Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi, and Sylhet. CB is implementing 86 projects covering 206 upazilas focusing on eight goals i.e. i) Social Welfare and Service of Love for Vulnerable Communities; 2) Ecological Conservation, Climate Justice and Sustainable Food System; 3) Humanitarian Response and Disaster Management; 4) Education, Skill Development and Employment Creation; 5) Health Care, Nutrition and Education; 6) Development of Indigenous Peoples; 7) Integral Human Development; and 8) Institutional Development and Sustainability.

Summary of Role:
The primary role of the Technical Expert – MEAL is to provide overall leadership and technical support for MEAL functions across Caritas Bangladesh’s Disaster Management portfolio to all the projects. This includes ensuring alignment with Caritas Bangladesh program quality standards, donor requirements, and global best practices.
S/he will work closely with technical units and program teams to strengthen the design and delivery of high‑quality programming. S/he will guide project teams in establishing and maintaining robust MEAL systems and ensuring the effective implementation of MEAL activities across all Emergency, Recovery, DRR, and Anticipatory Action projects supported by CIMOs, including Catholic Relief Services (CRS), as well as other donor-funded initiatives.
S/he will be responsible for providing day‑to‑day technical support to project MEAL focal, MEAL staffs and program lead to ensure the production of quality data, rigorous tracking of influence hypotheses, and effective performance monitoring.
Specific Responsibilities:

- Provide technical leadership for the design and strengthening of quality MEAL systems—including tools, methodologies, and processes—appropriate to the scope, context, and technical requirements of Caritas Bangladesh’s diverse Disaster Management projects.
- Offer technical oversight for data analysis, both qualitative and quantitative. Ensure strong data management practices, data integrity, and systematic data verification. Integrate analysis, reflection, and interpretation into ongoing program activities to promote evidence-based decision-making.
- Ensure full compliance with donor, CIMOs, CRS, and Caritas Bangladesh MEAL policies and procedures, guidelines, and reporting requirements across all relevant projects.
- Coordinate accountability and learning systems, including feedback, complaints, and response mechanisms (FCRM). Facilitate timely documentation and sharing of MEAL learnings, good practices, and innovations internally and with key external stakeholders.
- Attend and/or facilitate monthly staff coordination meetings, contributing MEAL insights and priorities for improved program performance.
- Plan, coordinate, and support facilitation of quarterly and annual learning events, in collaboration with Project Managers, Technical Advisors, MEAL staff, and consultants.
- Support and conduct Data Quality Assessments (DQA) and prepare detailed reports, working closely with CRS Technical Advisors to ensure accuracy and reliability of project data.
- Complete and update IPTT reports in alignment with donor requirements and project performance frameworks.
- Provide MEAL and CommCare refresher training to Caritas Bangladesh staff to strengthen routine data collection, reporting, and digital MEAL capacity.
- Guide CB staff and consultants in executing baseline, midline, and endline assessments, ensuring methodological rigor and alignment with project MEAL plans.
- Prepare and share FCRM reports with Project Managers and Coordinators, supporting timely and appropriate follow-up actions on community feedback.
- Support emergency response programming by ensuring rapid deployment of MEAL tools, data systems, and accountability mechanisms during humanitarian emergencies.
Technical Experience, Education, Skill and Knowledge:
Essential
- Master/bachelor’s degree in social science preferably statistics/ Anthropology/ Sociology/ Public Administration or other relevant areas.
- Minimum 5–7 years of progressive experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) roles, including experience in Manager, Head, or Director-level positions within NGOs.
- Experience working with Caritas, CRS, or other CIMOs on MEAL Policies and Procedures and management standards is highly preferred.
- Excellent communication skills in English and Bengali.
- Demonstrated skills in data analysis and interpretation using statistical software such as SPSS/STATA is a plus.
- Practical experience in using Open Data Kit (ODK) tool specially CommCare and CommCare Plus
- Computer proficiency in Microsoft Word, Excel, MS Access, PowerPoint and Outlook.
- Strong ability to work collaboratively within diverse teams and effectively support multiple concurrent projects and assignments.
- Proven ability to meet deadlines and manage time efficiently while maintaining high-quality deliverables.
- Willingness to spend at least 40% of time in the field, including travel to remote and disaster‑prone areas as required by project activities.
- Demonstrated honesty, integrity, and professionalism in all interactions, consistent with Caritas values and safeguarding principles.
- Ability to build and maintain constructive, positive working relationships with colleagues, partners, communities, and other stakeholders.
- Commitment to promoting a learning culture, including openness to feedback, continuous improvement, and knowledge sharing within teams and across projects.
Required Languages: Strong written and oral command in English/Bangla is required.
Travel: Based at Central Office, Dhaka with 70% travel to all project locations on a regular basis.
