Background

Chemonics is recognized for its leadership in supply chain management and deep experience managing projects that improve the availability of health commodities and strengthen national pharmaceutical supply chain systems.
The Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which the U.S. Government procures and delivers life-saving health commodities and provides operational support to improve the management of the partner countries’ supply chain. In Bangladesh, the purpose of this Activity is to improve supply chain systems for commodity security, logistics, and regulation at all levels of the public health system—from national to subnational—to ensure that lifesaving health commodities are consistently available to healthcare providers and patients when and where they are needed and used appropriately to improve health outcomes.
Purpose
The MIS Advisor is responsible for leading the project’s support to the Government of Bangladesh (GoB) in improving supply chain transparency and integration across health programs. The Advisor will provide technical support, along with facilitating coordination among the GoB, US Embassy in Bangladesh, and other foreign assistance programs operating in the sector.
Principal Duties and Responsibilities (Essential Functions)
- Assist with the management of MIS operational strengthening to support the GHSC-PSM in Bangladesh project.
- Assist with software solutions to strengthen availability of information to support decision making.
- Assist with the development and implementation of training programs to improve use and analysis of available data.
- Support development and implementation of an approach to integrate different GoB supply chain information systems.
- Develop a digital supply chain roadmap in consultation with project leadership, GHSC-PSM home office, GoB, and the US Embassy in Bangladesh.
- Develop data-driven tools and dashboards to optimize supply chain operations
- Facilitate national and local supply chain coordination mechanisms through regular meetings and documented protocols.
- Assist in identifying technologies, functionality, and hardware essential to ensure continuous critical operations and interoperability.
- Assist with the development of project work plans and with monitoring progress against the work plan deliverables, including reporting requirements and performance management reports.
- Assist in identifying opportunities and coordinating project work with other partners on commodity management issues or other relevant areas.
- Perform other duties as required or assigned.
Qualifications
- Bachelor’s degree in a relevant field; post-graduate degree in relevant field preferred.
- Minimum of 5 years of relevant work experience in management information systems required
- Relevant information technology certifications related to MIS and/or systems strengthening activities along with a baseline understanding of best practices in project management preferred.
- Demonstrated knowledge of supply chain management, logistics systems, data warehousing, business intelligence, and data visualization considerations preferred.
- Computer literacy with demonstrated use of word processing, database and presentation software (Word, Excel, Power Point). Experience with LMIS platforms and data systems.
- History of actively participating alongside a large high-performing team of IT professionals to suggest and implement workable solutions.
- Familiarity with USAID or U.S. government-funded project reporting requirements preferred.
- Proven ability to work collaboratively with host-country officials, donors, and other key stakeholders.
- Demonstrated ability to assess priorities, manage various activities in a time-sensitive environment, and meet deadlines with attention to detail and quality.
- Demonstrated leadership, versatility, and integrity.
- Excellent interpersonal, written, and verbal communication skills in English required.
