CBM works with persons with disabilities, their families, national and local partner organizations, alliance partners including UN agencies, global organizations, and Disabled Persons’ Organizations. (DPOs).

The current portfolio of projects in Bangladesh ranges through inclusive health care including community mental health, empowerment and rights promotion of persons with disabilities through community based inclusive development approaches, emergency relief and rehabilitation, research, advocacy and inclusive development initiatives.

Programme Officer

Job Location: Dhaka
Contract Duration: 7 months (Temporary Contract)  
Contract Type: Full time
Contract Start: 1st November 2020
Reporting to: Programme Manager

Main duties and responsibilities: 

Partner Support

  • Develop a good working relationship and knowledge of partner portfolio to identify strengths, capacities, needs, potentials.
  • Communicate with partners as the first point of contact.
  • Identify needs and support to organise training and capacity building for CBM BCO partners.
  • Liaises with CBM IO, Member Associates, project partners, consultants, advisors and co-workers who are connected to the respective projects under his/her care in coordination with the Line Manager.
  • Solicit partner feedback to improve support.
  • Support partners to build capacity of sub partners and DPOs as per project requirement
  • Support Programme Manager in development of innovative projects/ programmes

Project Management Planning, Monitoring & Evaluation

  • Ensure adequate documentation of assigned projects.
  • Monitor and report the implementation with project partners.
  • Plan and coordinate financial reviews/ assessment of partners in consultation with the programme finance and respective line managers.
  • Support development of inclusive programmes in coordination with partners and CO teams.
  • Co-ordinate and provide reports as required on projects for internal and external stakeholders including funders.
  • Overall coordination of budget process.
  • Manage and monitor the project budget utilization and effectiveness
  • Assists the finance section in the evaluation of financial statement and accounts abstract and in the preparation of accounts checklists for projects his/ her care.
  • Co-ordinates the appointments with partners for project visit for CBM and other visitors, and PR related visits and submit report accordingly.
  • Support planning, advocacy and inclusive development department as required particularly on project implementation and documentation.
  • Initiate or conduct relevant activity for improving project quality and growth as suggested by line manager.
  •  Collection of stories, best practices to be shared with wider audience.

Capacity Building

  • Documenting and sharing of experiences and good practices followed in projects and partner organisations.
  • Contribute to training materials and train the partners on different disability and development aspects as and when appropriate.
  • Supports to plan and organize workshops/ trainings in a time bound manner and represent CBM at conferences, workshops and seminars when assigned.

Required qualifications, competences and experience:

  • Master’s degree in Social Work/Social Science/Development Studies/Development Management. Diploma in disability management or equivalent is desirable.
  • Candidates with medical background can also apply - such as Doctor/Nurse/Therapists/Psychologist etc.  
  • At least 4-5 years of working experience in the development sector in INGO/NGO.
  • 2 years’ experience in project management or certification in project management from recognized human development institution.
  • Work experience or exposure with mainstreaming of issues and needs of vulnerable population (persons with disabilities, women, girls etc.) in health programme desired.
  • Experience in partnership approach is added advantage.
  • Experience to contribute proposal development and project design and reporting to donors.

Languages

  • Proficiency in English and Bangla both oral and written format.

Tools

  • Excellent command on MS Office (MS Word, MS PowerPoint, MS Excel). Have outstanding skills and expertise at communicating by email and internet as well.

Salary and Benefits: Monthly gross salary is Tk.90,000 and others benefits as per CBMBCO policy.
