Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi, and Sylhet. CB is implementing 86 projects covering 206 upazilas focusing on eight goals i.e. i) Social Welfare and Service of Love for Vulnerable Communities; 2) Ecological Conservation, Climate Justice and Sustainable Food System; 3) Humanitarian Response and Disaster Management; 4) Education, Skill Development and Employment Creation; 5) Health Care, Nutrition and Education; 6) Development of Indigenous Peoples; 7) Integral Human Development; and 8) Institutional Development and Sustainability.
Caritas Bangladesh (CB) is looking for qualified professional (woman/man) for the post of IEC & BCC Materials Development and Training Consultant under Caritas Central Office.

This position is being advertised as part of a proposal submission process and is open to all interested applicants, contingent upon the project being awarded by the donor. Role Purpose:
The IEC & BCC Materials Development and Training Consultant will lead the strategic design, development, contextualization and operationalization of communication and behaviour change interventions for the “Consultancy Service for Community Mobilization and Capacity Development on WASH” project. The role will ensure that all Information, Education and Communication (IEC) and Behaviour Change Communication (BCC) materials are technically sound, culturally appropriate, gender- and age-sensitive, safeguard-compliant, and aligned with WASH infrastructure implementation and social mobilization strategies.
The Consultant will establish a structured communication system across host communities and Rohingya (DRP) camps, ensuring consistent, inclusive and evidence-informed messaging that promotes improved hygiene practices, community ownership of WASH facilities, safeguard awareness and effective utilization of grievance redress mechanisms (GRM).
Communication Strategy Development:
- Develop a comprehensive communication and behaviour change strategy aligned with project objectives, safeguard frameworks and PDO indicators.
- Identify key behavioural barriers related to WASH practices (e.g., safe water usage, sanitation habits, facility maintenance, hygiene compliance).
- Develop targeted messaging frameworks for different audience segments (women, children, persons with disabilities, Rohingya populations, service providers, LGIs).
- Ensure communication strategies are consistent with social mobilization approaches and infrastructure rollout timelines.
Review and Development of IEC/BCC Materials:
- Review existing IEC, BCC, training manuals and guidelines in consultation with PMU and DPHE.
- Develop context-specific IEC materials including posters, leaflets, flyers, fact sheets, visual aids, flipcharts, facilitator guides and digital-ready content.
- Ensure all materials are technically accurate and aligned with WASH standards for piped water supply, point water systems and sanitation services.
- Integrate key safeguard messages, gender-sensitive content, disability inclusion awareness and GRM information into communication materials.
- Adapt materials for both host communities and Rohingya (DRP) camps, ensuring linguistic and cultural appropriateness.
- Facilitate PMU review and approval processes prior to dissemination.
Communication System Strengthening
- Establish structured communication channels at district and upazila levels to ensure consistent messaging across stakeholders.
- Ensure proper communication systems are operational within both host communities and Rohingya camps.
- Coordinate communication activities with DPHE, LGIs and field teams to reinforce WASH awareness during infrastructure implementation.
- Develop SOPs for field-level communication rollout and message consistency.
Training and Capacity Development
- Design and conduct structured communication and BCC training sessions for project officials, field facilitators, DPHE personnel and consortium partners.
- Deliver training at grassroots level (community mobilizers, facilitators, service providers) and national level (central workshops in Dhaka).
- Build capacity of field teams in participatory communication techniques, motivational facilitation and behaviour change approaches.
- Develop training evaluation tools to assess participant understanding and communication effectiveness.
Dissemination and Distribution Planning
- Develop comprehensive dissemination and distribution plans for IEC/BCC materials across project districts and Rohingya camps.
- Identify appropriate channels (community meetings, schools, LGIs, public facilities, service provider outlets).
- Coordinate timely distribution of materials aligned with implementation milestones.
- Track distribution coverage and utilization rates.
Monitoring Communication Effectiveness
- Develop indicators to measure effectiveness of communication interventions.
- Collect feedback from communities and stakeholders regarding clarity and usefulness of IEC materials.
- Adjust communication strategies based on monitoring findings and field feedback.
- Support integration of communication indicators into overall M&E framework in collaboration with ICT-based M&E Consultant.
Reporting and Documentation
- Maintain documentation of communication strategies, training sessions and material dissemination.
- Prepare periodic updates summarizing communication coverage, training outputs and behavioural engagement trends.
- Contribute inputs to monthly, quarterly and annual reports required by Project Authority.
Technical Experience, Education, Skill and Knowledge:
Essential
- Minimum Bachelor’s Degree in Social Sciences, Economics, Communication, Development Studies or related field from a recognized university.
- Minimum 5 years’ experience as a training and communication specialist, including at least 4 years in the WASH sector.
- Proven experience in development and contextualization of IEC and BCC materials for infrastructure-linked or service delivery projects.
- Strong knowledge of behaviour change communication approaches and community mobilization methodologies.
- Demonstrated experience facilitating training/workshops at grassroots and national levels.
- Excellent written and verbal communication skills in Bangla and English.
- Experience developing gender- and age-sensitive communication materials.
- Ability to coordinate communication processes across multi-stakeholder environments.
Desirable:
- Experience working with Rohingya communities and humanitarian-development contexts.
- Experience working in World Bank or development partner-funded projects.
- Familiarity with digital communication formats and integration of IEC materials into digital platforms.
- Experience linking communication strategies with safeguard and GRM awareness.
Required Languages: Strong written and oral command in English/Bangla is required.
Travel: Based at Cox’s Bazar office with 70% travel to all project locations on a regular basis.
