A. Position Title: Project Communications Consultant

B. Classification: Local

C. Position background:

The Advancing Universal Health Coverage (AUHC) Project is a USAID-funded health initiative to assist the Government of Bangladesh to achieve its goals to significantly expand access to safe, affordable, and quality health services, while increasing financial protection for the poor. Specific project objectives are:

  • Develop and implement a program to transform the Smiling Sun Network into a centrally managed, sustainable private social enterprise;
  • Adopt proven innovative approaches to create new strategies to expand access to and uptake of essential service packages;
  • Develop and implement sustainable financial systems to facilitate expanded coverage and ensure equitable access to health services;
  • Improve the quality of care; and
  • Improve program strategies drawn from lessons learned (crosscutting).

AUHC requires a consultant to implement a comprehensive project communications agenda to effectively showcase project outcomes and impacts to internal and external audiences. This role requires an expert understanding USAID communication and branding policies with knowledge of multiple communications media, including newsletters, success stories, learning brief, periodic reports, and social media campaigns. The consultant will support the project’s Monitoring, Evaluation, Research, and Learning department to craft clear and consistent themes that can be incorporated into AUHC’s broad suite of communications and reporting products.

D. Tasks:

  • Review AUHC’s existing communications approach and ensures project communications are aligned with USAID communication frameworks highlighting major communications themes, types of outreach products, outlets for sharing project successes;
  • Develop and roll out a strategy for implementing those recommendations to create holistic messaging among the project’s five principle implementation areas. This should include outreach to internal stakeholders, beneficiary organizations and communities, the Government of Bangladesh, Bangladeshi private sector, and USAID audiences;
  • Build on AUHC’s strong linkages with the partner organizations to capture regular stories and lessons from the implementation areas;
  • Update existing project communications materials (project summaries, PowerPoint decks, reporting templates, etc.) to better reflect the current state of the project;
  • Assist project leadership in messaging project successes and
    impacts to these different audiences through print products, social media, video, and VIP field visits, as appropriate;
  • Support the MERL team with required communication materials and event management expertise to organize the project learning seminar and close-out event.
  • Analyzing USAID and SHN’s social media pages to ensure project results are showcased and reached to a wider audience; and
  • Support the MERL team in drafting the project’s Final Report.

E. Qualifications of Consultant:

  • Minimum of five years of directly relevant experience;
  • A demonstrated portfolio of communications products across multiple media that demonstrate the ability to synthesize complex concepts into a holistic communications campaign that is accessible to non-experts;
  • Direct experience with donor projects, especially USAID-funded projects, is a significant plus;
  • Fluency in English and Bangla, written and spoken.

The candidate should also include a writing sample or portfolio of illustrative works as part of their application.

F. Expected deliverables:

  • Working with AUHC leadership, develop a detailed review of existing project communications products and strategies. This review will incorporate recommendations for updated communications themes, products, and campaigns that can be implemented to improve project outreach in line with USAID communications policy.
  • At least 2 Success Stories (or lessons learned) developed each month in an established USAID format.
  • Create at least 8 social media posts per month that can be posted through accounts associated with AUHC, SHN, GH and USAID with client approval;
  • A library of at least 100 professional-quality photographs that visually showcase project communications themes;
  • Development of briefing materials and talking points for project leadership, VIP presenters, and USAID counterparts, as needed;
  • A working draft of the AUHC project’s scrap book, learning series, and final report; and
  • Other communications products to support project outreach goals, as needed.

F. Duration and expected level of effort (LOE)

The expected LOE associated with this is assignment is 172 days beginning on/about February 1, 2022 and concluding on/about September 29, 2022.

G. Location

The duty post for this assignment is Dhaka, Bangladesh

H. Supervision and reporting

The consultant will report to the Director of Monitoring, Evaluation, Research, and Learning of the AUHC project
