Job Purpose:
The Project Coordinator is a mid-level position. The incumbent must have excellent management expertise in the areas of Disaster Preparedness, Response and Recovery. You will be mainly responsible to execute PEER plan and keep ourselves ready to respond in 24 hours. You will have to work closely with programmes team (within Concern) to develop their capacities so that they can respond principled emergencies through and with partner. You will have to work with our local partners to develop their capacities to respond to emergencies. You need to represent Concern in different forums.
Main duties & responsibilities:
Disaster Preparedness:
- Collect, review and update Concern and Partner Organizations Profile (a short information giving a description of an organization), Emergency Response Team, Preparedness for Effective Emergency Response (PEER) plan or equivalent of plan, agreement with Financial Service Provider on annual basis in order to ensure partners are ready to respond emergency rapidly. Also collect, compile Support Plan (areas where programmes team need technical support from RRRU);
- Organize periodic meeting with our partner organizations and Concern Emergency Response Team (ERT) especially before impending extreme events (e.g. cyclone, flood) to keep them alerted and ready for rapid response;
- In consultation with the Humanitarian Programme Advisor, prepare gender transformative and inclusive pragmatic living Preparedness for Effective Emergency Response (PEER) plan for Concern on annual basis, effectively roll out, review progress and take necessary actions to achieve the plan. Share progress & achievement of PEER plan periodically;
- In collaboration with Admin and Logistics Department of Concern, review and update agreement, framework agreement with suppliers/vendors. Make sure agreement with suppliers/vendors both at Dhaka and Cox’s Bazar (Rohingya refugee response) are up to date to procure goods and services in 24 hours to respond emergencies;
- In coordination with Programmes Team, work closely with partners, both emergency and development, to ensure we are informing communities in all programme areas of their rights and entitlements, and that in all response areas we have a strong Complaints Response Mechanism (CRM);
- Being ready ourselves to respond, strengthen our own and our partner organizations capacities on disasters preparedness, response and recovery. Organize trainings/workshops, develop course materials and facilitate trainings for Concern and its partner organizations staff on PEER, cash-based interventions, Situation Report writing, Rapid Needs Assessment, Relief Distribution Planning and Management, CRM, clear roles and responsibilities of ERT etc. to retain capacity level up to the mark to ensure gender sensitive and inclusive response with expected standard;
- Provide support to Concern and partner staff through regular field visits. Share lessons in programme meetings to improve. Roll out action plan agreed between Concern and DDM;
- Write report on PEER on annual basis and other reports as necessary for the organization. Document and archive our learnings as per Concern guideline and use to inform the national and global level discourse;
- In order to develop partnership with potential L/NNGOs, carry out Local Partner Assessment as per need, prepare assessment report to assist organization to make decision;
- Assist line manager to develop pilot projects for innovations in disaster response and recovery programme.
Disaster Response (primarily through local partners):
- Collect Situation Reports from partner organizations, compile and share with organization to make informed-response-decisions; Work closely with communication expert to prepare high quality Situation Report so that those can be shared with Dublin HQ and other donors for fund raising;
- Assist and guide Concern’s programme and partners to carry out Rapid Needs Assessment, Multi-sector Assessment to ensure gender sensitive and inclusive response design;
- Work closely with the line manager to develop concept notes/ proposals and budget for fund raising within tight deadlines
- Extend technical support to programme team and partner to implement response/ recovery projects. Also ensure Concern’s response and recovery programme strictly adheres to the proper targeting (beneficiary selection), Core Humanitarian Standards (CHS); Sphere Standard; promote Gender Equality, Diversity and Inclusion; also ensure a robust CRM system is in place; Pay field visits to ensure programmes are implemented with high quality and standard;
- Assist programme team and/ or partners to set up cash-based interventions programme, which comply organization, government and donor compliance;
- Assist programme team to ensure that all emergency response are monitored and or evaluated such Post Distribution Monitoring, Lessons Learned as per organizational compliance. Also ensure various assessments such as Food Consumption Score, Coping Strategy Index as per donor’s requirements;
- Assist programme and or partners to carry out lessons learned and good practices workshop. Assist them to grasp lessons to design and implementing next disaster preparedness and response in a way that it reduces future risks;
Support programme team for mainstreaming of impactful anticipatory actions, Disaster Risk Reduction and resilience building across all programme / projects
- Promote Participatory, Capacity, Vulnerability and Risk Assessment and resilience building is integrated in all Concern’s development programme;
- Promote and provide technical support to Concern team and partners towards embedding Anticipatory Actions thinking in all our development programme;
External coordination, representation and advocacy
- Represent Concern in different Clusters, Working Groups, START Fund Bangladesh, DDM and other forums at national level. Also represent Concern at sub-national/ district level (as and where needed) to inform the preparedness, response and recovery efforts;
- Provide 4W Matrix report and other information requested by the Clusters and Working Groups in a timely fashion. Engage partner organizations in different studies such as Needs Assessment, Market Assessment carried out by different Clusters and/ or Working Groups;
- Assist line manager to contribute in evidence based national and local level advocacy on following but not limited to: Financing of locally led disaster preparedness, EWEA and response actions; shock responsive social protection, institutionalisation and digitalisation of capacity building of DMCs etc.
Accountability:
In line with Concern’s commitments under the Core Humanitarian Standard (CHS):
- Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);
- Work with relevant Concern programme team and partner team to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible;
- Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities.
Key Requirements:

A Disaster Management professional having Bachelor Degree in Social Studies, Disaster Management or in related discipline.

At least 5 years (for female 3 years) professional work experience with INGOs in managing Disaster Preparedness, Response and Recovery; Familiarity with the Anticipatory Action agenda is an advantage;

Proven track record of managing medium to large scale multi sector disaster response and recovery programme in partnership with L/NNGOs, consortium approach;

Proven experience of managing ECHO, FCDO, BHA/USAID funded emergency response and recovery project;

Robust experience of cash-based interventions in disaster response and recovery programme;

Familiarity with Core Humanitarian Standard, Sphere Standard and other relevant international standards;

Excellent skills and proven track record of external representation and coordination at national level;

High energy, and able to effectively prioritize and execute multiple tasks in a high-pressure environment.
