Job Title: Manager (Audit & Compliance) Reports to:  Executive Director
Department/ Section:  Administration/Internal Audit Consolidated Salary: BDT 120,000 per month.
N.B.: The salary is negotiable for the highly experienced and qualified candidates.
Job Nature: Regular Duration: Initially for six months/ year (which may be extended for future periods subject to the satisfactory performance)
Work Station: Caritas Central Office, Dhaka Position : 1 (one)
Age: Maximum 45 years (as on 31 August 2024) which may be relaxed for the highly experienced candidate.  

Caritas Bangladesh is looking for a qualified person for the position of Manager (Audit & Compliance) for Caritas Central Office. Caritas Bangladesh (CB) is a national and non-profit development organization operating since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. CB is implementing 91 projects covering 201 focusing upazila on eight goals i.e i) Social Welfare and Service of Love for Vulnerable Communities; 2) Ecological Conservation, Climate Justice and Sustainable Food System; 3) Humanitarian Response and Disaster Management; 4) Education, Skill Development and Employment Creation; 5) Health Care, Nutrition and Education; 6) Development of Indigenous Peoples; 7) Integral Human Development; and 8) Institutional Development and Sustainability.

Job Summary:

The Manager (Audit & Compliance) is responsible for timely completion of internal and external audit of Caritas Central, Regional, Trust and Project Offices including Caritas Micro Credit Programs and all other accounts following IAS and ISA and for strengthening transperancy and financial accountability. S/he will also be responsible to fulfil the obligations to Donors and government authorities.

Roles and Key Responsibilities:

Audit and Compliance:

  • Lead the colleagues of Audit Section to accomplish the tasks of Audit Section efficiently and effectively.
  • Prepare six monthly and annual audit plan for Internal Audit of the accounts of the all offices of Caritas as well as the schedule of External Audit in consultation with the Executive Director.
  • Co-ordinate Internal Audit and External Audit of Caritas Bangladesh including Projects, Funds and Caritas Micro Finance Program (CMFP).
  • Monitor and supervise the audit work performed by Internal Auditors for timely completion of internal audit with accuracy and review Internal Auditor’s Report.
  • Organize planning meeting with external auditor and Caritas Bangladesh Senior Management prior to the start of fieldwork.
  • Ensure timely completion of audit including the internal and external audit closing procedures (e.g. Exit meeting, Submission of Internal Auditor’s Report, Management Report, Compliance Letter, Guidance Letter, Action Plan on audit findings, Follow-up of the Action Plan, etc.).
  • Check monthly Accounts of Regions and Projects and to prepare report for sending to the Regions/Projects offices.
  • Carry out annual physical verification of the Fixed Assets and Stock of Store/Stationary of Caritas Central Office in collaboration with Central office Account Section as well as to assist the external auditor at the time of physical verification.
  • Review and finalize all the Financial Statements of Caritas and its Trust Offices.
  • Prepare Consolidated Financial Statements of CMFP for submitting to the Micro Credit Regulatory Authority (MRA) by 30 September each year.
  • Extend support for maintaining Provident Fund and other Fund Accounts and Annual Audit of the same.
  • Conduct special audit/study as required by Management.
  • Extend necessary support in preparing Annual Report and Caritas financial position.
  • Proper documentation of internal and external audit plans, reports, guidance letter, and action plan; correspondence with Regional/Special Projects/Trust Offices (Region/Special Project/Trust Office wise).
  • Maintain a comprehensive documentation system for recording of all important documents e.g. important office circular, guideline, policies, Manual, Articles, publications, Books, correspondence with external auditor, correspondence with Govt. bodies, important correspondence with Donors, approval letters, meeting minutes etc.
  • Financial monitoring and extend full support in strengthening financial accountability and transparency of Caritas.
  • Assess operational risks and develop risk management strategies.
  • Ensure compliance with internal (audit methodology and risk management) and external (regulatory) requirements.
  • Help develop Management/Performance Audit - a modern tool of effective management for Caritas.
  • Study and recommend revisions and/or additions to policies and procedures in order to improve operations as well as internal controls.
  • Act as Chief AML(Anti-Money Laundering)/CFT (Combating the Financing of Terrosim) Compliance Officer (CMALCO).
  • Inform the Executive Director on the issues which need to be drawn to the attention of the Executive Office along with suggestions/advice in writing.

Monitoring/Supervision:

  • Supervise Audit Team Members to ensure that they carry out their responsibilities efficiently and effectively and provide regular feedback on their performance for their improvement/development.
  • Provide technical support to Audit Team Members to enhance their technical knowledge and skills and also conduct capacity building training for them.

Educational Qualification:

Master’s degree/MBA/MBS with major in Accounting from any recognized university in Bangladesh or abroad. CA-CC and Qualified Chartered Accountant/Cost and Management Accountant shall be given preference.

Required Work Experience, Knowledge, Skills and Abilities:

  • Minimum 5 years’ relevant experience including minimum 3 years’ experience at managerial level (Audit and Compliance) in the similar job in any reputed NGO/INGOs.
  • High ethical integrity/standards with a commitment to transparency and accountability.
  • Must have demonstrated knowledge on IAS, ISA and IFRS.
  • Extensive knowledge on the regulatory issues affecting NGOs including grants compliance, donor regulations and financial reporting standards.
  • Proven ability to lead and develop a team, manage projets and work collaborating with other departments.
  • Strong relationship management skills and the ability to work effectively at all levels.
  • Strong representation abilities and facilitation skills and strong written and oral command in English/Bangla.
  • Proactive, creative, results-oriented, service-oriented, self-driven and positive to work in a team.
  • A good understanding of Safeguarding, Child Protection and PSEA (Protection from Sexual Exploitation and Abuse).
  • Must have knowledge in MS Windows and MS Office packages (Excel, Word, Power Point), web conferencing applications, and information management systems. Capable of e-auditing using Tally Accoounting Software will be an additional qualification.
  • Ability to work in challenging and demanding environments.

Required Languages:

Strong written and oral command in English/Bangla is required.

Travel:

The position is requires 10 to 15 days field visit per month at rural areas under Reional/Trust and Project Offices.
Selected candidates will be appointed initially on probation for a period of six months. Upon successful completion of the probationary period, the appointment may be confirmed according to the existing pay scale and service rules of Caritas Bangladesh.
