Project Brief:
The project aims to strengthen community-based human-elephant conflict mitigation by mobilizing a number of Elephant Response Teams, maintaining and constructing Elephant Monitoring Watchtowers in the select Rohingya camps in Ukhiya and Teknaf upazila of Cox’s Bazar. It will also support wildlife rescue operations, youth environmental engagement, and expand beehive fencing with farmer training in select host community areas.
Part I: Job Statement
The Field Officer will be responsible for overseeing the regular activities of Elephant Response Teams (ERT) and Youth Environmental Teams (YET) from the Rohingya community and provide required technical and operational support. In addition, this position will be also responsible for capacity building support to the above-mentioned teams while keeping regular coordination with camp management authorities and other relevant sectors/actors communicating updates on the interventions and ensuring required support to the ERTs and YETs.
Part II: Job Responsibilities and Tasks
A. Key Activities:
- Maintain regular communication with Elephant Response Team (ERT) members for mitigating human-elephant conflict (HEC), diverting elephant raids, and coordinating wildlife rescue, release, and handover to relevant stakeholders as required.
- Organize and facilitate capacity-building activities for ERTs, ensuring their effective engagement in line with the agreed Code of Conduct.
- Maintain and update databases of ERTs, Youth Environmental Teams (YETs), HEC incidents/diverted raids, wildlife rescues and releases, as well as salary distributions to ERT members.
- Serve as the Environment Sector focal point for CNRS in designated refugee camps, ensuring effective communication and coordination with multi-sectoral stakeholders.
- Lead monthly progress data collection from camp focal points, compile reports, and input data into Monitoring System in line with reporting indicators.
- Coordinate with team members to establish, train, and engage youth environmental club members. Organize community awareness and capacity development activities, ensuring effective youth participation in environmental rehabilitation.
- Support the Project Manager and Programme Officer in designing Elephant Watch Towers (EWTs), installing watch towers, trip alarms, and road signs (signboards, billboards, flags, etc.) in and around camp areas, as part of HEC mitigation in line with the CNRS, UNHCR, and RRRC guidelines.
- Assist in providing and inspecting logistics for ERTs (e.g., high-powered searchlights, hand mics, whistles, torches, umbrellas, and solar panels), ensuring proper utilization and maintenance.
- Support the organization of project events involving persons of concern and stakeholders (e.g., meetings, workshops, training sessions, knowledge-sharing, and promotional events) in Cox’s Bazar and other locations.
- Support project team members in preparing project documents and reports, including donor reports, event reports, case studies, best practices, fact sheets, and web stories.
- Collect information on the impacts, lessons learned, and challenges of HEC mitigation measures implemented in and around the camps.
- Assist project team members, consultants, UNHCR, RRRC, and the organization’s programme development unit in project design and development.
- Ensure compliance with the CNRS and UNHCR policies and mandates, as outlined in the Project Partnership Agreement (PPA), across all project activities.
- To perform any other related duties or responsibilities when assigned by the organization/ project management.
Part III: Required Qualifications and Competencies
Academic Qualifications:
- Honors/Master’s degree in Environmental Science/Forestry/ any other relevant discipline.
Experiences:
- A minimum of three years of professional experience in the relevant field is required. Additional consideration and value will be given to candidates with experience working in the context of Rohingya Camps. Exemptions are allowed for candidates with extraordinary academic achievements.

Salary: BDT 72,000/Month (inclusive all)
