The Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which the U.S. Government procures and delivers life-saving health commodities and provides operational support to improve the management of the partner countries’ supply chain. In Bangladesh, the purpose of this Activity is to improve supply chain systems for commodity security, logistics, and regulation at all levels of the public health system—from national to subnational—to ensure that lifesaving health commodities are consistently available to healthcare providers and patients when and where they are needed and used appropriately to improve health outcomes.

Purpose

The Commodity Procurement and Logistics Advisor will provide technical support to MOHFW, especially the DGHS, the Department of State, and other relevant stakeholders in the developing health product requirements across identified health areas, including maternal and child health, nutrition, and emergency response. As a part of that work, the GHSC-PSM project will develop capacity of Government counterparts in estimation of products requirements and gap analysis. The Commodity Procurement and Logistics Advisor, in collaboration with other advisors, will develop health product procurements to promote uninterrupted access to health service delivery under the direction of the Deputy Country Director or his/her designate.

Principal Duties and Responsibilities (Essential Functions)

  • Manage the procurement process for health commodities– from order development  to final delivery with the support of GHSC-PSM Global Supply Chain (GSC), Commodity Security and Deliver/Return teams.
  • Use GHSC-PSM’s online ordering portal, ARTMIS, to order and manage commodity procurements.
  • Track incoming shipments, obtain necessary waivers for importation, review shipping and importation documentation for completeness and accuracy, and confirm arrival of the right quantity and quality of delivered consignments including Proof of Delivery (POD).
  • Assist the Deliver/Return team with tracking and facilitating the pre-clearance/clearance process; work closely with the Government of Bangladesh to facilitate customs clearance and exemptions of importation duties.
  • Maintain auditable records for all field office managed procured items, including approved supply plans and supporting documentation.  
  • Investigate, provide progress reports and resolve post-order incidents relating to commodity recalls and other quality assurance issues.
  • Ensure the highest level of honesty, integrity, openness and transparency in administering the award processes and procedures.
  • Report any concerns or issues, whether verified or not, to senior management through supervisor.
  • Assist with the development of project work plans and with monitoring progress against the work plan deliverables, including reporting requirements and performance management reports.
  • Assist in identifying opportunities and coordinating project work with other partners on commodity management issues or other relevant areas. Perform other duties as required or assigned. 

Qualifications

  • A bachelor’s degree in public health, supply chain management, procurement, or related field.
  • Five years’ relevant experience in procurement of goods and services with International Non Governmental Organizations, especially in the health sector preferred.
  • Experience engaging with local and international vendors on procurement of goods and services Required
  • Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point) required
  • Knowledge of procurement using ERP systems is required
  • Familiarity with USAID or U.S. government-funded project reporting requirements preferred.
  • Strong analytical, communication, and stakeholder engagement skills.
  • Demonstrated ability to assess priorities, manage various activities in a time-sensitive environment, and meet deadlines with attention to detail and quality.
  • Demonstrated leadership, versatility, and integrity.
  • Excellent interpersonal, written, and verbal communication skills in English required.
