WaSH Engineer – Terms of Reference for Consultancy

Background: 

Since December 2017, CBM and the Centre for Disability in Development (CDD), have been implementing projects focused on health, protection, and rehabilitation and psychosocial in the Rohingya camps and host communities as well as providing external technical advice on inclusion of persons with disabilities in the humanitarian response.  Since the beginning of the response, CBM and CDD have worked hard to create buy in and commitment from many mainstream agencies to include persons with disabilities in their core activities. This has resulted in development of partnerships with Oxfam, Care, IOM, IFRC, UNOHCHR, UNICEF and World Vision.

The current partnership with World Vision and their implementing partners requires the CBM and CDD provide technical advice on the inclusion of persons with disabilities in water, sanitation and hygiene (WaSH) and Protection activities.  In order to provide this technical support, CDD is looking to contract a WaSH Engineer Consultant for a total of 20 days over a five month period.

Main jobs/functions and key responsibilities:

  • Provide technical support to CBM and CDD’s inclusion team and humanitarian WaSH actors into the design and piloting of accessible WaSH facilities (latrines, water points, bathing cubicles)
  • In collaboration with CBM and CDD’s inclusion team, provide input into training packages for World Vision and partner staff on inclusive WaSH
  • Act as a co-facilitator/resource person during trainings conducted for World Vision and partner staff on inclusive WaSH
  • In collaboration with CBM and CDD inclusion team, provide on-site technical support to World Vision and their partners to improve accessibility of WaSH facilities.
  • Support CBM and CDD inclusion team to conduct accessibility audits of WaSH facilities and develop recommendations to improve accessibility based on national and international building standards and universal design principles.
  • Participate in the Age and Disability Task Force (ADTF) and other sector coordination meetings to provide technical input on accessibility
  • Provide input into the development of IEC materials on accessible WaSH

Essential knowledge, skills and behaviours required for the position:

  • Engineering, architecture or other relevant degree
  • Five years relevant experience in the design and construction of WaSH facilities, ideally in a humanitarian or development context
  • Experience with AutoCad or other relevant design software
  • Knowledge / understanding on the principles of universal design and Bangladesh building standards for accessibility and how to apply these standards into the design of WaSH facilities
  • Knowledge / understanding on the rights of persons with disabilities, older people or other at risk groups and their challenges in humanitarian context highly desirable
  • Experience providing trainings on WaSH highly desirable
  • Previous / current experience implementing WaSH projects in the Rohingya response highly desirable
  • Oral and written English and Bangla 

Position Location:  Cox’s Bazar. 

Timeframe of Consultancy: 20 days (over a 5 month period from June to October 2019).  Approximate timeframe is as follows:

  • June: 2 days
  • July: 8 days
  • August: 5 days
  • September: 3 days
  • October: 2 days

As the consultancy will be spread out over 5 months, the position would be ideal for a consultant already working in Cox’s Bazar or surrounding areas who is interested in additional consultancy hours.  The position can be flexible to allow for evening/weekend work.
