Job Title: Coordinator - Landslide Early Warning System Reports to:  Head of Disaster Management Sector, Caritas Bangladesh
Department:  Disaster Management Consolidated Salary : BDT 80,000/- Per Month

Caritas Bangladesh is seeking a qualified professional for the position of Coordinator- Landslide Early Warning System for Sokkhomota II Project of Caritas Bangladesh. Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. Caritas is implementing 112 on-going projects covering 187 focusing upazila on six main priorities i.e i) Social Welfare for Vulnerable Communities, ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.

Job Summary:
The Coordinator (EWS) is responsible for setting up the ground for landslide early warning system of the project. S/he is responsible for providing all kind of technical supports including GIS, Remote Sensing, Modeling, Statistical analysis especially in relation to supporting the Early Warning System strengthening in coordination with FOREWARN Bangladesh. Under the leadership of FOREWARN Bangladesh Coordinator and HoDM of Caritas, s/he will be working with Program Manager, Manager-Coordination and Collaboration, ICT/GIS Officer, DRR Manager, DRR Officers and other stakeholders of Sokkhomota II project.

Roles and Key Responsibilities:

  • Working closely (on a day to day basis) with FOREWARN Bangladesh Coordinator to facilitate community-based Landslide Early Warning System (LEWS) of SOKKHOMOTA II project area in Bandarban District.
  • Carry out all the tasks related to LEWS assigned by Disaster Management sector of Caritas Bangladesh and FOREWARN Bangladesh Coordinator.
  • Develop the knowledge base for landslide risks, vulnerabilities and impact analysis.
  • Provide necessary supports to SOKKHOMOTA team of Bandarban in identification and validation the landslide prone spots in Bandarban district.
  • Capacity assessment of the vulnerable communities.
  • Liaison with different institutions, researchers and government agencies (BMD, DDM, Universities etc.) and mobilized them in the project activities.
  • Based on the guidance from FOREWARN Coordinator and CB DM department, organize required consultation meeting, workshop and validate data, reports as appropriate.
  • Support in procurement and installation of rain-gauge and other necessary materials that specification given by BMD.
  • Arrange and follow up of training to the UDC on managing data, strengthen MIS information sharing system with different stakeholders.
  • Provide technical assistance to field staff and community volunteers group in identification of risks, vulnerabilities, hazards and resources mapping.
  • Prepare training contents, develop IEC materials and provide training for UDC and community volunteer groups on rainfall and risk monitoring.
  • Develop guideline on rainfall measurement, operation and maintenance of rain gauze, training contents etc.
  • Work with SOKKHOMOTA team and help to design the simulation guide on land slide early warning dissemination.
  • Provide available forecasts from BMD, ECMWF and monitoring the landslide triggers during the pre-monsoon and monsoon period through close coordination and collaboration with community volunteer group and UDC.
  • Document learnings and best practices as archive and disseminate.

Required Qualifications and Experience:

  • Bachelor/Master degree as well as equivalent combination of education on geography & environment, disaster management, environmental science, engineering, urban and regional planning or other relevant subject from any reputed University Minimum 2-3 years experiences in designing, implementing, managing, and coordinating on any kind of disaster especially landslide related baseline survey/research/assessment/study.
  • Minimum of 1-2 years experiences working on the ArcGIS and Remote Sensing
  • Research/study experience on manmade and natural Disaster, anticipation, Climate Change, life and livelihood of the people of Chittagong Hill Tracts (CHT) and/or other districts of Bangladesh etc. issues and working with disaster affected communities.
  • Knowledge and experience of using research/survey concept, approaches, tools, techniques, methodologies, sampling, etc.
  • Experience in qualitative and quantitative data collection, validation, entry, and analysis using statistical software and drafting skills.
  • Previous working with global or local FOREWARN Bangladesh and Start Network/Start Fund Bangladesh will be given special priority
  • Ability to produce high quality work under tight timeframes.
  • Evidence of having undertaken similar assignments
  • Experience of facilitating training for local staff in map preparation and utilization
  • Ability to travel extensively to working locations and willing to stay at field

Required Languages: Strong written and oral command in English/Bangla is required.

Travel: Must be willing and able to travel up to the field offices as per need of the project activities. Travel in these areas can be physically demanding.
