Senior Analyst, Business Performance: Scope of Work

Overview

USAID’s AUHC activity has transformed the NGO managed Surjer Hashi clinics network into a private social enterprise, and has placed it on a solid pathway to becoming a stronger organization, steadily growing its revenue and customer base, and continuing to improve quality of services offered to its clients. Recognizing that SHN would greatly benefit from one additional year of support, USAID decided to introduce a performance-based payment mechanism through extension of the AUHC activity into year 6. The purpose of the new support mechanism is to incentivize SHN to accelerate revenue growth and cost recovery performance, diversify funding sources and strengthen systems for continuous quality improvement of the clinical services. In year 6, AUHC will implement a fixed price sub-contract with SHN based on agreed upon milestones and payment terms (see Annex: X for the list of milestones, details of payment and verification of the milestones). AUHC will be responsible for verification and validation of SHN’s performance against the milestones for award of payments. Simultaneously, we will provide targeted capacity building support to SHN in developing and implementing the company’s revenue growth, fundraising and resource mobilization strategies. In addition to providing strategic and advisory support for revenue growth and resource mobilization, AUHC will extend marketing communications and branding support to assess and strengthen SHN’s brand awareness and value propositions for client acquisition and retention. Last but not the least, there will be an obvious focus on increased utilization and enhanced quality of care, that are intrinsically linked to higher revenue performance and growth of the enterprise. AUHC’s technical assistance will be focused on systemic changes through implementation of a QMS (quality management system) in the network.

Responsibilities

The role of senior analyst, business performance is to support AUHC’s verification of SHN’s quarterly performance in select milestones related to its cost recovery performance, including revenue growth and other network/business model strengthening initiatives. Related to achievement of these milestones, the senior analyst will support SHN’s business planning, and elaboration of strategic initiatives by providing insights and analysis based on data and evidence. Detailed scope of work for the senior analyst follow:

  1. Under the leadership of the Deputy Chief of Party (DCOP) of the project, work in a team with M&E and technical experts to develop detailed methodologies for verification of SHN’s performance against the sub-contract milestones.
  2. Support development of ToRs for consultants and third-party service providers to provide technical assistance and also to verify SHN’s performance against milestones related to financial and organizational sustainability.
  1. Assist consultant(s) to facilitate technical discussions, including business planning for SHN, by providing demand driven data and analysis in a timely manner.
  2.  Review SHN’s quarterly reports and provide timely feedback and analysis of business performance reports and data.
  3. Facilitate third party verification/validation of SHN’s performance against financial and organizational sustainability related milestones.
  4. Provide support with data, analysis, and insights for periodic review of SHN’s financial and organizational sustainability
  5. Conduct technical discussion meetings, make presentations to stakeholders, including SHN management and board and USAID.
  6. Provide input to AUHC progress reports, work plans and other deliverables as required
  7. Contribute to the project’s overall learning agenda 
  8. Other duties as assigned by the Supervisor

Qualifications

  1. The candidate will hold an advanced degree in business administration, marketing, law, finance, public health, or another relevant field;
  2. Minimum of 08 years of relevant experience, including large data management, analysis, forecasting, and tracking business performance against measurable indicators;
  3. Experience in business development and revenue generation, such as management/strategic consulting,
  4. Experience working with donors, governments, or NGOs in international development finance or a related field;
  5. Experience of living and working in a low \-income or lower-middle income country is highly desirable;
  6. Strong quantitative skills, proficiency in Stata or another statistics software is desirable;
  7. Fluent command of English and Bengali;

Skills and Competencies

  1. Ability to communicate effectively using data, including fluency in representation of data using graphs, charts, and other forms of visuals;
  2. Creative technical approach that pushes boundaries with an understanding of how to navigate relationships and advocate for bold ideas that challenge conventional wisdom within complex environments;
  3. Strong skills in managing client expectations and delivering to meet client needs;
  4. Ability to represent AUHC convincingly and credibly;
  5. Strong interpersonal and communication skills with the ability to effectively collaborate with team members in a multi-cultural environment, and based in various locations;
  6. Ability to prepare high-quality technical reports, policy briefing materials and presentations;
  7. A combination of humility and confidence. 

Reporting.

The Senior Analyst, Business Performance reports to and is directly supervised by the Chief of Party.

Location of Assignment. 

This is a full-time position based in Dhaka, Bangladesh, with periodic travel required throughout the country.
