Background

Chemonics is recognized for its leadership in supply chain management and deep experience managing projects that improve the availability of health commodities and strengthen national pharmaceutical supply chain systems.
The Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which the U.S. Government procures and delivers life-saving health commodities and provides operational support to improve the management of the partner countries’ supply chain. In Bangladesh, the purpose of this Activity is to improve supply chain systems for commodity security, logistics, and regulation at all levels of the public health system—from national to subnational—to ensure that lifesaving health commodities are consistently available to healthcare providers and patients when and where they are needed and used appropriately to improve health outcomes.
Purpose
The M&E Advisor will be responsible for designing and implementing Country Monitoring and Evaluation Plan (CMEP) and designing and populating the project’s M&E system. S/he will work with technical staff to ensure timely and consistent data collection and develop databases and spreadsheets to ensure data is readily available. S/he will train staff and selected partners on M&E system operations and collection methods, as well as collate information from technical staff and partners to update the system. S/he will perform data analyses and/or create graphics to inform reporting requirements and project communications products. S/he will also plan for and supervise intermittent impact assessments, collect and disseminate lessons learned, and share successes during project implementation.
Principal Duties and Responsibilities (Essential Functions).
Set up the M&E system
- Review the GHSC-PSM contract and other background documentation - such as the client’s strategic objectives, results framework, IDIQ M&E Plan (or performance monitoring plan) and country strategy - to understand how the project helps to achieve the client’s goals.
- Support the development of the Country Monitoring and Evaluation Plan (CMEP), to guide performance tracking, adaptive management, and evidence-based decision making.
- Ensure the country director and project staff understand the importance of monitoring and evaluation and the use of information to affirm, realign, or more generally, inform project implementation.
- Design and share databases and spreadsheets as well as formats for reporting information.
Implement the project’s approved CMEP
- Organize the collection of data in accordance with the CMEP and GHSC-PSM standard operating procedures for required indicators.
- Submit quarterly data on all GHSC-PSM indicators in the CMEP as requested by GHSC-PSM HQ.
- Ensure data quality and integrity by periodically conducting field visits and spot checks to verify data, and investigate any data anomalies.
- Identify and track any sources of information, outside of the approved CMEP, that can and should be integrated into the M&E system to help better manage project implementation (e.g. any work that may generate data or information that could be incorporated into the system).
- Conduct periodic training in M&E procedures for project staff, stakeholders, and/or partners. Share information to help them monitor the progress of their work and use the data for strategic decision-making.
- Maintain the M&E system, periodically evaluate its effectiveness, and adjust as necessary to provide the project with accurate and useful data.
Communicate M&E information
- Compile and analyze relevant data to demonstrate project progress for contractual reports, including quarterly and annual reports and/or presentations.
- Provide M&E data to USG and MOHFW counterparts as requested and in a timely manner.
- Systematically and regularly communicate progress against targets to project staff.
- Collect and disseminate lessons learned and best practices to internal and external stakeholders, as appropriate.
- Perform other duties as required or assigned.
Qualifications
- Bachelor’s degree in a relevant field; post-graduate degree in relevant field preferred.
- Minimum of 5 years of relevant work experience designing and coordinating large-scale M&E systems.
- Relevant experience specifically related to M&E of supply chains and public health.
- Demonstrated experience and familiarity with behavioral surveys, qualitative and quantitative research methods, data analysis, sampling techniques, and establishing M&E systems in developing countries.
- Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point) required.
- Familiarity with USAID or U.S. government-funded project reporting requirements preferred.
- Experience with PowerBi and survey software (ODK, SurveyCTO, CommCare, Dimagi, etc) a plus.
- Demonstrated ability to assess priorities, manage various activities in a time-sensitive environment, and meet deadlines with attention to detail and quality.
- Demonstrated leadership, versatility, and integrity.
- Excellent interpersonal, written, and verbal communication skills in English required.
