Data and MIS Specialist

Background:

The Advancing Universal Health Coverage (AUHC) Activity, implemented by Chemonics International, is USAID-funded health initiative to assist the goals of the Government of Bangladesh to significantly expand access to safe, affordable and quality health services, while increasing financial protection for the poor. Specific project objectives are:

  • Develop and implement a program to transform the Smiling Sun Network into a centrally managed, sustainable private social enterprise 
  • Adopt proven innovative approaches to create new strategies to expand access to and uptake of essential service packages 
  • Develop and implement sustainable financial systems to facilitate expanded coverage and ensure equitable access to health services 
  • Improve the quality of care 
  • Improve program strategies drawn from lessons learned (crosscutting)

Purpose:

Over the next year, the AUHC project will transition the management of 399 Surjer Hashi Network (SHN) clinics that are currently being managed by 25 NGOs to a newly formed social enterprise. To prepare for this transition, and through-out the life of the project, there are assessments, research studies and other activities that will generate a significant amount of data and information. This data will be used to inform this transition as well as guide SHN programmatically. The Data and MIS Specialist will work across the AUHC technical teams to assist with structuring assessment activities so that information is collected, codified, and stored in a way that it is easily retrievable and can be presented in the most informative way. This includes but is not limited to developing a data management plan for each activity, advising on the best database platform(s) to use given the nature of the activity and the potential information dissemination requirements. The network has been practicing an Access based database with 4.2 million service statistics every month. The Data and MIS Specialist will reconcile the existing reporting system with AUHC project requirements in terms of M&E data. S/He will build on the existing database management system practiced at network NGO and clinic levels and design a robust system that will enable compiling 399 clinic indicators data. In addition, the Data and MIS Specialist will perform the desk review of the M&E data and help triangulating them from different sources. This position will report to the AUHC Director of Monitoring, Evaluation, Learning and Research (MERL).

Principal Duties and Responsibilities

  • Taking the lead in developing data management plans for all AUHC research, and assessment activities;
  • Analyze the AUHC project data requirements reviewing the PMP and reconciling the PMP with existing project indicators reporting system;
  • Manage a user-friendly database management system at AUHC/SHN to manage the indicators reporting from NGO and clinic level;
  • Provide business intelligence in the existing systems to be more effective;
  • Working with the AUHC Training Manager to develop an AUHC training database;
  • When required, participate in data quality checks on certain AUHC research, survey and assessment activities;
  • Provide input to AUHC progress reports, work plans and other deliverables as required; 
  • Provide specific information from the database as requested by AUHC Team; and 
  • Other duties as assigned by the MERL Director.

Qualifications

  • Master’s degree in information systems and management, statistics, or another relevant field.
  • At least five years professional experience in data management, developing and managing databases for diverse audiences with various information needs. 
  • Knowledge of health service delivery in Bangladesh and familiarity with USAID data requirements preferred. 
  • Experience with both back end and front-end computer language for application development to collect real-time data. 
  • Knowledge on the health information management systems in Bangladesh particularly the DHIS2.
  • Advanced computer skills in a Windows based environment, including the Microsoft Office Suite including knowledge of SharePoint and Access Web Apps/SQL Azure databases.
  • Proven ability to design and manage user friendly Access databases including self-executable database. 
  • Ability to use Power Pivot data modelling, Power View visualization, and Power Map.
  • Excellent communication skills, the ability to coordinate across teams, flexibility, and ability to multitask.
  • Bilingual in English and Bangla.
  • Good analytical ability and writing skills.

Location of Assignment: The location of this assignment is Dhaka, Bangladesh with intermittent travel to the SHN clinics.
