| Summary of Purpose |
The purpose of this project is to design and execute graffiti artwork at the Recycling Business Units (RBUs) in Shiddhirganj to raise awareness about plastic recycling, waste management, and environmental sustainability. The artwork should reflect the project's impact on the community and environment, and promote the social and economic benefits of plastic recycling. |
Scope of Work of the Consultant |
The consultant will be responsible for designing and executing the graffiti artwork at the designated RBUs. This will include initial design submission, approval, and the physical execution of the artwork on-site, using eco-friendly materials. The consultant will also provide maintenance instructions for the artwork. |
Summary of Methodology |
The consultant will develop initial designs based on the project themes. After receiving feedback from CDIP, the design will be finalized. The artwork will then be executed on-site using environmentally sustainable materials. The contractor will also ensure the artwork's durability and provide guidelines for maintaining the artwork over time. |
Audience |
The target audience includes local communities, informal waste pickers, waste management professionals, local recycling shops, as well as all individuals who engage with the RBU in Shiddhirganj. |

1. Background and Context
Bangladesh Petrochemical Company Limited (BPCL), in collaboration with the Centre for Development Innovation and Practices (CDIP), is working to formalize the plastic recycling value chain in Bangladesh. As part of this effort, BPCL is setting up Recycling Business Units (RBUs) across various regions of the country, including Shiddhirganj. The goal of these RBUs is to collect, sort, and recycle plastic waste, while also improving the livelihoods of informal waste pickers and promoting environmental sustainability.
To support this initiative and raise awareness about the importance of plastic recycling, CDIP is commissioning graffiti artwork at the two RBUs. This artwork will visually communicate the core themes of the project, such as plastic waste management, recycling, environmental conservation, and community empowerment.
2. Objective
The primary objective of this ToR is to outline the requirements for hiring a third-party contractor to design and execute graffiti artworks at the Shiddhirganj RBU. The artwork should align with the project's themes and reflect the positive impact of the recycling efforts on both the environment and local communities.
3. Scope of Work
The selected contractor will be responsible for the following:
- Design and Concept Development: The contractor will create a design concept that aligns with the project’s themes of plastic recycling, environmental conservation, and community empowerment. The design should be vibrant, creative, and culturally appropriate for the local context in both Shiddhirganj.
- Review and Approval: The contractor will submit the design concept for approval by CDIP. The design must be reviewed and finalized before any work begins. Feedback from CDIP should be incorporated into the final design.
- Execution of Graffiti: Once the design is approved, the contractor will proceed with the execution of the graffiti artwork. The work will take place at the designated walls within the RBUs. The contractor will ensure that the artwork is applied neatly and professionally, using durable materials suited for outdoor conditions.
- Materials and Techniques: The contractor will use eco-friendly, long-lasting, and weather-resistant paints and materials. These materials should be suitable for large-scale outdoor artworks and comply with environmental standards.
- Completion Timeline: The contractor is expected to complete the graffiti artwork within 2 weeks from the design approval date. The work should be completed without compromising the quality of the final piece.
