CBM works with persons with disabilities, their families, national and local partner organisations, alliance partners including UN agencies, global organisations, and Disabled Persons’ Organisations. (DPOs).

The current portfolio of projects in Bangladesh ranges through inclusive health care including community mental health, empowerment and rights promotion of persons with disabilities through community based inclusive development approaches, emergency relief and rehabilitation, research, advocacy and inclusive development initiatives.

Programme Manager

Job Location: Dhaka
Contract Duration: Two-year renewable contract
Contract Type: Full time
Contract Start: As soon as possible
Reporting to: Country Director

A. Main duties and responsibilities: 

Oversee and providing strategic support and guidance on Programme Management and Development:

  • Oversee the current programme portfolio. Lead the development and implementation of strategic plans aligning with the CBM’s programmatic strategy and Federation strategy under guidance of the Country Director. 
  • Explore needs, opportunities for CBM to work strategically in Bangladesh in line with the country Implementation Plan.                                                  
  • Support Country Director, International Office (IO) and Member Associates (MAs) in Liaison with stakeholders in Bangladesh Government, Partners and other NGO’s etc.
  • Oversee, facilitate and lead the process of effective planning and implementation of the country strategic plan, CBM Federation Strategy and other overarching strategies and plans relevant to CBM’s vision and mission.
  • Facilitate the development and revision of proposals, new initiatives and concept notes and coordinate ‘Go - No Go’ decision making processes, ensuring compliance with CBM’s priorities. Also, facilitate the processes for consortium project proposal development and management.
  • Promote innovations, partnership development and new partnerships.
  • Assist and support partners in the promotion and development of Disability Inclusive Development with CBM policies and guidelines. 
  • Advise the Country Director on selecting Teams of Competence (ToCs) for the country.
  • Develop strategies to support National Stakeholders in advocacy of disability issues that further the aims of the Country Strategy.
  • Monitor and evaluate CBM funded programmes.
  • Support the development and implementation of effective M&E and learning systems.
  • Develop budgets for the Country Coordinating Office Programmes.
  • Ensure organisational compliance with National statutory requirements and laws, Regional office and CBM International standards, guidelines and processes are adhered to.

Alliance Building:

  • Support the Country Director to liaise with government and supranational bodies in Bangladesh in consultation with Advocacy and Communication Manager.
  • Support the Country Director to promote networking and alliance building with national stakeholders in consultation with Advocacy and Communication Manager.

Reporting:

  • Monthly Reports to be submitted to Country Director by the 28th of every month.
  • Prepare timely donor reports on project progress and impact according to requirements.  Also prepare and submit reports as per IO requirements.

Team Building:

  • Participate in the recruitment, training and performance management of team members.
  • Facilitate to build capacities of the programme team to meet the complex programmatic needs.
  • Motivate the team to perform and excel in their respective focal areas and assigned role.
  • Troubleshoot team performance issues quickly and efficiently in accordance with CBM HR Standards

Internal Contacts:

  • Country Director, Advocacy and Communication dept., humanitarian and Rohingya response dept., HR, Admin department & Finance department, and CBM’s Regional Office.

 

External Contacts:

  • Government departments, IO, Partners, Member associates of CBM & Service Providers.

B. Required qualifications, competences and experience:

  • Master’s in Social Science (like Development Studies, Public Policy, Sociology, Anthropology, Population Science etc.) or relevant area of study.
  • At least 5-8 years of solid professional work experiences in the similar role in any INGO/NGO in Bangladesh and/or abroad.
  • Experience in designing and implementing programme activities.
  • Experience in business plan development in line with the sectoral priorities.
  • Experience in successfully managing project activities, field teams and partnerships.
  • Experience in successfully managing and overseeing qualitative and quantitative research in programme management.
  • Experience to address poverty as a cause and a consequence of disability, and works in partnership to create an inclusive society for all and ensure development outcomes.
  • Experience successfully managing staff, research contracts and partnerships.
  • Experience in behavior and norms change strategies and health system strengthening for the disadvantaged, including people with disabilities, through innovative approaches.
  • Experience in building strong relationships with stakeholders, especially around sensitive or taboo issues.
  • Extensive experience of proposal development and project design. Incumbent should have excellent skill of articulating innovative project ideas aligning with organizational programmatic strategies and priorities.
  • Experience in Donor relations and networking.
  • Familiarity with key development and humanitarian aid donors.
  • Broader understanding on contemporary socioeconomic, sociopolitical and development issues affecting the lives of the people at risk – especially persons with disabilities, disability inclusive development, climate change, Sustainable Development Goals, Access to Education, Disability Inclusive Budgeting, Disability Rights, Economic Empowerment, Sociopolitical Rights of Marginalized Groups from global and Bangladesh perspective.

C. Languages

  • Proficiency in business English and Bangla both oral and written format.

D. Tools

  • Excellent command on MS Office (MS Word, MS PowerPoint, MS Excel). Have outstanding skills and expertise at communicating by email and internet as well.
