Disability Rights Advocate – Terms of Reference for Consultancy

Background:

Since December 2017, CBM and the Centre for Disability in Development (CDD), have been implementing projects focused on health, protection, and rehabilitation and psychosocial in the Rohingya camps and host communities as well as providing external technical advice on inclusion of persons with disabilities in the humanitarian response.  Since the beginning of the response, CBM and CDD have worked hard to create buy in and commitment from many mainstream agencies to include persons with disabilities in their core activities. This has resulted in development of partnerships with Oxfam, Care, IOM, IFRC, UNOHCHR, UNICEF and World Vision.

The current partnership with World Vision and their implementing partners requires the CBM and CDD provide technical advice on the inclusion of persons with disabilities in water, sanitation and hygiene (WaSH) and Protection activities.  In order to provide this technical support, CDD is looking to contract a disability rights advocate who is a member of an organization of persons with disabilities (DPO) for a one-month consultancy. 

Main jobs/functions and key responsibilities:

  • In collaboration with CBM and CDD’s inclusion team, provide input into training packages on Inclusion of Persons with Disabilities in Humanitarian Action (i.e. Collection of disability disaggregated data and use of the Washington Group of Questions, Inclusion of persons with disabilities in WASH, protection and other sectors, Use of disability inclusion standards, guidelines and tools, etc.).
  • Act as a co-facilitator/resource person during trainings conducted for World Vision and partner staff on inclusive WaSH and Protection
  • In collaboration with CBM and CDD inclusion team, provide on-site technical support to World Vision and their partners to improve inclusion of persons with disabilities in their projects. 
  • Support CBM and CDD inclusion team to conduct accessibility audits of camp infrastructure and develop recommendations to improve accessibility based on national and international building standards and universal design principles.
  • Participate in the Age and Disability Task Force (ADTF) and other sector coordination meetings to provide technical input on disability inclusion

Essential knowledge, skills and behaviours required for the position:

  • Active member of an organization of persons with disabilities (DPO)
  • Lived experience of disability
  • Experience in advocacy, capacity building and delivering trainings on disability inclusion, ideally in a humanitarian context
  • Knowledge / understanding on the rights of persons with disabilities, older people or other at risk groups and their challenges in humanitarian context
  • Experience in a humanitarian context and knowledge on humanitarian sectors, specifically WaSH and protection, highly desirable
  • Oral and written English and Bangla

Position Location:  Cox’s Bazar

Timeframe of Consultancy: 5 weeks (Ideally June -Aug 2019)

Costs Covered:  All costs associated with travel (return flights, hotel accommodation, per diem for meals) for the consultant and a personal assistant (if required) will be covered by CDD.
