Job Title: Manager - Human Resource (HR) Reports to:  Director, Finance and Administration
Department/ Section:  Administration/HR Consolidated Salary: BDT 75,000/- (Seventy-five Thousand Taka) per month.
N.B.: The salary is negotiable for candidates with extensive experience and exceptional.
Job Nature: Temporary Duration: Initially for one year (which may be extended for future periods subject to the satisfactory performance)
Work Station: Caritas Central Office, Dhaka Position : 1 (one)
Age: Maximum 45 years (as on 31 May 2024) may be relaxed for the highly experienced candidate.  

Caritas Bangladesh is seeking a qualified professional woman for the position of Manager - Human Resource (HR) for Caritas Central Office. Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barishal, Chattogram, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. CB is implementing 91 on-going projects covering 201 focusing upazila on six thematic priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.

Job Summary:
The Manager - Human Resource (HR) will oversee all aspects of Human Resources practices and processes and will ensure the proper implementation of approved plans and policies/guidelines of HR. The Manager - Human Resource (HR) will promote organization’s values and enable organizations success through job design, recruitment and selection, performance management, training and development, policy and legal compliance, effective employee relations and supporting change management.

Roles and Key Responsibilities:

Recruitment and Selection:

  • In collaboration with the Director, Finance and Administration and Sectoral Heads, assist in the development of staffing and recruitment plan to ensure that each team is staffed appropriately, according to need and funding availability, in an effective and timely manner.
  • Ensure a high quality, transparent, timely and efficient recruitment and selection process as per approved Recruitment Policy of Caritas and timely manner.
  • Directly interact with job candidates and respond to initial queries and conduct candidate reference and work history authentication along with background checks.
  • Plan and ensure new employee orientation to foster positive attitude toward organizational objectives, which includes planning and managing the onboarding process and training for all new hires.
  • Manage compliance with the Data Protection Act./Rules with respect the strongest of, access to and destruction of personal data of any employee.
  • Upon authorization be involved in recruitment process.
  • Follow-up of the recruitment process of Regional and Project Offices including taking steps for approval of recruitment notice.

Performance Assessment:

  • Ensure implementation of the performance appraisal system for the assessment of staff of projects and department by using standard and uniforma guidelines and proforma and review the same time to time to ensure that the system supports management best practice and the needs of employee.
  • Help supervisors find effective coaching methods that work for specific issues including identifying areas of poor performance and assisting supervisors to establish plans for improving performance be present during review meetings when necessary.
  • Upon authorization be involved as a member of the Assessment Team.

Training and Development:

  • Ensure all staff we are aware of all HR policies, rules and regulations by conducting sessions for new staff and organizing for refresher sessions for all staff from time to time.
  • Work with Sectoral Heads and employee to identify training needs on the basis of performance appraisal report and arrange need-based training for respective groups/individuals.
  • Verify that Project Training Funds are used to cover legitimate CB staff development and talent management expenses effective, and follow up to make sure training has been provided and the employee has completed the training successfully.
  • Initiatives to arrange Knowledge Development Sessions (KDS), on the job training and coaching to the staff members.
  • Prepare Capacity Building Project for Caritas Staff members.
  • Provided all sort of support to staff for abroad and in-country training/conference/exposure visit and study including coordination with Trainer Organizer, Donors and Participants.
  • Develop tools for follow-up of the implementation of staff development plan and evaluate its impact.
  • Promote capabilities of Women staff for strengthening women leadership.

Compensation and Benefits:

  • Assist the Director, Finance and Administration and Pay Commission to prepare or periodic review of the Pay Scale, Admissible Allowance and Benefits and Guidelines etc., of Caritas.
  • Follow up Assistant Manager Manager (HR) to take steps relating to the annual increment of staff of Caritas Central Office and all Directors (Central, Regional, Projects and Trusts).
  • Help ensure that staff are availing leaves and other benefits/facilities according to the organizational policies and procedures.
  • Help in fixation of terms and conditions, salary, benefits and facilities for newly appointed, promoted and transferred staff of Caritas Central Office and the staff of Regional Offices when needed.
  • Support Finance Team for final settlement of retired, retrenched, resigned, discharged, terminated and dismissed staff of Caritas Central Office.

Employee Relations and Legal Compliance:

  • Nurture a supportive and positive working environment.
  • Bridge management and employee relations by addressing demands, grievances or other issues and proactively raise HR issues with supervisors.
  • Support to team-building across the organization, including mentoring and coaching skills as well as tools for improving virtual teamwork and supporting a culture of shared leadership.
  • Support for legal compliance throughout human resource management.
  • Upon authorization involved in the investigation process.
  • Manage processes related to disciplinary actions, staff separations, and termination.

Communication and Reporting:

  • Prepare various correspondences/letters/reports on day to day HR issues and write up for Newsletters and Caritas Annual Report, etc.
  • Conduct exit interview to identify reasons for employee resignation and submit a report to the Management on six monthly basis.
  • Communicate with Regional/Trust Offices in respect of HR matters as authorized by the Director, Finance and Administration.
  • As authorized by the Director, Finance and Administration, provide necessary clarification, staff information and Policies/Guidelines during organizational assessment/due diligence done by Institutional Donors/Donors/NGOAB, etc.
  • Keeps contact with the Gender-Man Women Relationship Working Team/Gender Focal Points/Protection mainstreaming focal persons at Central/Regional/Project/Trust Offices and follow up their activities.

Monitoring/Supervision:

  • Supervise HR Team Members to ensure that they carry out their responsibilities efficiently and effectively and provide regular feedback on their performance for their improvement/development.
  • Obtain monthly activity plan of the staff of the HR section and Supervise such action plan regularly. A copy of the same is to be forwarded regularly to the Director, Finance and Administration.
  • Provide technical support to the HR staff of Central and Regional Offices to enhance their technical knowledge and skills and also conduct capacity building training for them.
  • Monitor the use of Child Care Room of Caritas Central Office and child care facilities of Regional/Project/Trust/Project Offices.
  • Visit Regional and Project Offices regularly to help and support in implementation of HR policies and guidelines and submit a report to the concerned Director.

Educational Qualification:

Master’s degree preferably in Human Resource Management (HRM) or related field. Experienced woman candidates having Post Graduate Diploma in Human Resources Management or L.L.B/L.L.M will also be considered. 

Required Work Experience, Knowledge, Skills and Abilities:

  • Minimum 6 years’ relevant experience including minimum 3 years’ experience at managerial level (Human Resources HR Sector) in the similar job in any reputed NGO/INGOs.
  • A good understanding of Safeguarding, Child Protection and PSEA (Protection from Sexual Exploitation and Abuse).
  • Must have knowledge in MS Windows and MS Office packages (Excel, Word, Power Point), web conferencing applications, and information management systems.
  • Strong relationship management skills and the ability to work effectively at all levels.
  • Strong representation abilities and facilitation skills and strong written and oral command in English/Bangla is required.
  • Proactive, creative, results-oriented, service-oriented, self-driven and positive to work in a team.
  • Self-reliance and an ability to work in challenging and demanding environments.
  • Should be able to handle multiple tasks and manage priorities.

Travel:

Must be willing and able to travel up to the Regional/Project/Field Offices of CB as per need of the Organization. Travel in these areas can be physically demanding.
