Caritas Bangladesh is seeking a qualified professional woman for the position of Project officer – Safeguarding and Gender Mainstremaing program for Caritas Central Office. Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi, and Sylhet. CB is implementing 86 projects covering 206 upazilas focusing on eight goals i.e. i) Social Welfare and Service of Love for Vulnerable Communities; 2) Ecological Conservation, Climate Justice and Sustainable Food System; 3) Humanitarian Response and Disaster Management; 4) Education, Skill Development and Employment Creation; 5) Health Care, Nutrition and Education; 6) Development of Indigenous Peoples; 7) Integral Human Development; and 8) Institutional Development and Sustainability.
Job Summary:
Supporting and assisting in implementation of Safeguarding, Anti-harassment and Whistle-blower policy by CBs staff and its associates, comply with the child and adults safeguarding, conduct training, workshop, meeting, monitoring, reporting and documentation under the guidance of the TA of Safeguarding and Gender Mainstreaming program. You will also assist to operationalization of Feedback & Compliant Response Mechanism as well as safeguarding minimum standard.
Key Working Relationship:
Technical Advisor for Safeguarding and Gender Mainstreaming Program, all safeguarding focal persons of Caritas Central/Regional/Trust/Project of CB. Also in absence of TA Safeguarding, if needed Project Officer-Safeguarding and Gender Mainstremaing Program will communicate with the Executive Director, Director Programs, Director Finance and Administration, all Directors of Regions/Trust/ Project of CB, Manager (HR), All Sector/Section Head of CB.

CB Programs/Projects: |
A.1 |
Provide support to CB programs/projects teams in working directly with children and young people, acting as an advisor and coach to increase knowledge and confidence in identifying, managing and responding to safeguarding issues/risk. |
A.2 |
Assist in organizing training for CB’s staff, volunteers, committee members, partners to increase their capacity to fulfill CB’s operational standards and expectation of safeguarding including FCRM. |
A.3 |
Do and keep proper documentation of all safeguarding and gender mainstreaming program related activities (Case registers file/attendance of training/meeting/workshop/day obaservation/training report/field visit & monitoring report/emails of communications/case study/ Photos of different event etc in a confidential manner and organize way for further references/need of organization. |
A.4 |
Work closely with the Human Resources team of Caritas to ensure that all new employees and volunteers attend Safeguarding Induction training of joining their at the organization as well as regular refresher training. |
A.5 |
Work in close collaboration with the Accounts Section regarding Safeguarding related projects to carry out any necessary budget adjustments/ re-arrangement in accordance with Donor and Caritas policy. |
A.6 |
Assist to maintain all necessary documents/informations/files/record of safeguarding case management including hotline number and email of central office. |
A.7 |
Work with Sectoral Heads/Safeguarding focal persons and employee to identify training needs on the basis of performance appraisal report and arrange need-based training for respective groups/individuals. |

Responsibility for Safeguarding Focal Group/Committee: |
B.1 |
Participate and provide necessary supports in bi-monthly Focal Group Committee meeting at central level and quarterly Focal Group coordination meeting including documentation and coordinate with the CB Safeguarding Focal Group Committee of Central/ Regions/ Project/ Trust Offices of Caritas. |
B.3 |
Assist to prepare Annual Safeguarding Work Plan ensuring this is agreed with the Safeguarding Focal Group Committee and regular updates on progress are provided. |

Functional Feedback Complaint Response Mechanism (FCRM): |
C.1 |
Support the Safeguarding Focal Points to keep and up to date a register of feedback & complaint of safeguarding incidents is maintained at all offices of CB with related supporting documents in line with Data Protection requirements. |
C.2 |
Assist to field focal points to conduct awareness sessions for communities of concern on risks of sexual exploitation and abuse and existing community –based mitigation measures. |

Safeguarding Monitoring/Supervision and Reporting: |
D.1 |
Undertake field visits to the Regional/Project/Trust Offices to see the progress of Safeguarding Mainstreaming in the organization, monitoring of compliance with the Safeguarding Policy and prepare field visit report including recommendations and learning. |
D.2 |
Quarterly data collection for Regions, Trusts, Project and Central Offices, data analysis and validation and compilation. |
D.3 |
Prepare different reports, case study as required under the guidance of Head of Safeguarding. |
E |
Awareness and Representation: |
E.1 |
Participate in different meetings, seminars, workshops, campaigns, trainings and rallies regarding Safeguarding issues organized by government, NGOs, international organizations as assigned by the Executive Office. |
E.2 |
Maintain contact, liaison, network and coordination with the actors of the Public and Private sector for exchange ideas/ views, good practices and learning on Safeguarding related issues. |

Due Diligence: |

As authorized by the Executive Director, provide necessary clarification/information on CB’s compliance of Safeguarding Policies during organizational assessment/due diligence done by Institutional Donors/Donors/NGOAB, etc. |
Educational Qualification:
Master’s degree preferably in Gender Studies/Peace and Confilct management/Law or any other relevant field from any Govt approved university in Bangladesh.
Required Work Experience, Knowledge, Skills and Abilities:
- Minimum 2 years’ relevant experience in gender/protection/GBV/CP/safeguarding/PSEA or in the similar job in any reputed NGO/INGOs or social organizations.
- A good understanding of Safeguarding, Child Protection and PSEA (Protection from Sexual Exploitation and Abuse).
- Must have knowledge in MS Windows and MS Office packages (Excel, Word, Power Point), web conferencing applications, and information management systems.
- Strong relationship management skills and the ability to work effectively at all levels.
- Strong representation abilities and facilitation skills and strong written and oral command in English/Bangla is required.
- Proactive, creative, results-oriented, service-oriented, self-driven and positive to work in a team.
- Self-reliance and an ability to work in challenging and demanding environments.
