Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. CB is implementing 91 projects covering 201 focusing upazila on eight goals i.e i) Social Welfare and Service of Love for Vulnerable Communities; 2) Ecological Conservation, Climate Justice and Sustainable Food System; 3) Humanitarian Response and Disaster Management; 4) Education, Skill Development and Employment Creation; 5) Health Care, Nutrition and Education; 6) Development of Indigenous Peoples; 7) Integral Human Development; and 8) Institutional Development and Sustainability.

Caritas Bangladesh (CB), Sylhet and Dinajpur Region, is seeking qualified candidate for immediate appointment to the position of Junior Accounts Officer for USAID Bangladesh America Maitree Project for Rangpur and Sunamganj district.

The details of the position, including job responsibilities, educational qualifications, and the required qualities and competencies, are outlined below for your information:

1. Details of Position:

Position : Junior Accounts Officer
No. of Position : 02 (Two), 01 for Rangpur and another 01 for Sunamganj district
Job Location : Caritas Bangladesh, Dinajpur and Sylhet Region
Age : Maximum 45 years (as on 30/11/2024), age may be relaxed for highly experienced person
Reporting to : Regional/ Central level Senior Accounts Officer
Salary : BDT 35,000/-(fifty thousand) per month
Bonus  : As per Caritas Bangladesh policy
Job Nature : Contractual/ Temporary

2. Job Summary:

The Junior Accounts Officer oversees financial and administrative operations at the upazila Offices, ensuring accuracy and compliance. Responsibilities include preparing financial plans and budgets, managing accounts, supervising cash and bank transactions. The Junior Accounts Officer also handles financial reporting for donors, reconciles accounts, and safeguards financial records.

On the administrative side, the Junior Accounts Officer manages office assets, maintenance, employee income tax matters, and utilities, while supervising support staff and handling logistical needs for visitors. This role ensures smooth financial management and efficient administration to support Caritas Bangladesh's goals.

3. Required Educational Qualification and Experience:

  • Master’s degree in accounting, Finance, or related field.
  • Minimum 02 years of experience in financial management, preferably in development projects.
  • Must have prior experience with national and International NGOs. Working experience in USAID-funded projects is preferable
  • In-depth knowledge of accounting principles, financial reporting, and budgeting.
  • Experience working with accounting software (e.g., Tally, QuickBooks).
  • Strong analytical and problem-solving skills in financial matters.
  • Ability to manage audits and donor compliance.
  • Proficiency in MS Office, especially Excel, and fluency in English and Bangla.

4. Roles and Key Responsibilities:

  • Maintain all accounts and financial activities of the project.
  • Prepare, maintain, and manage monthly fund requisitions, budgets, financial accounts, inventory, and asset registers.
  • Manage and control all financial matters, including receipts and disbursements.
  • Maintain daily cash/bank transactions and review bills and vouchers for approval and payment.
  • Maintain VAT Coupon and prepare monthly VAT Coupon report.
  • Provide support in facilitating external audits, monitoring through preparing financial statements and providing bills/ vouchers, documents, financial reports, etc.
  • Collaborate with project staff on financial matters to ensure seamless operations.
  • Facilitate, organize and support administrative activities such as ensuring project office set up, field movement, vehicles, assets and logistics as per standards and guidelines.
  • Safeguard important financial documents and accounts records.
  • Perform any other financial duties as assigned by project authorities.

6. Required Languages: Strong written and oral command in English/Bangla is required.
