Subcontractor Voucher Examination Services

Dear Sir or Madam,

Chemonics International Inc.’s Liaison Office in Bangladesh (hereinafter referred to as “Chemonics”) is issuing a Request for Proposals (RFP) for the provision of subcontractor voucher examination services. The attached RFP contains all the necessary information for interested Offerors.

Chemonics, registered and operating as a liaison office in Bangladesh, is implementing the United States Agency for International Development’s (USAID) Advancing Universal Health Coverage (AUHC) project under Contract No. AID-388-C-17-00001. The AUHC project is a USAID-funded health initiative to assist the goals of the Government of Bangladesh to significantly expand access to safe, affordable and quality health services, while increasing financial protection, particularly of the poor, in support of the Government of Bangladesh’s National Health Care Financing Strategy (2012-2032), under which universal health coverage is a key priority.

An integral part of AUHC is overseeing the cost-reimbursable subcontract of local social enterprise Surjer Hashi Network (SHN) for the provision of health care services in 134 clinics. Each month under the subcontract, SHN submits invoices for payment of clinic management services which include payroll for approximately 2,400 employees and clinic operating costs for 134 clinics. Processing these invoices, and the examination of backup documentation for expenses claimed thereon, is extremely labor intensive and outside the resource capacity of AUHC’s current grants and subcontracts team to accomplish within a reasonable amount of time to effect payment to SHN and ensure it has adequate cash flow. Therefore, Chemonics is soliciting proposals for the provision of this voucher examination service to assist in the timely payment of invoices.

Companies or organizations should indicate their interest in submitting a proposal for the anticipated subcontract by sending an email indicating their intention to Procurement Specialist Md. Ashraful Islam at mdislam@auhcproject.org, copying procurement@auhcproject.org by 5:00pm on March 07, 2021.

Chemonics realizes that Offerors may have additional questions after reading this RFP. Interested Offerors can submit their questions to Mr. Ashraful according to the instructions in Section I.1.6 of the RFP.

This RFP does not obligate Chemonics to execute a subcontract nor does it commit Chemonics to pay any costs incurred in the preparation and submission of the proposals. Furthermore, Chemonics reserves the right to reject any and all offers, if such action is considered to be in the best interest of Chemonics.
