Terms of Reference (TOR) for Conducting an Endline Evaluation on
Sub-Project Name: Increase Cultivation and Processing of Oil and Pulse Crops by Multiplying Breeder Seed

About the organization:

CODEC is an inheritor of DANIDA Bangladesh derived from couple of project intervention explicitly DANIDA Boat Building Project and Boat Rental Scheme. CODEC has been working as a people centered development organization from 01 October 1985 according to recommendation of Government of Bangladesh (GoB) and the Royal Danish Embassy. At present CODEC is working countrywide in 18 districts under 5 divisions. To this end, CODEC has contributed to national development by working towards establishing an equitable and sustainable society. It brings decades of multi-sectorial expertise and technical experience across low and middle-income communities’ education including youth development, agriculture, livelihood, health and nutrition, environment, climate change and biodiversity, access to justice, social entrepreneurship and capacity building.

About the Project:

The project titled “Increase Cultivation and Processing of Oil and Pulse Crops by Multiplying Breeder Seed” jointly financed by Palli Karma-Sahayak Foundation (PKSF), the International Fund for Agricultural Development (IFAD) and Danish International Development Agency (DANIDA), has been implemented in 02Upazilas (Taltoli and Rangabali) of 02 district (Barguna and Patuakhali) by the organization CODEC. The sub-project will work to increase income, ensure food security and improve family nutrition of marginal, small farmers and micro entrepreneurs engaged in the backward and forward market in the agriculture sector. 

The value chain analysis of the sub-sector has been undertaken while taking up the sub-project. The study found several constraints to the development of the seed sub-sector. The problems are- excessive import dependency to meet demand for oil and pulse crops; lack of quality seeds; scarcity of land and competition of oil and pulse crops with other crops; lack of proper crop management specially knowledge on Good Agricultural Practices (GAP); lack of interest and awareness of farmers to produce oil and pulse crops, availability and high cost of inputs like seed, fertilizer, water, pesticides; influence of climate change; lack of credit facilities; lack of knowledge about permitted and restricted inputs, lack/weak linkages among the producers, input suppliers, service providers, and traders; lack of entrepreneurship for producing value-added products and marketing; no idea of creating brand image of products and packaging of the products; and; no formal market system for oil and pulse supply etc. Working to solve the problems in the mentioned project area will increase the sales of oil and pulse and their value-added products.

The Project results:

The consultant should follow the project's logical framework to get a clear understanding of the project, cross-section of the logical framework is necessary to carry out the end line as it is a prime requirement of this assignment. The following are the project results-

Goal: To Increase the income of entrepreneurs by increasing the production of breeder, foundation, certified equivalent and TLS (truthfully labeled seed) of oil and pulse crops.

Development Objective: The sustainable growth of seed value chains with comparative advantage, market demand, growth potential, and backward and forward linkages to small farmers and micro-entrepreneurs.

Outcome: The outcomes are- a) The project participants will produce safe oil and pulse seeds using quality materials, advanced technology and good agricultural practices b) The entrepreneurs will conduct institutional/contractual business with public or private major markets/buyers c) Members will add nutrient-rich foods (fish, eggs, milk, fruits, etc.) to their diet and d) Marginal and small farmer entrepreneurs will adopt environment friendly and climate tolerant technologies and e) Establish oil and pulse processing plant in the project area.

Interested individuals will provide a technical proposal. The total budget is BDT 3,80,000/- (Three Lac Eighty Thousand Taka), which includes consultancy fees, field data collection, and other necessary costs. The VAT and Tax will be deducted at source as per the government rules. Interested consultants are invited to submit their technical proposal along with a detailed CV and one page of cover letter by (timeline). The partner organization will form a review committee to analyze the applications, shortlisting, interview, select the firm/individual and execute the deed of contract.
