Technical Advisor- CLA, Communications and Advocacy: Scope of Work
A. Background
USAID’s AUHC activity has transformed the NGO managed Surjer Hashi clinics network into a private social enterprise, and has placed it on a solid pathway to becoming a stronger organization, steadily growing its revenue and customer base, and continuing to improve quality of services offered to its clients. Recognizing that Surjer Hashi Network (SHN) would greatly benefit from one additional year of support, AUHC is implementing a new performance-based agreement with SHN with the goal of incentivizing SHN to accelerate revenue growth and financial performance, diversify funding sources, and strengthen systems for continuous quality improvement of the clinical services. In year 6, AUHC will be responsible for verification and validation of SHN’s performance against a set of agreed upon milestones for award of payments. Simultaneously, the project will provide targeted capacity building support to SHN in developing and implementing the company’s revenue growth, fundraising and resource mobilization strategies. In addition to providing strategic and advisory support for revenue growth and resource mobilization, AUHC will extend marketing communications and branding support to assess and strengthen SHN’s brand awareness and value propositions for client acquisition and retention. Finally, there will be a close focus on increased utilization and enhanced quality of care, that are intrinsically linked to higher revenue performance and growth of the enterprise. AUHC’s technical assistance will be focused on systemic changes through implementation of a QMS (quality management system) in the network.
B. Specific Tasks/Responsibilities
The Technical Advisor - CLA (collaborating, learning, and adapting), Communications and Advocacy leads AUHC’s knowledge capitalization, communications, and reporting, including online and social-media presence and stakeholder engagement. The technical advisor steers AUHC’s learning agenda, engages with relevant stakeholders for learning dissemination, and provides support and oversight to all communications-related work. This person will also be responsible for coordinating, and providing input, in the development of AUHC deliverables such as the work plan, quarterly reports, success stories, among others. Overarching responsibility to ensure that all public awareness and communications products are of the highest quality and are consistent with AUHC’s results, and adhere to USAID and Chemonics’ policies, including the branding and marking plan. Specific illustrative tasks include but are not limited to:
- Apply USAID’s branding and marking regulations and other communication guidelines to AUHC activities and its materials as agreed with USAID and the COP. Advise project staff and counterparts/partners on appropriate use of branding.
- Support the Surjer Hashi Network (SHN) in developing and improving their communications strategies, including public outreach and advocacy activities.
- Collaborate closely with an advertising/marketing firm to implement marketing communications/branding initiatives for the Surjer Hashi Network.
- Lead the development of communications and outreach products that are fact-based, people-focused and highlight impact of the project as much as possible, including:
- Preparation blog posts and success stories making use of the
various USAID formats for telling stories – Success Story (Snapshot), Case Study, First Person, Photo and Caption, Before and After.
- Develop short simple video products highlighting successful activities, approaches, or initiatives.
- Design and develop other materials as required, project one-pagers, videos, brochures, posters, etc.
- Develop press releases and assist with the development of project presentations as required.
- Assist with the development of materials for specific AUHC workshops or conferences.
- Support USAID’s Collaborating, Learning, and Adapting (CLA) agenda by promoting the capture and sharing of lessons learned, new innovations and best practices and participating in periodic meetings with USAID and government partners;
- Manage complex, fast-moving, and unexpected communications challenges, including crisis/disaster response issues.
- Internal communications and record-keeping
- Implement knowledge management plan for all knowledge products developed by AUHC and partners; i.e. facilitate access to USAID for review, make them available to relevant practitioners through USAID’s Development Experience Clearinghouse (DEC) website - https://dec.usaid.gov/dec/home/Default.aspx, and others dissemination and use channels.
- Provide quality assurance, guidance, and oversight to the production of AUHC publications and media materials, including all print, photo, and video materials.
- Ensure proper cataloguing of project photographs and video clips – selecting best quality photos/videos (as per the Chemonics Photo Guide) and removing those that do not serve project purposes (can keep backup of all lesser quality photos/videos on external hard drive) Maintain records of all AUHC activities featured in the media (implemented either directly by AUHC or by partners – particularly SHN and GreenHill). Share media coverage with COP (and DCOP, Operations Manager) so that USAID can be informed in a timely way.
- Progress Reports (Quarterly, Annual, Final)
- Assist the technical leads, DCOP and COP as requested in compiling sections from the various writers, writing sections of progress reports, formatting, selecting photographs, writing captions, textboxes etc.
- Translations / Interpreting
- The Technical Advisor may be required to assist with translations of project documents from Bangla to English and vice versa. Interpreting may also be needed for AUHC meetings or events.
- Travel
- Travel outside of Dhaka will be required to monitor project activities and gather information for communications products.
C. Qualifications
The Communications and Advocacy Specialist shall have the following qualifications:
- Degree in communications, journalism, international development, or related field
- Minimum 6 years’ experience including managing communications for broad audience of stakeholders or USAID program communications
- Familiarity with USAID’s CLA approach
- Excellent communications skills
- Excellent working capabilities with MS Office
- Good interpersonal skills, honesty, and commitment to excellence
- Demonstrates leadership, versatility, and integrity
- Fluent in Bangla and English – with strong ability to write in English. Proficiency in languages spoken in Bangladesh is a plus.
D. Period of Performance
This a long-term position for one year, with possibility for extension or transfer to another Chemonics project.
E. Location of Assignment
Bangladesh
F. Supervision and Reporting
The Technical Advisor- CLA, Comms and Advocacy will report directly to the COP, or their designee.
