Expression of Interest (EOI)

Centre for Disability in Development (CDD) is a national NGO working for the development for life quality of person with disability through mainstreaming disability issue towards an inclusive society since 1996. “Enhancing Community based Inclusive Development in Bangladesh (ECBID-B)” is a three year long project of CDD that has been supported by CBM Australia and Australian Aid. The project is implementing in Chattogram districts, which is one of the most conservative districts of Bangladesh. Sometimes it is difficult to ensure equal participation of both gender in the different activities of the project. Hence, it has become essential to develop a gender strategy which can guide the implementing organizations to include increased number of women and girls with and without disabilities with the process. So now the project is looking for a suitable individual Consultant/Firm for developing a Gender Strategy under the project.

Scope of Work The information for the gender strategy development is to be collected from the beneficiaries and stakeholders of the target areas of 4 unions in 2 sub-district and 3 city corporation wards of Chattogram district which includes persons with disabilities and their family members, community people, civil society representatives, elected representatives of local government institutions, representatives of different government service providers and other stakeholders of the project. The project will organize consultation workshops which will be participated by the selected numbers of target beneficiaries and stakeholders. The consultant will also collect information from selected service providers and government officials through KII. The collected information will be analyzed by the consultant and based on the findings the consultant will develop the gender strategy paper for the project.
Qualification for Consultant
  • At least 5 years’ experience of developing gender policy and strategy in the development field preferably with reputed organizations (INGOs, NGOs, UN, and other humanitarian agencies)
  • Firm/Individual person should have all legal papers e.g. valid trade license, latest audit report, TIN etc.
  • Experienced in questionnaire development, testing and training
  • Experienced on working with disability, disability inclusive development will be given preference
  • Excellent knowledge, skills and experience in research methodology and statistical analysis
  • Proven advanced computer skills, strong written, analytical skill
  • Excellent communication skills for facilitations and organized training and workshop
  • Excellent writing skill of report writing in English.

The PHRPBD project is considered a well-functioning model of Community Based Inclusive Development (CBID). CDD is planning to develop a new project proposal by replicating the good examples and best practices of PHRPBD project in new locations. To develop an effective proposal, it is essential to have an understanding about the overall situation of men and women with and without disabilities and people with other gender identities in the possible project locations. And, now the project is looking for a suitable individual Consultant/Firm for conducting a study on ‘Disability and Gender Analysis’.

Scope of Work The scope of the study covers the context analysis by using the lens of inter-sectionality, where disability and gender will get priority. The study will identify the barriers that persons with disabilities, especially women with disabilities and people of other gender identities faces during accessing or receiving any services from government and non-government agencies. The study will explore different aspects of lives of the targeted population, considering their situation and status in the family, community and mainstream development process. The analysis will also focus on the past activities to determine what amendments or adaptations are required to ensure that they are benefited from the project’s interventions. 
Qualification for Consultant
  • At least Postgraduate degree or equivalent in development studies, social science, gender studies;
  • Experience in the field of disability and inclusive development is essential;
  • More than 10 Years of working experience in development field and have specific expertise on gender analysis, gender mainstreaming and women’s participation;
  • Experience in institutional capacity-building /organizational development
  • Knowledge on national/international agreements and initiatives on gender and disability (UN, CEDAW, CRPD, etc.)
