Title of the Position: Nutrition Programme Manager
Type of Contract:  Fixed Term Contract up to 31 December 2024 with possibility for extension
Monthly Gross Salary range: BDT 149,495/-

Job Purpose:

The Nutrition Programme Manager will provide leadership and will ensure that all components of the program are functioning properly, providing quality care to all the beneficiaries while respecting guidelines and principles of good practice. S/he will lead on implementation of the Operational Guidance on IYCF-E, the International Code of Marketing of Breastmilk Substitutes and subsequent relevant resolutions; and strengthening the community outreach through Care Groups for SBCC and other community outreach support to the CMAM program.

Main duties & responsibilities:

Program Management

  • Develop an overall plan for IYCF-E in the program area, determine need for scale up, brief donors, and advocate for adequate resource allocation.
  • Overall responsibility for the day-to-day management of project site activities and staff (such as IYCF-E activities in IYCF-E corners, health education, growth monitoring and promotion, and all community outreach and SBCC activities.
  • Strengthen additional programmatic initiatives such as C-MAMI, Care groups, and explore nutrition support to other vulnerable groups, ensuring accountability and inclusion.
  • Lead the development of proposals and budgets to seek adequate funding for IYCF-E and other initiatives for preventive nutrition services and nutrition sensitive programming.
  • Develop robust M&E system to capture quality of activities (including quality of breastfeeding assessments, re-lactation, BMS monitoring, counselling skills etc) and to ensure appropriate reporting and accountability
  • Design and/or adapt materials for dissemination on appropriate IYCF-E practices based on key messages for key target groups;
  • Provide technical guidance on IYCF-E to support staff (IYCF-E, CMAM, C-MAMI and others as necessary) and MoH and other humanitarian actors as necessary to promote consistent good practice;
  • Conduct an in-depth analysis of IYCF practices in the target population (using a KAP, Barrier Analysis or additional survey methods)
  • Explore opportunities from strengthening SBCC and community mobilization to strengthen preventive approaches to malnutrition at household level, as well as CMAM beneficiary defaulter tracing, prevention of relapsing and non-response to treatment.
  • Prepare weekly and monthly technical reports and provide technical input into quarterly, semiannual and annual reports according to donor requirements and Concern procedures
  • Establish mechanism(s) to ensure appropriate support for targeted infants who cannot be breastfed in the different locations (these should follow international guidance and be feasible and pragmatic);
  • Develop preparedness plans for monsoon interventions on IYCF support and management of particular vulnerable children and other vulnerable groups like people with disabilities and elderly, as needed.
  • To perform any other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team, the senior management team, cross-departmental teams, the department and Concern CO and HQ teams.
  • Prepare annual and quarterly work plan and budget that identify key objectives, responsible staff, deliverables and potential roadblocks

Training and Capacity Building:

  • Assess the training needs of nutrition staff; develop a training program to meet these needs; conduct nutrition training for project nutrition staff and MOH counterparts implementing nutrition programs, focusing on all aspects of community-based management of acute malnutrition (CMAM), IYCF, behavior change communication, C-MAMI, GMP, etc
  • Provide structured supportive supervision focusing on counselling skills;

Advocacy and Communication:

  • Ensure substantial representation and support to IYCF-E working group and attend relevant internal and external sectoral coordination meetings;
  • Facilitate cross-sectoral programming, particularly to promote excellent communication and referral between IYCF-E, CMAM, BSFP, health, FSL and other programming;

People Management:

  • Ensure that team members are performing their duties and responsibilities in accordance with the established professional standards & ethics and remain abreast of emerging trends and best practices that can be incorporated into the function.
  • Explore and undertake necessary measures to arrange training & development initiatives for team members under supervision from internal/external sources.
  • Provide necessary guidance and capacity building support to direct and indirect supervisees.
  • Ensure supervision and performance evaluation of employees under supervision.
  • Ensure systematic and effective delegation and decentralization of tasks.

Contribute to the process of implementing quality programmes by ensure that the Core Humanitarian Standard on Quality and Accountability are effectively implemented throughout the organisation, and at the country programme level. This is including, but not limited to:

  • Orientating partner NGOs and other stakeholders on the CHS standards, and in particular the CRM and AAP
  • Ensuring the CRM and AAP is implemented within the project(s) and is being followed up on by the partner NGO(s).
  • Learn from experience through monitoring and evaluation so as to continually improve the programme quality.

Additional Roles

Promote and ensure compliance with the requirements of Concern’s HR policies, concern’s Code of Conduct and its associated policies and Core Humanitarian Standards of Accountability to ensure protection to programme beneficiaries, and to welcome feedback.

Accountability 

In line with Concern’s commitments under the Core Humanitarian Standard (CHS):

  • Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
  • Work with relevant partners and colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; 
  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities;
  • Adhere to the standards of conduct outlined in the Concern Code of Conduct and Programme Participant Protection Policy (P4).  As part of the Concern P4 responsibility the position holder will support and promote the standards outlined in the P4 and the Concern Code of Conduct to their team;
  • In line with the Concern Country Strategic Plan, Goal 5, Strategic Objective 1 “SO1: Ensure a gender transformative approach throughout all our programmes and interventions”, the PC must attend Gender Transformative trainings, and ensure SUFAL Phase-II has a Gender Transformative Action Plan and is delivering on this, jointly with the PM and the Gender Equality Coordinator. 

Key Requirements:

  • Education and aptitude:
  • Master’s degree in Nutrition  related fields.

Job related experience and knowledge:

  • 05 years progressively management work experience in Nutrition, Food Security, Livelihood, Skill Development
  • Experience in managing project / programme budget for at least 02 years is required
  • At least intermediate level of expertise in Word, Excel and PowerPoint is required
  • Strong written and verbal communication skills in English is required
  • Experience to work with implementing partner and consortium is desirable
  • Good knowledge and experience working in Rohingya refugee context is required

  • Ability to write short reports and concept notes clearly and   correctly.
