Assignment title: Capacity building programme development on participatory fisheries management and inclusive fisheries governance.

Contract type: Individual Consultant or Consultancy Firm

Duration of the assignment: 15 working days

Background

Transboundary Rivers of South Asia (TROSA) programme has been initiated in 2017, with support of the Government of Sweden. Bangladesh component of the programme has been named ‘Transboundary Rivers for Our Sustainable Advancement’ with the goal of reducing poverty of river basin communities through increased access to, and control over, riverine water resources. The project works for the river governance related issues specifically – i) Erosion Control, ii) Fisheries Management, iii) Sand Mining and iv) Inland Water Transport.

Project Objectives

  • Government policies & practices at all levels in water resource management are more inclusive of community concerns and meet national & international standards
  • Practices of private sector respect community access to water resources actively contributing to reduced conflict
  • CSOs increasingly participate in or influence trans-boundary water governance, women’s inclusion and resolution of water conflicts
  • River basin communities’ increasingly influence trans-boundary water governance policies and processes
  • Increased influence of women in trans-boundary water governance, policy and processes

The project locations include Brahmaputra, Teesta, Jinjiram, and Meghna river basins. Center for Natural Resource Studies (CNRS) is one of the National partners for implementing the project in Bangladesh along with Oxfam in Bangladesh.

Objective of the assignment

  • To assess the capacity development needs on participatory fisheries management and inclusive fisheries governance at grassroots level, particularly among fisherwomen and fishermen (engaged in capture fisheries in rivers and associated common pool ecosystems).
  • To assess the capacity development needs on participatory fisheries management and inclusive fisheries governance among fisheries governance agencies, research institutes, academia and at district and national levels
  • To design the participatory learning and capacity development proses on participatory fisheries management and inclusive fisheries governance

 
Scope of the Work

In this context, TROSA has been planning to contribute to the process of capacity building of the marginalized fisherwomen and fishermen of Bangladesh as well as decision makers on participatory fisheries management and inclusive fisheries governance.

Under this assignment, the consultancy services are being explored for the following tasks:              

1. Capacity need assessment study
2. A complete set of interactive training modules and a guideline for trainers
3. Required recorded sessions (and/or training resources/knowledge materials) for capacity building of community leaders, considering both distant and participatory methods.
4. All contents of this assignment must be in Bangla.

Budget limit

Maximum 400,000BDT (Four hundred thousand BDT only)

TimeLine

The consultant should include a timetable of activities (Technical Section) with date. The consultant is expected to begin the assignment immediately after agreement signing and complete the assignment within 15 working days. TROSA expects to start the assignment on an urgent basis.

Key Qualification for Consultant/ consultancy firm

  • The consultant/ firm should be able to demonstrate deep understanding of rights-based approach, fisheries management system of Bangladesh and inclusive fisheries governance concepts.
  • The consultant/ firm should be able to demonstrate experience of working with Bangladeshi grassroots marginalized community, particularly in the area of training and capacity development including distance learnings considering COVID-19 situation.
  • The consultant/firm should have good understanding of feminist principles, safe programming and gender mainstreaming.
  • The consultant/ firm should be able to demonstrate enough human resource and supports required for delivering the assignment on time with due quality
  • Inclusion of young professionals and women in the team will be considered as an added value to the proposal
  • Must have legal permission to work in Bangladesh.

Application Procedure

Interested individual consultant or a firm must submit technical and financial proposal based on the terms of reference above clearly marked “Capacity building programme development on participatory fisheries management and inclusive fisheries governance.. The package should include:

  • Expression of interest
  • Technical proposal with clear timeline
  • Maximum 3 pager CV(s) of team members demonstrating relevant experience and academic training
  • Financial proposal (in separate file) clearly distinguishing between fees and reimbursable costs (inclusive of all applicable taxes). The financial proposal must include detailed budget lines with defined units, unit numbers, unit rates and sub-totals for each budget lines and any remarks required to clarify the basis of calculation.
  • Sample of previous similar work with contact details of client
  • Provide name and contact details of at least 2 referees who can vouch for the consultant’s previous similar work
  • Tax Identification number and other legal documents (i.e. license/registration/work-permit etc)

Mode of Payment

a. All payment will be made through A/C payee cheque or bank transfer

  • b. Vat & Tax will be deducted at source
  • c. The payment will be made only after formal acceptance of deliverables
  • d. Inability to comply with the works as per agreed timeline and quality will cause penalty from the payment. The penalty will be proportionate to the level of undelivered work. 

Evaluation Criteria

The award of the contract shall be made to the consultant who has received the highest score out of pre-determined technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 40 points in the technical proposal will be considered for the final evaluation.
