Context

On behalf of Catholic Relief Services (CRS) (www.crs.org) Caritas Bangladesh is seeking a qualified professional as a full-time consultant for the position of Business Development (BD) Specialist. Catholic Relief Services (CRS) is a US-based relief and development agency working in nearly 100 countries/territories to promote human development by responding to major emergencies, fighting disease and poverty. In Bangladesh, CRS supports vulnerable people through partner organization, Caritas Bangladesh. 

Job Title: Business Development Specialist

Reports To: Country Manager, CRS Bangladesh
Country/Location:  Bangladesh/Dhaka

Terms of Reference Summary:

The key purpose of this position is to lead the development of effective resource mobilization strategies and high-quality applications for funding in support of CRS’ and partners’ engagement with local private/corporate donors as well as institutional donors and the public sector contributing to initiatives involved in international development to serve the poor and vulnerable.  Your knowledge and skills will allow you to lead change to improve the organization’s approach to resource mobilization/BD cycle and to diversify the country program’s donor base.

Primary Responsibilities:

  • Provide BD expertise in strategy development, positioning, capture planning and proposal preparation for the country program and for specific opportunities with institutional donors (government and inter-governmental award issuing organizations, as well as foundations, corporations and other awarding non-governmental organizations);
  • Lead the design and implementation of a comprehensive resource mobilization strategy to develop existing resources and diversifying resource base;
  • Contribute to proposal development processes to ensure timely submission of high-quality proposals that are responsive to donor requirements, applicable regulations, and CRS’ technical and cost standards;
  • Contribute to non-technical writing on proposals and other external documents and proposal review panels. Integrate inputs from staff and partners into responsive, coherent proposals and other external documents for fundraising;
  • Research new opportunities and CRS’ competitive position within the marketplace;
  • Assist to develop and maintain tools, guidelines, templates and donor intelligence information.
  • Track and report on proposal submissions; assist with analysis of successes and failures and dissemination of lessons learned. Assist in developing analytical reports for internal and external use, including portfolio trends and growth;
  • With the business development team and others, refine or create appropriate staff development materials (training, distance learning, self-study) to support building of capacity in resource acquisition, such as assessment and proposal development skills, basic elements of donor compliance, intelligence-gathering, etc.;
  • Work with appropriate staff to maintain data on past performance and corporate capacity, in order to provide timely information for proposal submissions.

Typical Background, Experience & Requirements:

Education and Experience

  • Bachelor’s degree in international development, international relations, or related field. Master’s degree preferred;
  • Minimum five years of development experience, with at least two years’ experience in resource mobilization;
  • Strong experience with local donors, particularly foundations and government, in the Bangladesh context;
  • Experiences in Private Sector Engagement and corporate funding 
  • Experience in developing and executing resource mobilization strategies;
  • Strong writer with expert command of English grammar and AP style; 
  • Demonstrated experience with competitive proposals in programming contexts similar to CRS;
  • Familiarity with key donor funding mechanisms and proposal requirements;
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

  • Good strategic, analytical, systems thinking, and problem-solving skills, with capacity to see the big picture;
  • Good relations management abilities. Ability to relate to people at all levels internally and externally; 
  • Good negotiation skills;
  • Very good communications and presentation skills;
  • Proactive, resourceful, solutions-oriented and results-oriented.

Required Language: Proficiency in Bangla

Desired Foreign Language:  English

Travel Required (include percentage of required travel, if applicable): 30% travel will be needed. The BD Specialist will be required to travel to Cox’s Bazar, Monpura, Barisal, Dinajpur, Chittagong, Chittagong Hill Tract, Khulna, areas at a minimum, other areas may be added as needed. Travel in these areas can be physically demanding.

External:  Relevant Ministries and government agencies, Institutional Donors, Partner Organizations, Private Sectors in Bangladesh, Proposal Development Consultants, START Network, Bangladesh Advocacy & Funding Platforms.

This is a fulltime consultancy and would be renewed each year subject to satisfactory performance of the incumbents and continuity of the Project.
