data Gathering (DDG) systems

Education and aptitude:

  • Master’s degree in social science/Development studies/statistics/Computer Science or other related subject
Job related experience and knowledge:

  • 05 years of progressively responsible work experience in the area of of M&E and MIS in development organisations with a strong understanding of MEAL principles and processes, including results-based management, quantitative and qualitative tools and methodologies, reporting etc.

Key  Key competencies:

  • Advance Experience in MS Office Programme and verbal written and communication skills in both Bangla and English
  • Competent in quantitative research and statistical analysis, including the use of statistical analysis software such as SPSS, MS Access, ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres.or digital Programming
  • Competent in database management, including programmes such as ACCESS.
  • Experience with and understanding of Digital Data Gathering (DDG) and CommCare systems
  • Proven skills to analyze statistical information
  • Possesses Advanced Excel skills (e.g. pivot tables, functions, etc.)
  • Ability to compile and holistically analyze diverse datasets.
  • Demonstrated ability to develop information management systems.
  • Experience in web design and software development and programming is an asset
