Sub Award Assistant

Job summary

USAID funded Higher Secondary Education Activity (HSEA), implemented by the Chemonics International Inc, will support the Ministry of Education’s DSHE, its higher secondary teacher training institutes, and the National Academy for Educational Management (NAEM) to improve the quality of HSE teaching. The project’s objectives are 1) Teachers’ instructional and management skills enhanced 2) Leadership and supervision capacity of principals and education officers strengthened 3) Coordinated and harmonized training for teachers/principals/education officers introduced in HSE.

Principal Duties and Responsibilities (Essential Functions)

  • Reporting to the Innovation Fund and Sub-Award Manager, providing administrative and project management support for grants implementation.
  • Assisting the Innovation Fund and Sub-Award Manager in ensuring compliance with USAID regulations and Chemonics policies in all procedures.
  • Coordinating the grants application process, including organizing review panels, communicating with applicants, maintaining updated activity files, and supporting pre-award due diligence and other compliance requirements.
  • Reviewing sub-grant applications, deliverables (with technical point persons), and financial reports for quality, accuracy, contractual consistency, and compliance with USAID regulations and Chemonics policies.
  • Conducting reviews of sub-recipient advances and invoices.
  • Checking monthly supporting documents and uploading them to SharePoint, as directed by the Innovation Fund and Sub-Award Manager.
  • Following up with grantees/sub-recipients to ensure timely submission of deliverables.
  • Maintaining an updated payment and grants tracker.
  • Tracking sub-recipient expenditures against budgets and deliverables against agreements.
  • Collaborating with technical team members to ensure timely review and approval of deliverables.
  • Supporting monthly/quarterly data verification activities as required.
  • Keeping grants and subcontracts files updated and organized using Chemonics’ grant file checklist.
  • Providing general support to the Sub-Award Manager in managing sub-awards, including responding to queries and troubleshooting issues.
  • Completing other tasks assigned by project leadership.

Required skills and qualifications

  • A minimum of three (3) years of experience in development funds and grants management and/or project management. Knowledge of donor regulations, particularly USAID, is preferred.
  •  Bachelor’s degree or equivalent in business administration, accounting, management, or a related field.
  • Fluent in both written and spoken Bengali, with strong written and spoken proficiency in English.
  •  Excellent organizational, management, and administrative abilities, with a proven capacity to handle multipltasks efficiently and meet deadlines.

Location of Assignment
 
The location of assignment is Dhaka, Bangladesh.

 Period of Performance:

This is a long-term position for one year, with the possibility of extension.
