Position Title: Partnership Compliance Specialist. 

Department: Partnership

Reports To: Senior Manager of Partnership and dotted to Head of Finance

Job Grade: Contractual. 1 year from date of joining.

Contract Type: Fixed-Term (Consultancy)

Job Purpose: To strengthen the compliances for partners in line with the finance and procurement process. Oversight of high-risk partners in line with Compassion International Bangladesh (CIB) policies. The Partnership Compliance Specialist will ensure sound policy compliance, financial and procurement practices, risk mitigation, policy and provide strategic guidance to improve the overall accountability and stewardship of partner operations.

Core Responsibilities:

  1. Policy compliance Oversight: Ensure compliance with CI policy, Partners’ - HR, Finance, Procurement, conflict of interest, Child protection policy, AML/CFT Act/Guideline, NGOAB, VAT, TAX, and government rule and regulations. Oversee timely and accurate reporting to both internal and external stakeholders. Track compliance gaps and support corrective action planning. Ensure the proper financial management of assigned partners according to Compassion International policies and guidelines with link of CIB-Finance department. Review and verify financial reports, disbursement requests, and fund utilization. Ensure budgetary control and fund management aligned with approved allocations. Provide hands-on support during audits and financial reviews. Ensure and Monitor procurement processes with link of CIB- Business Support department (Vendor enlistment, quotation process, bid-summary process, Screening & preserve process and payment process and fraud stop awareness process) of high-risk partners to ensure transparency, value for money, and compliance with CI/CIB procurement policy. Advise and support partners on procurement best practices. Review and assess documentation including bids, comparative statements, and purchase approvals.
  2. Risk Management & Internal Control: Identify potential financial and operational risks and propose mitigating controls. Support implementation of internal controls to minimize fraud, misuse, and misreporting. - Conduct periodic risk assessments and recommend corrective actions.
  3. Capacity Building & Advisory Support: Deliver tailored training and mentoring to finance staff and partners on finance, compliance, and reporting. - Provide technical advice to strengthen internal finance systems and processes at the partner level. - Develop learning tools and job aids to enhance understanding and practice.
  4. Ethical Leadership & Stewardship: Demonstrate integrity, transparency, and accountability in all activities. - Promote a culture of ethical behavior, stewardship, and servant leadership. - Encourage partners to uphold CI’s values and code of conduct.
  5. Strategic Reporting: Provide periodic updates and strategic reports to the National Leadership Team (NLT). - Analyze data and highlight key issues, risks, and opportunities. - Recommend action plans and contribute to strategic planning.

Qualifications: - Bachelor’s or master’s degree in accounting, Finance, or related discipline. Minimum one professional qualification preferred relevant to this position. - Minimum 5 years of experience in NGO finance or Partner management, with at least 3 years in Mid senior finance oversight roles. - Strong understanding of Bangladesh NGOAB requirements, VAT & Tax laws. - Proven experience with financial systems, procurement oversight, and internal controls.

Working Conditions: - Based in CIB National Office, Dhaka, with 70% travel across Bangladesh.
