The Carter Center’s Rule of Law Program works in partnership with governments, civil society, and international and regional bodies to improve governance and transform lives through a meaningful right of access to information and justice.

The Carter Center’s Rule of Law Program seeks a Program Manager to be based in Dhaka to support implementation of the Project. This position requires the ability to freely work and travel throughout Bangladesh.

Key Responsibilities:

The Program Manager (PM) under the guidance of the Deputy Chief of Party (DCOP), will oversee The Carter Center's Advancing Women’s Right of Access to Information (AWRTI) project in Bangladesh, focusing on managing local partners, coordinating events, and ensuring that project implementation is streamlined and successful. The role also involves drafting reports, maintaining project documentation and databases, capturing success stories, and collaborating with the Rule of Law team in Atlanta. The PM will also support the DCOP and Finance and Administration Director in ensuring compliance with Carter Center and United States Government/funder policies and regulations. The PM will support the Senior MEL Officer in collecting MEL data to meet program requirements and articulate program impact for reports and other program deliverables. Either directly or through supervision of staff, this position will:

1. Lead the design, planning, implementation, oversight, and evaluation of activities supporting local partners’ engagement with The Carter Center’s Advancing Women’s Right of Access to Information in Bangladesh (AWRTI) project.

2. Coordinate, supervise, and monitor local partner-led and district-based activities under AWRTI, including but not limited to:

  • Providing guidance and oversight to local partners and Tottho Bondhus (district-based staff) in the drafting and implementation of their work plans.
  • Lead the planning, execution, and follow-up of AWRTI events, workshops, trips, accommodations, transportation, meetings, awareness raising, training, and other arrangements for Carter Center staff.
  • Act as a primary liaison with relevant stakeholders, building relationships and identifying collaborative approaches to support program goals.
  • Lead public outreach, social media utilization, and promotional materials development for the AWRTI project, ensuring compliance with donor branding and marking requirements while coordinating with Atlanta teams.
  • Regularly travel to districts for supervision and oversight of Tottho Bondhus and implementation of AWRTI programming, guiding field operations, and stakeholder engagement.
  • Lead efforts to support the MEL team with project data collection, monitoring, and evaluation efforts, ensuring data integrity and timely reporting by local partners.
  • Provide oversight and analysis of local partner budgets from a programmatic perspective (“cost realism” analysis).
  • Draft Terms of Reference/Scopes of Work for procurement processes.
  • Conduct Organizational Capacity Assessments and provide/coordinate any capacity strengthening training, mentoring, and coaching.

3. Lead in drafting and quality assurance of donor deliverables, including work plans, reports, memoranda, correspondence, project publications, briefing materials, and other documents related to the AWRTI project.
4. Regularly contribute to weekly, monthly, and quarterly reporting for donors while maintaining project documentation and databases and capturing success stories.
5. Oversee the organization and maintenance of program files ensuring accessibility and compliance.
6. Ensure timely communication and a teamwork-focused approach with the Rule of Law team at The Carter Center in Atlanta.
7. Provide direct supervision for The Carter Center’s Tottho Bondhus.
8. Attend relevant meetings/conferences and lead presentations on behalf of The Carter Center.
9. Perform any other duties as assigned by the supervisor.

Qualifications and Experience

  • Advanced degree in a relevant field such as women’s studies, international development, public administration, or any relevant studies.
  • Eight (8) years or more experience working as a senior-level subject matter expert OR equivalent combination of education, training, and experience.
  • The PM will possess technical expertise in areas such as human rights, good governance (particularly access to information to ensure transparency and accountability), gender-responsive access to information, climate change, partner management, capacity building for partners, and/or gender norms. This expertise will be utilized to develop, adapt, and implement program activities, as well as to produce high-quality program deliverables.
  • Prior and substantive program implementation experience, preferably working with international donors. 
  • Excellent written and oral communication skills in both Bangla and English.
