CBM Bangladesh Country Coordination Office hereby calls for proposals from qualified experts or firms for the following short time assignment –

A. Key Information on the Assignment:

Purpose of the Assignment To capture compelling video footage, photographs and audio interview of ‘hero patients’ featuring positive changes and impact of eye treatment on their lives  
Assignment Type Short-term contract (Consultancy)
Commissioning Organisation CBM Bangladesh Country Coordination Office
Team Members External media experts (qualified individual/media house) having extensive knowledge and experience on audio-visual productions, photography and radio interview will be hired. The team will consist of the following experts–
  • Cinematographer
  • Photographer
  • Radio interviewer
Deliverables of the Assignment Raw and editable quality materials in appropriate media format as follows -
  • High quality photographs of all hero patients as per resource brief
  • Video footage of hero children and adults as per resource brief
  • Interviews, photos and video of 2 hero children before, during and 3 months after surgery as per resource brief (photographs/video of post-surgery home visit surgery have later delivery time).
  • Interviews and background notes with all hero adults as per resource brief
  • Radio broadcast quality interviews with hero children and adults as per resource brief (collected at same time as videos and photographs).

B. Who are we?

CBM (https://www.cbm.org/) is an international development organisation, committed to improving the quality of life of persons with disabilities in the poorest countries of the world. Based on its values and over 100 years of professional expertise, CBM addresses poverty as a cause and a consequence of disability, and works in partnership to create a society for all. CBM’s vision is: “an inclusive world in which all persons with disabilities enjoy their human rights and achieve their full potential”.

CBM works with persons with disabilities, their families, and national and local partner organisations, alliance partners including UN agencies, global organisations, and Disabled Persons’ Organisations. (DPOs).

The current portfolio of projects in Bangladesh ranges through inclusive health care including community mental health, empowerment and rights promotion of persons with disabilities through community based inclusive development approaches, emergency relief and rehabilitation, research, advocacy and inclusive development initiatives.

C. Background of the assignment:

CBM Australia has a major campaign each year in August called Miracles Day, which raises funds for sight saving surgery – with a focus on cataract surgeries. Australians are asked to donate a Miracle gift of sight. CBM’s Miracles Day is run through various channels (direct mail, e-mail, and social media) but the majority of fundraising for this campaign is through a partnership with around 30 Christian radio stations around Australia.

In 2021, Miracles Day would like the opportunity to showcase the great work of our partner hospital and to promote the inclusive eye health work both in Australia and in Bangladesh. Therefore, compelling videos, quality photographs and radio broadcast quality audio interview of ‘Hero Patients’ will be collected through this assignment from Kumudini Hospital in Mirzapur, Tangail.

D. Scope of the Assignment:

The scope of this assignment will be as follows –

  • Capturing Video: Capturing high quality video footage of Hero Patients following the guidance given in Miracles Day Video Brief. Details of Hero Patients and Video Brief will be given by CBM BCO. Raw and editable video fotages should be submitted to CBM BCO.
  • Photography: Capturing high quality photographs of the Hero Patients following the guidance given in the Video Brief. Details of Hero Patients and Video Brief will be given by CBM BCO. Raw and editable photographs should be submitted to CBM BCO. 
  • Radio Interview: Interviewing Hero Patients following the story line given by CBM BCO, recording the interview in high quality and raio broadcastable format and submit the Audio raw file recorded in 16bit 48k Stereo Uncompressed WAV Format to CBM BCO.

E. Required qualifications, competences and experience:

Any individual expert, consultant, or firm with the following qualifications, competencies and experiences are eligible to apply –

  • Cinematograpy: extensive experience in producing cinematography and audio-visual documentary. Orientation and understanding on disability inclusive communication, accessible formats and using inclusive and dignified language will be considered as added advantage.
  • Photography: extensive experience in professional photography, understanding on disability inclusive communication, good understanding on subject matter and superior skill in photography.
  • Radio Interviewer: A good understanding of the subject matter (The work CBM is doing and those impacted by cataracts), Experience in sound recording in the field (outside of a studio) for professional use in challenging environments (Noise, crowd etc), Journalism Background, Ability to conduct an interview with minimal preparation, Good communication skills (spoken and written), and A good understanding of audio formats

F. Safeguarding children and adult-at-risk:

The assignment must consider safeguarding aspects of children and adults-at-risk as well as safe communication during the entire documentation process where children and adults-at-risk are involved.
Video shoot, footage, still photography, interview taken from the concern of persons with disabilities, project staff, DPOs members and/or relevant others stakeholders must have prior consent in written using prescribed forms following CBM's ‘Safeguarding Children and Adults-at-risk Policy’.
As a condition of entering into a consultancy agreement, the Consultant/s must sign the CBM Safeguarding Children and Adults-at-risk Policy and abide by the terms and conditions thereof.

G. Mode of Payment:

CBM Bangladesh Country Coordination Office will pay the remuneration of external consultant in two steps through account payee cheque:

  • 30% of the payment will be done before the field visit.
  • 30% of the payment will be done after the materials (video footage, photographs and audio recording) are submitted to CBM BCO.
  • Rest 40% of the payment will be done after the submission and acceptance of the final product and successful completion of the assignment.
  • For all installment payment, vendor need to submit invoices
  • VAT and Tax will be deducted at source as per government rule during the final payment.

H. How to Apply:

Potential Applicants/Firms for this assignment should submit Technical and Financial proposals separately with legal documents (Trade License; copy of VAT registration certificate, copy of TIN certificate; copy of NID, one or two previous similar work for each – video, photograph and radio interview; any certification from previous works etc.) to the email: hr.cbmbco@cbm.org on or before 25 January 2021 close of business.

I. Terms and Conditions:

  • Proposal may not be accepted after the mentioned cutoff timeline.
  • Financial proposal must be submitted including Tax and VAT.
  • Individuals are not allowed to submit more than one proposal. If found more than one proposal is submitted by same consultant under above condition both proposals will be termed as disqualified.
  • CBMBCO reserves the right to accept or deny any application without justifying reason.
